Force Continuum- a series of action on how much force can be used by the officer in a given
situation. This include:
verbal warning
physical restraint
Non-lethal force
less-lethal force
Lethal force
What is the principle use of force during
police operations?
• According to the PNP Operational Procedures (POP), force
can only be used when it is "necessary and reasonable" to
accomplish a lawful duty, such as when apprehending a
suspect resisting arrest, preventing imminent harm to
oneself or others, or maintaining order during a critical
situation, always prioritizing de-escalation tactics and verbal
warnings before resorting to physical force.
When force is justified
• When a suspect actively resists arrest and poses a threat to the officer or
others;
• protect themselves or others;
• When a suspect is fleeing and is believed to be armed with a dangerous
weapon.
• prevent the destruction of evidence;
• When necessary to control a violent crowd that poses a danger to public
safety.
• Deadly force is justified if an officer believes they have no other option
to protect themselves or others from serious injury or death.
