Neuro-symbolic is not enough, we need neuro-*semantic*Frank van Harmelen
Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.
3. HIPAA Compliant Video Conferencing
HIPAA compliant video conferencing refers to the use of video conferencing technology and
platforms that adhere to the regulations outlined by the Health Insurance Portability and
Accountability Act (HIPAA) of 1996. HIPAA is a U.S. law that establishes privacy and security
standards to protect patients' medical information.
When conducting healthcare-related video conferences, it is important to ensure that all
communication is held securely, with measures in place to safeguard patient data. HIPAA
compliant video conferencing platforms provide the necessary security features to meet these
requirements. These platforms typically offer end-to-end encryption, which encrypts data during
transmission between participants, making it indecipherable to unauthorized users.
Additionally, HIPAA compliant video conferencing platforms incorporate other security measures
such as access controls and user authentication to prevent unauthorized individuals from joining
video conferences. They also have strict data storage protocols to ensure that patient information
is stored securely.
To comply with HIPAA regulations, video conferencing platforms may require the use of unique
identification numbers or passwords for participants to enter a conference. This ensures that only
authorized individuals can access the video conference and protects against eavesdropping or
interception of sensitive information.
4. Overall, HIPAA compliant video conferencing is essential for healthcare providers as it allows
them to connect with patients, colleagues, and other healthcare professionals while
maintaining the integrity and confidentiality of patient data. By using HIPAA compliant video
conferencing platforms, healthcare organizations can ensure they are adhering to the highest
standards of patient privacy and security.
What is HIPAA?
HIPAA, also known as the Health Insurance Portability and Accountability Act, is a federal law
enacted in 1996 in the United States. HIPAA aims to protect individuals' privacy and security
concerning their health information.
The law consists of several provisions that regulate how healthcare providers, health plans,
and healthcare clearinghouses handle individuals' protected health information (PHI). It
establishes rules and standards for the electronic exchange, privacy, and security of PHI. HIPAA
also grants individuals certain rights regarding their health information and sets penalties for
violations.
The primary goal of HIPAA is to ensure the confidentiality, integrity, and availability of PHI
while allowing individuals to have greater control over their health information.
5. *Why HIPAA Compliant Video Conferencing Software is necessary:
In today's world, technology has become an integral part of our lives, especially in the healthcare
industry. With the increasing reliance on electronic health records and telehealth services, it is more
important than ever to ensure patient privacy and data security. One essential tool in achieving this
goal is HIPAA compliant video conferencing software.
HIPAA, which stands for the Health Insurance Portability and Accountability Act, was enacted in 1996
to safeguard patient health information and ensure its confidentiality. It sets forth strict rules and
regulations regarding the storage, transmission, and sharing of protected health information (PHI).
Violations of HIPAA can lead to severe penalties for healthcare providers, including hefty fines and
even criminal charges.
Video conferencing software has gained popularity in the healthcare industry as a means to deliver
remote care and telemedicine services. However, without proper security measures in place, these
platforms can inadvertently expose patients' sensitive information to unauthorized individuals. This is
where HIPAA compliant video conferencing software plays a vital role.
HIPAA compliant video conferencing software ensures that patient health information is encrypted
during transmission, making it virtually impossible for hackers to intercept and access the data.
Additionally, these platforms have robust access controls and authentication mechanisms that ensure
only authorized individuals can participate in video conferences, reducing the risk of unauthorized
access to PHI.
6. Another critical aspect of HIPAA compliant video conferencing software is the ability to securely store
and retain patient data. These platforms often offer features such as encryption at rest and backup
storage in secure data centers, ensuring that patient information is safeguarded even when not
actively being used. This reduces the risk of data breaches and provides healthcare providers with
peace of mind knowing that patient records are secure.
Furthermore, HIPAA compliant video conferencing software allows healthcare professionals to sign
business associate agreements (BAA) with the platform providers. A BAA is a legally binding contract
that outlines the responsibilities of both parties in safeguarding patient data. By signing a BAA,
healthcare providers can be confident that their video conferencing software is committed to
maintaining HIPAA compliance and will be held accountable in the event of a breach.
