The Guilford County Purchasing Department Diversity Program will be hosting a Historically Underutilized Business (HUB) Certification workshop for our vendors. This will be a collaborative training session with the Greensboro Community Development Fund and GTCC Small Business Center. Vendors will be trained on how to expand their financial resources and increase their capacity. The Guilford County Purchasing Department will assist you with the HUB application and the HUB Certification process with the State of North Carolina.
The Guilford County Government strongly recommends HUB certification with the State of North Carolina under the Statewide Uniform Certification (SWUC) for all Minority or Women owned businesses. HUB Certification is used by local government, state agencies and other public agencies Statewide to assure equal opportunity in purchasing programs. All certified vendors are listed in the HUB Database for commodities, services, construction and repair work.

8. Fill out information (* items are required fields)
Make sure to enter your legal name (as shown on your W-9) in the Company Name field.
Enter “Check if Remit to Address is the same as mailing address”
Click Continue

*Doing business with the county will require a W9 be attached.

10. Click on Add to select a Commodity Code (Type of business you offer)

Click “Attach to Contact”
If you do not select a commodity code, you will not receive bid notifications and vendor setup is
incomplete.

13. If you have another employee that you would like to be included on notifications of bidding
events, click on Add and enter their email address.
Click Continue

14. Once you have completed the registration process, you should see the following status
“Complete”.
Make note of your “Supplier Number”
Click done

15. Logoff and Log back in and fill out the Security Question to complete the process. This last
step will allow you to reset your own password if needed.
Click on “Save Question”
You can now logout.

Search for the Guilford County Purchasing web site or type in the address.

Click on the Login link on the Log in Screen in Supplier Portal.

Enter with your user name and password. Click on the blue arrow to submit.

Click on the Back button when you have finished reading the attachment and other terms and
conditions on the Terms and Conditions page.

Click on the check box: “I accept the terms and conditions for this event and confirm that I am
authorized to accept these terms and conditions and submit bids for my company”, then click
continue

Click on the Respond link for each line to submit pricing.

To submit a Line response, enter the vendor item and vendor item description (see item
description). Enter the unit quantity (1). You may add a response comment if you would like.

Add the remainder of the lines you are submitting responses to. If you are not bidding on a
particular line, check the “No Bid” box. When you finish responding to each line click the
“Continue” button.

To move to the Question Responses Tab, click the “Continue” button.

This is the last page in the event. You can print your response to review it. Click on the back button
if you need to make changes.
To submit your response, click on the submit button. If you click on the Done button, you are not
submitting your response. You are saving a draft and will have to log back in to complete it.
36. Please remember a few important things:
1. You must be logged in through the Supplier Portal to respond and place your bid.
2. You must be sure to click on the SUBMIT button when you are ready to submit your bid
electronically. Do not click on the DONE button to submit. The DONE button places your
submittal in a draft state until you click on SUBMIT.
3. Please place your bid at least 24 hours before the bid closes in case you have technical
issues.
4. The system cannot accept late bids.
5. Please contact the buyer on the event or the Purchasing Department at 3236-641-3314 if
you need technical assistance with Supplier Registration or placing a bid.

38. What is HUB Certification?
Historically Underutilized Business (HUB) Certification is diversity certification that is
issued by the state (North Carolina) Government to increase the amount of goods
and services acquired by that state from HUBs.
The program is to help minority businesses that are at least 51% owned by
minorities such as Black, Hispanic, Asian-American, American Indian, Female or a
Socially and Economically Disadvantaged person, Disabled-Owned or a Disabled
Business Enterprise gain exposure to state procurement and contracting
opportunities.
