As part of Hunter College’s Master of Urban Planning program capstone, the Gender-Inclusive Planning studio (GenderInc) has produced a report describing planning interventions and policy recommendations to elevate LGBTQ safety and equity in the urban public realm. We used the Jackson Heights neighborhood in Queens as a focus area for our efforts, as it is home to a large LGBTQ population and has been the site of several recent instances of gender-based violence. Jackson Heights also contains varied land uses, transportation options, and a richly diverse populous, enough so to capture the wide range of planning issues that one could encounter in the rest of the city at large. Our initiatives and recommendations are aimed at reducing harassment and violence against LGBTQ people in public spaces, with a particular focus on public transit as well as on transit’s street-level access points. These recommendations and initiatives are specifically designed to be executed on a broader level across the five boroughs of New York City. Such a citywide application of the report’s findings would position New York City as a national leader in addressing gender-based violence and harassment. Introduction: “Auto-pilot cars also referred to as driverless cars are vehicles that are capable of moving with no human involvement or little input by sensing the environment.” These cars combine several sensors that perceive the surrounding such as GPS, radar, Odometer, and computer vision. Their advanced control systems then interpret the sensory data to recognize the appropriate navigation path.
Thesis: “Auto-pilot cars have various benefits to human, environment, and economy.”

Topic sentence: Self-drive cars increase safety.
The safety benefits that are anticipated from these cars include reducing the number of traffic collisions that results in injuries and additional costs. Besides, these cars will provide increased traffic flow to avoid rush among motorists that have always resulted in accidents.

Topic sentence: Self-drive cars increase mobility for the children, disabled, and the elderly. Majorly, the automated driving feature is critical for assisting people with special needs during driving to travel and navigate without barriers. These cars thus are helpful for these groups of people as they will just sit and reach their destinations.

1 Sexual Offenses and Offenders
There are few groups of individuals who are more reviled than sexual offenders. Though this has been true for more than a century, the past two decades have brought forth intense scrutiny from the public, politicians, and policymakers. Several emotionally-charged cases of child sexual abuse were highly publicized in the 1980s and 1990s, reigniting public intolerance for sexual offenders. And although the incidence of sexual offenses has been decreasing, sanctions for sex offenders have been constantly increasing over the last two decades. Unfortunately, empirical research does not show that such sanctions significantly deter offenders or reduce recidivism, and yet this legislation creates significant financial strain for local jurisdictions and states that must implement the policies (Zgoba et al., 2008). Abstract
Urbanisation often goes hand in hand with a rise in urban violence and crime that manifests in terms of street harassment of women and girls, stalking, sexual violence, blackmailing and extortion rackets. Children and women are seen as soft spots who can be victimized by predators. One such incident in the city is enough and the feeling of insecurity is spread like wild fire. It not only frightens girls and women, it controls every act they consider doing then onwards (UN Women, 2015).
Smart cities have to be Safe cities. Town planners, policy makers and budget experts need to do gender budgeting to ensure women-friendly civic infrastructure- water, sanitation, health care, safe transport, public toilets, helplines, skill development for crisis management and, safety at work place. While making budgets for social defense services, consideration must be given to safety of girls and women in schools and colleges in terms of prevention of child sexual abuse through public education and counselling facilities, separate toilets for girls and boys in schools, legal literacy on POCSO Act, 2012 and Prevention of Sexual Harassment Workplace Act, 2013. Provision must be made to have special cells in the police department to take action against display of pornographic images, SMS messages, cybercrimes that victimize young girls at public places or in public transport- buses, local trains, rickshaws and taxis.

• The crimes of gender-based streets and public spaces sexual harassment are
committed through any unwanted and uninvited sexual actions or remarks against

• Gender-based streets and public spaces sexual harassment includes catcalling, wolf-
whistling, unwanted invitations, misogynistic, transphobic, homophobic and sexist
slurs, persistent uninvited comments or gestures on a person’s appearance, relentless
requests for personal details, statement of sexual comments and suggestions, public
masturbation or flashing of private parts, groping, or any advances, whether verbal or
physical, that is unwanted and has threatened one’s sense of personal space and
physical safety, and committed in public spaces such as alleys, roads, sidewalks and
parks. Acts constitutive of gender-based streets and public spaces sexual harassment
are those performed in buildings, schools, churches, restaurants, malls, public
washrooms, bars, internet shops, public markets, transportation terminals or public
utility vehicles.

buildings and other privately-owned
places open to the public shall adopt a
zero-tolerance policy against gender -
based streets and public spaces sexual
harassment. These establishments are
obliged to provide assistance to victims
of gender-based sexual harassment by
coordinating with local police
authorities immediately after gender-
based sexual harassment is reported,
making CCTV footage available when
ordered by the court, and providing a
safe gender-sensitive environment to
encourage victims to report gender-
based sexual harassment at the first
instance.

Harassment in Public Utility Vehicles.
• In addition to the penalties in this Act, the Land Transportation Office
(LTO) may cancel the license of perpetrators found to have committed
acts constituting sexual harassment in public utility vehicles, and the
Land Transportation Franchising and Regulatory Board (LTFRB) may
suspend or revoke the franchise of transportation operators who
commit gender-based streets and public spaces sexual harassment acts.
Gender-based sexual harassment in public utility vehicles (PUVs)
where the perpetrator is the driver of the vehicle shall also constitute a
breach of contract of carriage, for the purpose of creating a presumption
of negligence on the part of the owner or operator of the vehicle in the
selection and supervision of employees and rendering the owner or
operator solitarily liable for the offenses of the employee.

online whether publicly or through direct and private messages, invasion of
victim’s privacy through cyberstalking and incessant messaging, uploading
and sharing without the consent of the victim, any form of media that
contains photos, voice, or video with sexual content, any unauthorized
recording and sharing of any of the victim’s photos, videos, or any
information online, impersonating identities of victims online or posting lies
about victims to harm their reputation, or filing false abuse reports to
online platforms to silence victims.

• The crime of gender-based sexual harassment in the
workplace includes the following:
• (a) An act or series of acts involving any unwelcome sexual

electronic mail or through any other forms of information
and communication systems, that has or could have a
detrimental effect on the conditions of an individual’s
employment or education, job performance or opportunities;
• (b) A conduct of sexual nature and other conduct-based on
sex affecting the dignity of a person, which is unwelcome,
unreasonable, and offensive to the recipient, whether done
verbally, physically or through the use of technology such as
text messaging or electronic mail or through any other
forms of information and communication systems;
• (c) A conduct that is unwelcome and pervasive and creates
an intimidating, hostile or humiliating environment for the
recipient: Provided, That the crime of gender-based sexual
harassment may also be committed between peers and
those committed to a superior officer by a subordinate, or to
a teacher by a student, or to a trainer by a trainee; and
• (d) Information and communication system refers to
a system for generating, sending, receiving, storing
or otherwise processing electronic data messages or
electronic documents and includes the computer
system or other similar devices by or in which data
are recorded or stored and any procedure related to
the recording or storage of electronic data messages
