Effective partnerships require clear principles and guidelines to function properly. They must have strong leadership through a facilitator or team, a shared purpose and vision, and clearly defined objectives and goals. Partners must build relationships based on trust, openness and mutual understanding, focusing on their common goals rather than differences. Wide participation, ongoing skills development, and recognition that partnership is a continuous process are also important. Effective partners represent their own organizations while also advocating for the partnership.
Effective communication, self-care, and setting clear boundaries are important for healthy relationships. Partners should express their thoughts and feelings openly, prioritize self-care to maintain emotional and physical energy for the relationship, and establish boundaries that are respected by both. Quality time together, resolving conflicts calmly, and building mutual trust also contribute to strengthening the bond between partners.

Collaboration allows for sharing information, building trust, solving problems efficiently, and making consensus-based decisions. However, collaboration can be difficult if the wrong people are involved, information is missing, or there are hidden agendas or a lack of focus. Key elements to effective collaboration include developing a common understanding of the problem, consistent open communication, dedicated leadership, agreed upon outcomes and accountability, and coordinating activities to build trust and find common goals. The document concludes that no single organization can win government contracts alone and that collaboration is essential.
