The UK committed to spending 0.7% of its gross national income on official development assistance (ODA). In 2015, a new UK aid strategy was published pledging that development spending would meet moral obligations to the world's poorest while supporting UK national interests. As part of this, the UK allocated £1.5 billion to create the Global Challenges Research Fund (GCRF) to promote economic development and welfare in developing countries through world-class UK research, strengthen resilience to crises, and be primarily delivered through UK research councils and academies through independent review. ODA must be undertaken to promote economic development and welfare as the main objective and provided at concessional financial terms.
