If you wish to establish a legal front yard
parking area, please contact the Plan-
ning Division (785-309-5720) and speak
with the zoning administrator or an as-
sistant planner. They will assist you in
determining the feasibility for establish-
ing front yard parking on your property,
based on the zoning regulations and
they will provide valuable information to
ensure that the location of the parking
area meets city codes. A permit is not
required to perform concrete, asphalt
or gravel installation on private prop-
erty. (right-of-way work does require
a permit). However we strongly sug-
gest that you consult with staff be-
fore you make a financial investment
in a parking area. There may be con-
siderations related to setbacks, fire hy-
drants and possible license agree-
ments. The cost to construct or install
parking, as well as the maintenance
thereof, is the responsibility of the prop-
erty owner.
The code sections referenced in this bro-
chure are excerpts of their respective
chapters of the Salina City Code. To ac-
cess the code in its entirety please go to
the city’s website at www.salina-ks.gov
and click on City Code. You may also
request the code from the City Clerk’s of-
fice, Room 206, City-County Bldg, 785-
309-5735.
Parking in a front yard under certain
conditions is a violation of the adopted
ordinances (the code) of the City of
Salina.
The City of Salina asks for your coop-
eration by not parking vehicles in cer-
tain areas on private property.
The front yard includes all of the area
between the structure and the curb. A
corner lot has two front yards.
Your vehicle is illegally parked if it is
parked:
 In the front yard (unless parked
upon an area surfaced with con-
crete, asphalt, or gravel that meets
the zoning regulations)
 Across the sidewalk
 On the area between the sidewalk
and the street
The Standard Traffic Ordinance (STO)
Chapter 38, Article 1, Section 85(13) &
85(14) does not allow parking of vehicles
within the yard when:
 fully or partially upon any un-surfaced
area adjoining a public roadway;
 fully or partially within any yard ex-
cept upon a driveway, adjacent sur-
faced parking area or enclosed area
in compliance with the Salina Zoning
Code.
Zoning Regulations
Sec. 42-551. Applicability.
In any zoning district, all structures built
and all uses established hereafter shall
provide accessory off-street parking in
accordance with the regulations of this
division. When an existing structure or
use is expanded, accessory off-street
parking shall be provided in accordance
with the regulations of this division for
the total area or capacity of such expan-
sion.
Sec. 42-552(d) Open and enclosed
parking. No open off-street parking, driv-
ing or maneuvering areas shall cover
more than sixty (60) percent of the total
area of any front yard in any district ex-
cept in the C-4, C-5, C-6, I-2, and I-3
districts. No motor vehicle or recrea-
tional vehicle shall be parked in any
front yard except upon a driveway or
adjacent surfaced parking area.
Sec. 42-552(e)(2) Surfacing. All open
off-street parking spaces, access drives
and aisles shall be paved with asphalt
or concrete.
The paved surfacing requirement shall
not apply to the following uses: any per-
mitted use in the RS, R, R-1, R-2, R-2.5,
R-3, or MH residential zoning district with
a parking requirement of six (6) or fewer
spaces or any permitted use in the A-I
agricultural, I-2 or I-3 industrial zoning dis-
trict. Although your property may be ex-
empt from the paving requirement, ac-
cess drives and parking spaces for the
above uses shall be graded and surfaced
with crushed stone, gravel, or other all-
weather material. All parking areas shall
be properly maintained and kept free of
potholes, weeds, dust, trash and debris.
Loose material shall be contained within
the designated parking area and kept
from spilling into public streets.
Residences such as houses are typi-
cally located in “R” zones, so the re-
quirement to pave (concrete/asphalt)
may not apply; in which case you
would be allowed to use stone, gravel
or other acceptable material.

They will assist you in determining the feasibility for establish- ing front yard parking on your property, based on the zoning regulations and they will provide valuable information to ensure that the location of the parking area meets city codes. A permit is not required to perform concrete, asphalt or gravel installation on private prop- erty. (right-of-way work does require a permit). However we strongly sug- gest that you consult with staff be- fore you make a financial investment in a parking area. There may be con- siderations related to setbacks, fire hy- drants and possible license agree- ments. The cost to construct or install parking, as well as the maintenance thereof, is the responsibility of the prop- erty owner.   • 2. Parking in a front yard under certain conditions is a violation of the adopted ordinances (the code) of the City of Salina. The City of Salina asks for your coop- eration by not parking vehicles in cer- tain areas on private property. The front yard includes all of the area between the structure and the curb. A corner lot has two front yards. Your vehicle is illegally parked if it is parked:  In the front yard (unless parked upon an area surfaced with con- crete, asphalt, or gravel that meets the zoning regulations)  Across the sidewalk  On the area between the sidewalk and the street The Standard Traffic Ordinance (STO) Chapter 38, Article 1, Section 85(13) & 85(14) does not allow parking of vehicles within the yard when:  fully or partially upon any un-surfaced area adjoining a public roadway;  fully or partially within any yard ex- cept upon a driveway, adjacent sur- faced parking area or enclosed area in compliance with the Salina Zoning Code. Zoning Regulations Sec. 42-551. Applicability. In any zoning district, all structures built and all uses established hereafter shall provide accessory off-street parking in accordance with the regulations of this division. When an existing structure or use is expanded, accessory off-street parking shall be provided in accordance with the regulations of this division for the total area or capacity of such expan- sion. Sec. 42-552(d) Open and enclosed parking. No open off-street parking, driv- ing or maneuvering areas shall cover more than sixty (60) percent of the total area of any front yard in any district ex- cept in the C-4, C-5, C-6, I-2, and I-3 districts. No motor vehicle or recrea- tional vehicle shall be parked in any front yard except upon a driveway or adjacent surfaced parking area. Sec. 42-552(e)(2) Surfacing. All open off-street parking spaces, access drives and aisles shall be paved with asphalt or concrete. The paved surfacing requirement shall not apply to the following uses: any per- mitted use in the RS, R, R-1, R-2, R-2.5, R-3, or MH residential zoning district with a parking requirement of six (6) or fewer spaces or any permitted use in the A-I agricultural, I-2 or I-3 industrial zoning dis- trict. Although your property may be ex- empt from the paving requirement, ac- cess drives and parking spaces for the above uses shall be graded and surfaced with crushed stone, gravel, or other all- weather material. All parking areas shall be properly maintained and kept free of potholes, weeds, dust, trash and debris. Loose material shall be contained within the designated parking area and kept from spilling into public streets. Residences such as houses are typi- cally located in “R” zones, so the re- quirement to pave (concrete/asphalt) may not apply; in which case you would be allowed to use stone, gravel or other acceptable material.
