Context
▪ The South African government and economy has undergone drastic transformation and growth since the advent of democracy and the election of Nelson Mandela in 1994.
▪ The "Reconstruction and Development Programme" elaborated by the new African National Congress Government is the founding political platform which has set in motion a series of profound
societal and economic reforms.
▪ Among which making the Information Communication & Telecom (ICT) sector one of the key vectors to deliver the promises of the "Africa's Information Society Initiative": An Action Framework to
Build Africa's Information and communication Infrastructure, coordinated effort by the U.N specifically addressing the role of information, communication and knowledge in shaping the African
information society to accelerate socio-economic development.
▪ The new S.A. Telecom law in 1996 was the first sector law to embed the prerequisites and "obligation mechanisms" of the Broad Based Black Economic Empowerment Charter (BBBEE). The South
African Telecommunication sector was and has remained the most advanced in Africa, representing 70 % of the African telecommunications market.
▪ In 2004 the Alcatel South African subsidiary had lost the major portion of their market share and determined necessary to conduct a global "re-think" of their regional strategy and systemic

Accompany new communications regarding the new partnerships, the new top
management and engagement in social and business empowerment activities
▪ Implementation of business & CSR best practice reforms on all levels, particularly of Social and
Governance practices
▪ Streamlining business operations to sector development policies. I.e.: Broad Based Black
Economic Empowerment Charter
▪ Integration of Scorecards, reporting, ratings & accreditation requisites
▪ Identify, select, negotiate and accompany the new Top Management of the South
African Subsidiary. I.e.: The Chief Executive Officer, Communications Director