One of the primary advantages of HIPAA compliant video conferencing software is its ability to
facilitate telehealth services. Telemedicine has become increasingly popular, especially during the
COVID-19 pandemic, as it allows patients to receive care remotely, reducing the risk of exposure to
infectious diseases. However, telehealth services must still adhere to HIPAA regulations to protect
patient privacy. HIPAA compliant video conferencing software enables healthcare providers to deliver
high-quality remote care while ensuring patient information remains confidential.
In conclusion, HIPAA compliant video conferencing software is necessary in today's healthcare
landscape to protect patient privacy and data security. It provides robust encryption and access
controls, secure storage and retention of patient data, and the ability to sign business associate
agreements. By using HIPAA compliant video conferencing software, healthcare providers can
confidently offer telehealth services while maintaining compliance with HIPAA regulations. Ultimately,
the proper use of this technology not only protects patients' sensitive information but also supports
the advancement of digital healthcare.
7. *Benefits of HIPAA Compliant Video Conferencing Software:
There are several benefits of using HIPAA compliant video conferencing software, including:
1. Securely transmit and store patient information: HIPAA compliant video conferencing software
ensures that all patient data, including personal health information (PHI), is transmitted and stored
securely. This helps prevent unauthorized access to patient information, reducing the risk of data
breaches and ensuring compliance with healthcare privacy regulations.
2. Protect patient privacy and confidentiality: In addition to secure data transmission and storage,
HIPAA compliant video conferencing software provides encryption and other security measures to
protect patient privacy and confidentiality. It helps ensure that personal health information is only
accessible to authorized individuals involved in the care of the patient.
3. Convenient and accessible healthcare services: Video conferencing software enables healthcare
providers to offer remote consultations and telemedicine services, making healthcare more accessible
and convenient for patients. They can schedule virtual appointments, conduct consultations, and
provide medical advice without the need for in-person visits, reducing travel time and costs for
patients.
4. Improved communication and collaboration: Healthcare professionals can use video conferencing
software to communicate and collaborate with colleagues, regardless of their physical location. This
helps facilitate timely and effective communication among healthcare teams, enhancing patient care
and treatment planning.
8. 5. Cost and time savings: Adopting video conferencing software can help healthcare organizations
reduce costs associated with travel, infrastructure, and administrative tasks. Patients can also save
time by avoiding travel to healthcare facilities for routine check-ups or follow-ups.
6. Increased patient engagement and satisfaction: Video conferencing software allows patients to
participate in their healthcare from the comfort of their homes, increasing their engagement and
satisfaction with the care they receive. It can also encourage patients to seek timely medical advice
and support, leading to better health outcomes.
Overall, using HIPAA compliant video conferencing software ensures the privacy and security of
patient information while facilitating efficient and convenient healthcare services.
*Features of HIPAA Compliant Video Conferencing Software:
1. Encryption: HIPAA compliant video conferencing software ensures secure communication by
encrypting all data exchanged during the conference. This encryption ensures that patient information
remains protected and confidential, reducing the risk of unauthorized access.
2. Access Control: The software provides robust access control features, allowing administrators to
manage and restrict user access to ensure that only authorized individuals can participate in the
conference. This prevents any unauthorized users from gaining access to sensitive patient
information.
9. 3. Audit Trail: HIPAA compliant video conferencing software keeps a detailed record of all activities
during the conference, including who accessed the meeting, when they joined, and when they left.
This audit trail enables healthcare organizations to track and monitor any potential security breaches
or unauthorized activities, ensuring compliance with HIPAA regulations.
4. Secure File Sharing: The software allows for secure file sharing during the video conference,
enabling healthcare professionals to exchange necessary patient documents or relevant information
without compromising data security. Encryption and access control measures are also applied to the
shared files, ensuring their protection.
5. Business Associate Agreements (BAAs): HIPAA compliant video conferencing software providers
must enter into Business Associate Agreements with healthcare organizations. These agreements
establish the responsibilities and obligations of the software provider regarding the handling and
security of patient information. This ensures that the software provider complies with all HIPAA
requirements and safeguards patient data.
