Frank Javier Alarcon served as a Community Organization and Economic Development Volunteer in El Salvador from July 2013 to September 2015. He underwent extensive language, cultural and technical training before being sworn in on October 3, 2013. During his service, he established a school book collection, organized parents to address teacher truancy, supported various community organizations, taught entrepreneurship classes to high school students, led health promotion workshops, and provided language and business support. His projects helped communities in Toreras and Citalá.
