newer automated surveillance systems.
• Panasonic provides police forces with surveillance and data analysis oriented value-
adds such as facial recognition, people counting, vehicle incident monitoring.
Downstream Artificial Intelligence enhancements used towards this end.
• Bespoke solutions developed by companies such as NEC are used for different
applications such as city surveillance and law enforcement.
• The shift from routine surveillance to advanced visual data analysis can be seen in
many fronts. For example, the Tokyo International Airport has started using facial
recognition for personnel identity verification.
• UAS based solutions are at early adaptation stage, currently they are being tested with limited
implementation.
• Companies such as Hitachi, NTT East and others are collaborating to develop bespoke solutions with
the intent of pitching to first responders in the near future.
• The fire departments have started adopting UAS based situational awareness solutions faster than
other responders. Fire departments such as the one in Chiba city have already initiated a phased plan
of acquisition for UAS solutions and plans to train about 135 fire-fighters in operating UAS based

• As Japan is an earthquake prone area, monitoring systems, forecast models and
response models are for improving awareness and post disaster recovery are
extensively used.
• Currently, situational awareness elements operate on a “silo” like model comprised
of a number of stand-alone solutions. Japan plans to adopt more advanced
technology based solutions in the future to make situational awareness more
integrated and holistic. The establishment is also well disposed towards increasing
levels of automation in this segment.
• Japan is extensively using satellite and ground sensor based data for timely emergency response, flood
forecasting, early earthquake detection, emergency warning broadcast systems and information
management.
• Active monitoring systems that monitor S and P waves on the land and seafloor using ground based
motion sensor networks, ICT based dedicated disaster management solutions and remotely operated
equipment are also key contemporary elements of the nation’s disaster management framework.
• UAS adoption for disaster management applications is in the testing phase with the New Energy and
Industrial Technology Development Organization leading the research on how to effectively use UAS

• Certain city administrations, such as Sendai, have started exploring the use of UAS based wireless

• Currently, logistics operators use RFID, IoT based sensory and GPS based solutions

Japan – Market Summary and Conclusions
Japan is set to become a high potential market because of two major reasons : a major government push towards technology
enabled SA solution adoption and a genuine market requirement for more effective solutions. Overall demand growth will
increase manifold once BVR regulations are finalized. Finnish companies must start potential engagements early but at the
same time be prepared to realize major revenues only after a few years.

The Japanese market is culturally contained and market engagement will require the employment of dedicated local resources
to speed up approvals and authority engagements.
The main competitors in the short term will be Japanese companies, however considering Japan’s high market potential, it is
plausible that international competition within the Japanese market may go up in the medium term. Finnish companies must
therefore create strong value propositions to be differentiated.
Awareness at the end user side in some segments seem to be limited. Improving awareness through protracted engagements

First Responder • German First Responders are some of the earliest adopters of technology
enabled situational awareness solutions, and today, situational awareness
products are becoming increasingly ubiquitous among first responder
organizations. For example, many states in Germany have enacted legislation
mandating all law enforcement officers to wear body cameras.
• Federal agencies are currently looking for solutions that use advanced analytics,
machine-learning and artificial intelligence to enable better decision-making.
• In many cases, communication networks of first responders are being upgraded
to allow transmission of bigger data packets at faster speeds. Today, most
German agencies are emphasizing on high levels of encryption and on secure
storage of data in order to comply with stringent data protection standards.
• State police in Germany exhibit considerable diversity in their usage of satellite/ UAS/ ground based
sensors. States such as Bavaria and Saxony started using SA solutions in policing many years ago whilst
others such as Hesse have recently initiated tests to better understand drone use for SA and its
associated value addition.
• New UAS used by larger police departments carry sophisticated multi-mission payloads whilst new
adopters – smaller police departments, are looking at simpler UAS solutions. Some police

Disaster management in Germany is largely under government control, but the
execution and delivery is shared by both government and non-government entities.
National Disaster Management System
The federal states (16 in number) are primarily responsible for the design, delivery
and upkeep of disaster management services. The primary organization in charge of
disaster management is The Federal Ministry of the Interior, Building and
Community (BMI). The BMI is comprised of the following 2 divisions:
GO: The Federal Office of Civil Protection and Disaster Assistance (BBK)
NGO: The Federal Agency for Technical Relief (THW)
Germany has 2 government and 5 non-government organizations primarily
responsible for the medical side of disaster management and related relief measure
delivery. 80% of rescue services and 95% of disaster medical relief services are
delivered by NGO's.
National Disaster Management System
The existing infrastructure aims to have a persistent monitoring approach in this regard and as a
consequence has dedicated agencies collectively sharing the responsibility of monitoring across broad
disaster segments. The organizations reporting to the state and federal agencies have established
necessary infrastructure to execute their operations. Early warning capabilities are included in the mix.

