This document discusses decentralised cooperation between local authorities in France and Burkina Faso to improve water services. Under the PASEP programme, partnerships were formed between communes in Burkina Faso and French local authorities to build capacity for water management, invest in infrastructure, and share expertise. The results included more financially sustainable water networks and better management by local stakeholders. Decentralised cooperation provides a sustainable model for scaling up these efforts to more communes through continued relationships and up to 1% financing from French water budgets under the Oudin-Santini Law.
