Puskesmas lahir tahun 1968 untuk melakukan 6 kegiatan kesehatan masyarakat, salahsatunya adalah pelayanan kesehatan. Namun dalam perkembangannya alokasi pembiayaan kesehatan selalu berorientasi pada Upaya kesehatan Perorangan UKP (pengobatan/penyembuhan) daripada Upaya Kesehatan Masyarakat UKM (Gizi, Imunisasi, Kesehatan Ibu dan anakdll). Trend alokasi anggaran kesehatan 2004 - 2012, pembiayaan kes dari masyarakat/sawsta adalah 70% dan pembiayaaan pemerintah hanya 30%. Yang 70% masyarakat utk UKP. dan yang 30% pemerintah yang 80%nya untuk UKP dan hanya 10% utk UKM. Jadi alokasi biaya utk UKM hanyalah 3% dari biaya kes nasional. Dengan lahirnya BPJS sejak 2014 maka pasien berobat ke Puskesmas 100-200 orang perhari, dan 80% waktu petugas Puskesmas utk pengobatan (UKP). Jadi Puskesmas singkatan Pusat kesehatan Masyarakat atau Pusat Kesehatan Perorangan?
