8. Recommendations for Conservation of Gomala Lands and Their
Management
1. Policy for the protection and regeneration of common lands apart from developing
greater public awareness and an information base
2. The state governments should ensure the common lands is neither encroached nor
diverted for any other uses other than by local community’s livelihood.
3. Development of online spatial database (accessible to the public) to minimise
unauthorized encroachments or conversion of land uses
4. Recognizing community management of common lands with rewards, will go a long
way in recognising the ecological, social and economic value of common lands.
5. To take advantage of MGNRE scheme for (i) rejuvenation of common lands to sustain
fodder stock, and (ii) creation and management of interconnected ponds / tanks taking
advantage of undulations in topography.
6. Grama Parisara Abhivruddi Mathu Nirvahane Samithi (GPANS) should be assigned for
responsibility for securing and vegetating with fodder species apart from tackling
management issues (such as closure and selling of produce, access to outsiders for
harvesting grass and encroachment).
7. The health of gomala lands should be ensured by GPANS for the regeneration,
guarding, protection, increase in their productivity, conservation of biological diversity
and record keeping for administration purposes.
8. The demarcation of boundaries and protection of common lands prevents boundary
infringements. The authorities should involve local stakeholders in monitoring and
management of common lands which will help in minimizing contraventions.
