EU Directive 2014/94/EU (DAFI)
• The Directive 2014/94/EU on Alternative Fuels Infrastructure (EU Official Journal L 307
of 28 October 2014) lays the ground for the market development of alternative
fuels for transport such as electricity, biofuels, synthetic and paraffinic fuels, natural
gas (including biomethane) in gaseous form (CNG) and liquefied form (LNG),
liquefied petroleum gas (LPG) and hydrogen as an option (= not compulsory)
• Annex II specifies that the hydrogen referred to by the DAFI only includes gaseous
hydrogen for FCEV - fuel cell electric vehicles (= no liquid H2). Hydromethane may
be included in the national CNG Plan, hydrogen being an additive of natural gas.
• Support measures for alternative fuels infrastructure will be implemented in
compliance with the EU State aid rules
• However, hydrogen fuelling infrastructure funding will only be available for those
Member States that include hydrogen in their National Policy Frameworks by the
November 2016 deadline
