guidance on accounting and auditing. While the International Public Sector Accounting
Standards Board (IPSASB) issues stand-alone public sector accounting standards, the
International Organization of Supreme Audit Institutions (INTOSAI) issues practice notes,
which provide supplementary guidance for the public sector, in addition to the considerations
specific to the public sector contained in the International Standards on Auditing. There is a
similarity in that both IPSASB and INTOSAI fly in the jet stream of private sector standard
setters. IPSASB only deviates from the International Financial Reporting Standards (IFRS),
issued by the IFRS Board, for public sector specific reasons. INTOSAI adds guidance to the
International Standards on Auditing, issued by the International Auditing and Assurance
Standards Board (IAASB). These public sector specific practice notes are called International

Explanatory memorandum
Introduction
Statements on Standards for Tax Services (SSTSs) are
issued by the AICPA Tax Executive Committee (TEC),
the senior technical body of the AICPA designated to
promulgate standards of tax practice. The General
Standards Rule (AICPA, Professional Standards, ET
secs. 1.300.001 and 2.300.001) and the Compliance
With Standards Rule (AICPA, Professional Standards,
ET secs. 1.310.001 and 2.310.001) of the AICPA Code
of Professional Conduct require compliance with these
standards. Many state boards of accountancy also
incorporate the SSTSs as part of their professional rules
of conduct for CPAs.
The purpose of this combined document is to
solicit feedback, respectively, on:
1. Part 1: Exposure Draft (ED) of proposed
revisions to the AICPA's SSTSs that, if
adopted, will become effective on
Jan. 1, 2024, and
2. Part 2: Invitation to Comment (ITC) on
potential approaches to effectively
introduce quality management in tax.
In September of 2018, the AICPA TEC approved
formation of the SSTS Revision Task Force to update
the SSTSs to (1) better reflect the issues and needs
of members and the tax practices of today and in the
future and (2) ensure the highest ethical standards for
members who support the public’s view that CPAs are
the premier providers of tax services.
As part of those efforts, the task force:
• Developed a new structure to organize the SSTSs
by type of tax work performed,
• Updated the existing standards to better reflect
the current and possible future state of the tax
profession and
• Drafted three new standards surrounding data
protection, reliance on tools and the representation
of clients before taxing authorities.
In addition, the task force explored items that will
require additional research and investigation and held
extensive discussions among its members and multiple
committees to explore what, if any, revisions to the
SSTSs should be made to address issues of quality
management in tax.
Stakeholders are invited to comment on all matters
in this ED and ITC. Specific questions related to the
ED and ITC are included at t.

1403 Legislative updates
Two new pieces of legislation will come into effect on April 1, 2014 that will impact accounting standards in New Zealand. The Financial Reporting Act 2013 and the Financial Markets Conduct Act 2013 will replace previous legislation and affect standards issued by boards like the XRB. To address these changes, the boards have proposed amendments to standards. Key amendments include a new XRB A2 standard to define statutory size thresholds, changes to XRB A1 and terminology, and removal of limitations to the "true and fair override" in standards. Most provisions in the new legislation and related standard amendments will be effective April 1, 2014.

Health Care Reform Developments Week of August 3, 2015
The IRS issued a second notice regarding guidance on the Cadillac tax, set to take effect in 2018. The notice addresses issues such as who is liable for the tax, employer aggregation rules, determining the cost of coverage, and adjusting the dollar limits based on employee age and gender. The IRS is considering designating Form 720 as the method for paying the excise tax on a particular quarter of the calendar year. Comments on the notices are due by October 1, 2015, after which the IRS intends to issue proposed regulations.

