Elena M. Marks is the president and chief executive officer of the Episcopal Health Foundation and a nonresident fellow in Health Policy at Rice University’s Baker Institute for Public Policy.
Marks previously served as the director of Health and Environmental Policy for the City of Houston. Prior to joining the mayor’s staff, Marks practiced trial and appellate law with major law firms, started and directed a successful legal placement firm, and developed strategic, long-range, and operating plans for service lines and system centers at a major health system.
The symposium is designed for clinicians, healthcare workers, and healthcare executives interested in exploring the major themes that will emerge in health policy throughout the year. This year, the symposium will emphasize value in healthcare, health information technology, gun violence, insurance choices, the Affordable Care Act, and the viewpoints of the Presidential candidates on health care.
As part of the IFPRI Egypt Seminar in partnership with the FAO: “Food Policies and their Implications on Overweight and Obesity Trends in Selected Countries in MENA Region”
Presentation: Health Reform in Massachusettsmasscare
This is a slideshow presentation that looks at the outcomes of the 2006 Massachusetts health reform law. These are major findings related to insurance coverage, access to care, costs, emergency room use, and other select outcomes from the more comprehensive report by Mass-Care and Massachusetts PNHP: "Massachusetts Health Reform in Practice, and the Future of National Health Reform."

Prior to the World Bank, he was the Vice-President and Head of the Health Finance Policy Sector of the Philippine Health Insurance Corporation. In 2005, he was concurrently tasked to help in the strengthening of the Bureau of Food and Drugs.
He is a former Research Associate Professor in the University of the Philippines (UP) -National Institutes of Health. He was a Clinical Associate Professor in the Department of Clinical Epidemiology and the Department of Family and Community Medicine of the UP College of Medicine and a faculty member of the Ateneo Graduate School of Business-Health Unit. He has worked and assisted national and international agencies and has been published locally and internationally.
How can health accounts inform health sector investments? Lessons from countr...HFG Project
Countries must have a firm grasp on their health financing landscape in order to ensure sufficient and effective use of resources. Health Accounts—an internationally standardized methodology that allows a country to understand the source, magnitude, and flow of funds through its health sector—provide a wealth of information on past spending. When combined with macroeconomic, health utilization, and health indicator data, Health Accounts provide powerful insights for health financing policy.
USAID’s Health Finance and Governance (HFG) project supports countries to institutionalize their Health Accounts so that they are produced regularly and efficiently, and are a useful tool for policymakers. In this technical briefing webinar, held June 29, 2016, HFG experts used country examples to demonstrate how Health Accounts have been (and can be) used to inform national health financing decisions. The experts also provided perspectives on the future of Health Accounts.

States are responsible for on the ground implementation of the Affordable Care Act (ACA), including expanding coverage options through Exchanges, Medicaid and other health insurance programs. This webinar considers different ways policymakers define affordability and draws on lessons from the Children's Health Insurance Program (CHIP), which can serve as a model for states as they implement affordability provisions in ACA. It also looks at the impact on families when coverage is not affordable and considerations for families in purchasing decisions.