procedures developed by the Civil Protection and Disaster Assistance agency.
Germany has multiple bilateral agreements with its neighbour/EU states and the Federal Office of Civil
Protection and Disaster Assistance and the Federal Agency for Technical Relief are responsible for the
enhancement of the civil protection capabilities in the partner states.
As per the diverse hazards documented under the Joint Hazard Estimation list pertaining to the
operations controlled by BBK, it is evident that the relevant situational awareness capabilities will remain
strongly dependent on satellite based services and aided by UAS for further enhancement and pin point
investigation. The current capability is called Modular Warning System (MoWaS) and it is expected to be
an early iteration of Satellite based Warning System (SatWaS). SatWaS is expected to be resilient with
respect to power and data connectivity failures and this indicates the strong commitment of the end-user
towards utilising satellite based capabilities.

Analysis
First Responder • US first responders are composed of a mix of advanced SA solution adopters
and laggards. First responders in major cities, as well as federal agencies,
having higher capital budgets, are rapidly adopting both upstream and
downstream solutions whilst smaller local first responder agencies are procuring
lower end, more economical solutions.
• A key theme related to situational awareness in this segment is proliferation of
sensors - especially of body cameras and tracking systems. This in turn is driving
the adoption of downstream analytics and command and control elements.
• Solution mixes being sought after are multi domain sensor systems, low latency
portable communication networks and actionable intelligence oriented
downstream analytics.
• End users are moving towards adoption of more autonomous and AI based
systems.
• UAS have been used by first responders in US since 2015. Today, fire-fighters, disaster response forces
and law enforcement officers extensively use UAS solutions.
• Multiple commercial service providers provide analytics solutions using satellite imagery for
surveillance, detection and tracking.
• Companies such as Phirst Technologies Inc. provides services to the first responders by deploying
autonomous UAS systems that use computer aided dispatch in case of 911 emergencies. This, in turn
enables the first responders to be aware of the situation at the location prior to deploying squads to
take action, resulting in better decision-making.
• Companies such as Flymotion are already working with the New York Police Department (NYPD) for
UAS deployment to obtain video surveillance and imagery of remote and inaccessible locations. In
addition to cameras, these UAS also carry CBRN sensors to monitor the level other non visual data.

Management
• Federal Emergency Management Agency (FEMA) is the key agency which
allocates Federal Coordinating Officers who plan disaster response in
accordance with the National Disaster Recovery Framework. The first step in
this process is enhanced situational awareness.
• Wireless Emergency Alerts (WEAs), Integrated Public Alert Warning system
(PAWS) and National Oceanic and Atmospheric Administration (NOAA) weather
radio are the alert systems utilized to inform the citizens to be affected by a
predicted disaster. FEMA is responsible for national Emergency Alert System
tests and exercises.
• USA extensively uses satellite images for weather monitoring and disaster preparedness. National
Hurricane Centre-NOAA uses Geospatial Operational Environment Satellite (GOES) images to monitor
and track the hurricane in case a storm is observed in Atlantic and eastern pacific regions.
• Insurers are already using satellite imagery for damage assessment.
• Aerial imagery using UAS is being used for disaster response operations.
Logistics &
Transport
• This is a mature application segment with multiple stakeholders in the market
for transport tracking and fleet management.
• Satellite based tracking is used for fleet management applications along with use of Global Positioning
System (GPS) receivers attached on vehicles.
• UAS Traffic Management (UTM) systems are currently undergoing development and these solutions
have a potentially high possibility of future adoption as airspace management is a key capability that
the government and other operators seek.
• Special case approvals for automated operations has been given to certain service providers such as
UPS.

technology-intensive , especially with a rise in use of such solutions
for environment impact assessment.
• Satellite based solutions are currently at higher adoption levels vis-à-vis UAS applications. However,
adoption of UAS systems in certain segments such as weather monitoring is expected to grow as
the use of UAS based data increases the lead time between prediction to occurrence of the disaster,
thereby allowing time for people to move to safer locations.
• Satellite based imagery solutions are being utilized for wildlife monitoring, mineral prospecting and
ecological monitoring applications. However, usage for these applications is limited when compared