The reporting component of Solvency II has become a major concern for insurance companies operating in Europe. Solvency II Pillar III increases reporting requirements in terms of volume, frequency, timeliness and complexity. These, in turn, have a direct bearing on insurers’ data, processes, methodologies and organization. The pressure put on insurers to enhance their reporting calls for a revamped closing and reporting framework where integration is part of the approach. the senior technical body of the AICPA designated to
promulgate standards of tax practice. The General
Standards Rule (AICPA, Professional Standards, ET
secs. 1.300.001 and 2.300.001) and the Compliance
With Standards Rule (AICPA, Professional Standards,
ET secs. 1.310.001 and 2.310.001) of the AICPA Code
of Professional Conduct require compliance with these
standards. Many state boards of accountancy also
incorporate the SSTSs as part of their professional rules
of conduct for CPAs.
The purpose of this combined document is to
solicit feedback, respectively, on:
1. Part 1: Exposure Draft (ED) of proposed
revisions to the AICPA's SSTSs that, if
adopted, will become effective on
Jan. 1, 2024, and
2. Part 2: Invitation to Comment (ITC) on
potential approaches to effectively
introduce quality management in tax.
In September of 2018, the AICPA TEC approved
formation of the SSTS Revision Task Force to update
the SSTSs to (1) better reflect the issues and needs
of members and the tax practices of today and in the
future and (2) ensure the highest ethical standards for
members who support the public’s view that CPAs are
the premier providers of tax services.
As part of those efforts, the task force:
• Developed a new structure to organize the SSTSs
by type of tax work performed,
• Updated the existing standards to better reflect
the current and possible future state of the tax
profession and
• Drafted three new standards surrounding data
protection, reliance on tools and the representation
of clients before taxing authorities.
In addition, the task force explored items that will
require additional research and investigation and held
extensive discussions among its members and multiple
committees to explore what, if any, revisions to the
SSTSs should be made to address issues of quality
management in tax.
Stakeholders are invited to comment on all matters
in this ED and ITC. Specific questions related to the
ED and ITC are included at t.

1403 Legislative updates
Two new pieces of legislation will come into effect on April 1, 2014 that will impact accounting standards in New Zealand. The Financial Reporting Act 2013 and the Financial Markets Conduct Act 2013 will replace previous legislation and affect standards issued by boards like the XRB. To address these changes, the boards have proposed amendments to standards. Key amendments include a new XRB A2 standard to define statutory size thresholds, changes to XRB A1 and terminology, and removal of limitations to the "true and fair override" in standards. Most provisions in the new legislation and related standard amendments will be effective April 1, 2014.

Health Care Reform Developments Week of August 3, 2015
The IRS issued a second notice regarding guidance on the Cadillac tax, set to take effect in 2018. The notice addresses issues such as who is liable for the tax, employer aggregation rules, determining the cost of coverage, and adjusting the dollar limits based on employee age and gender. The IRS is considering designating Form 720 as the method for paying the excise tax on a particular quarter of the calendar year. Comments on the notices are due by October 1, 2015, after which the IRS intends to issue proposed regulations.
The Insurance Reporting Challenge: Building an Integrated Framework
The reporting component of Solvency II has become a major concern for insurance companies operating in Europe. Solvency II Pillar III increases reporting requirements in terms of volume, frequency, timeliness and complexity. These, in turn, have a direct bearing on insurers’ data, processes, methodologies and organization. The pressure put on insurers to enhance their reporting calls for a revamped closing and reporting framework where integration is part of the approach. Beyond the new Solvency II requirements, reporting, in our view, remains a pressing issue at the global level.

- 1. FUTURE OF HEALTHCARE EDI A brief overview of what lies ahead after 5010 July 2017
- 2. 2 INTRODUCTION The Accredited Standards Committee X12 (ASC X12) has continuously worked to- wards updating the EDIs as a part of their normal development standards. These up- dates shall be implemented into common use only after the Department of Health and Human Services (HHS) adopts them as the Health Insurance Portability and Ac- countability Act of 1996 (HIPAA) standard through regulation. The Version 5010 was once such last adaptation from HIPAA which is currently still in use. The ASC X12 Insurance Subcommittee (ASC X12N) transactions was working on a subsequent Version 006020 (‘6020’). This version was developed and released for public comment, but was not brought for- ward for adoption under HIPAA. ASC X12N is currently working on the next version of transactions which is 7030. Version 6020 will be the starting point for the 7030 ver- sion and will be updated to reflect new requirements for transactions. WHAT HAPPENED TO 6020? ASC X12 Insurance Subcommittee created the 6020 Guides and Emdeon (now Change Healthcare) executed a pilot pro- gram in September 2013. During the pilot, Critical errors were found in the TR3s and Change Requests were submitted to ASC X12. The nature of these observations was critical enough to discourage the publica- tion of these. As a result, an attempt has been made to plug those deficiencies in the new version. This is 7030. WELCOME TO 7030! The ASC X12 Insurance Subcommittee is currently working on the HIPAA-adopted transactions sets 7030, and its in the public comment period with 4 Cycles completed as of July 2017 and Cycles 5 & 6 are scheduled between September through November 2017. The public comment periods for the TR3s (Type 3 Technical Reports) are being sort- ed in 8 staggered cycles, each cycle has a set of EDI transactions that are run for the public comment period between a given timeframe.
