Title: Open Source and Public Policy
Abstract: New regulations in the software industry and adjacent areas such as AI, open science, open data, and open education are on the rise around the world. Cyber Security, societal impact of AI, data and privacy are paramount issues for legislators globally. At the same time, the COVID-19 pandemic drove collaborative development to unprecedented levels and took Open Source software, open research, open content and data from mainstream to main stage, creating tension between public benefit and citizen safety and security as legislators struggle to find a balance between open collaboration and protecting citizens.
Historically, the open source software community and foundations supporting its work have not engaged in policy discussions. Moving forward, thoughtful development of these important public policies whilst not harming our complex ecosystems requires an understanding of how our ecosystem operates. Ensuring stakeholders without historic benefit of representation in those discussions becomes paramount to that end.
Please join our open discussion with open policy stakeholders working constructively on current open policy topics. Our panelists will provide a view into how oss foundations and other open domain allies are now rising to this new challenge as well as seizing the opportunity to influence positive changes to the public’s benefit.

SELECTED ASPECTS OF PUBLIC RELATIONS ACTIVITY ORGANISATION IN POLISH ENTERPRISESDariusz Tworzydło
Public relations activity is treated as an element ensuring the desired reception of the company with the public.
Against a general background on public relations, the article presents selected aspects of organising activities within that
scope by the largest Polish enterprises. The analysed entities mostly conduct public relations activities basing on their
own services. Every fifth one, however, uses the assistance of external PR agencies. It is still puzzling that representatives
of almost every third company claim they do not conduct regular activity such as could be viewed as public relations.
From the point of view of organising PR activities important is also the place taken by PR departments or units in corporate
structure. The necessity of conducting current communication policy requiring very quick reactions indicates
clearly that PR department should be directly subordinated to the highest management level. This subordination model
dominates in Polish companies and concerns nearly 68% of the analysed subjects. Sometimes there occurs a not fully
realised distinction between PR and marketing. The activities in both these spheres should complement each other, which
in turn would increase the effectiveness of corporate communication. Good cooperation of the two departments should
allow to benefit from synergy effects and lead to cost reduction in communication activity. In almost half of the analysed
Polish companies, the distinction between marketing and PR is visible in their organisational structure, for there are independent
marketing and PR departments/units. In every third analysed company there is only a marketing department,
performing also activities assumed to belong to public relations. In three out of four companies no conflicts are noted
between the departments. The conflicts which do appear result from marketing and PR departments/units competing for
financial means and sometimes from competence overlap.
Patrice Bertrand is the chairman of CNLL, the National Council of Free Software. The CNLL gathers the french clusters of enterprises working in free software. Through these clusters, the CNLL represents more than 300 french businesses specialized in free and open source software. The missions of the CNLL are to facilitate and coordinate the actions of the clusters, to represent the branch towards public bodies, to raise awareness towards this job creating industry.
Patrice Bertrand is among the founders of Smile, a french integrator of open source software, which he served as General Manager up until 2013, notably defining and deploying its open source strategy.
He is the author of numerous essays and articles related to free and open source software, in all its aspects, economic, legal, societal as well as technical.

The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

few representative cases to explore commercial open source
companies.
•Astartup editing GPL software and its associated services: the
sample includes little project case and inherent strategy.
•Large open source companies are represented by two cases:
1. The first is a FLOSS pure player. Totally based on open
source software, this medium company generates a
profitable activity around services and software editing.
2. The second case is a large company with international
components.FLOSS has only a little share of company’s
activity, which is oriented to technology consulting.
