This document discusses the interaction between post-release community supervision and ex-offenders in California and how rehabilitation affects recidivism rates. It focuses on how AB 109 transferred responsibility for lower-level felons from state prisons to county probation departments. The program is still in its early stages, so it is difficult to fully measure its effectiveness, but preliminary data shows substance abuse treatment significantly decreases the risk of re-arrest.
