The Objective…
Monroe College is in need of a Childcare & Learning Center to take over the overwhelming and burdening

Provide Monroe College faculty, staff, and students children with a professional, safe, nurturing
environment in which to grow and learn.
Provide these services at a lower cost than possible if done by the proper staff.
Guarantee the parent and child will receive quality, enriching, and positive experiences while in the
childcare center.
The Solution…
Monroe College Childcare & Learning Center will specialize in a program that utilizes a creative curriculum
that offers developmentally appropiate activites across all contect areas including; math, science, art, music,
social studies, language arts as well as social emotional components.
These services will be provided to children from six weeks old to 5 years of age.
6. Introduction
Balancing school, work and family is a difficult task for most college students, faculty, and staff who
have one or more children. The financial burdens of earning a bachelor’s degree, associate’s degree or working
while parenting can be very overwhelming. The capacity of higher education or working to improve not only
the life of the parent, but the lives of his or her children. Student parents with bachelor’s degrees and working
parents who have graduated college earn twice as much over their lifetimes as those whose highest level of
education is a high school diploma.
Some of the students, faculty and staff at Monroe College are parents, and they claim at least one
dependent every year. In order to address the needs of parents at Monroe College, I conducted a survey that
showed that childcare as a major concern of parents who are students or work at Monroe College. The cost of
childcare was a concern. A Childcare & Learning Center at Monroe College would be a high-quality facility
that can accommodate the needs of parents who are students, faculty or staff at Monroe College.
This plan can be very costly however, a solution to the problem is to invite a third party business to run a
childcare facility in a college-provided building. The third party agency would provide the necessary insurance
and license requirements needed to run the business. The college would have full control over the business.
The childcare would provide a structured, nurturing environment for infant to school aged children of faculty,
staff and students as well as a practical, hands-on learning environment for students interested in early
childhood to school aged development. Monroe College Childcare & Learning Center will consist of one
director, one administrator, 6 teachers and 10 Teacher assistants and 2 janitors, 12 infants, 16 toddlers, 16
toddler 2, 16 discovery preschool, 16 preschool, 20 pre-k children. There will be 6 classrooms, one
kitchen/breakroom, one office, 2 restrooms for adults, one restroom for boys, one restroom for girls, one supply
closet, and one janitor closet.
7. This center would be supported financially by the families involved and a collaborative effort between
the college, education department, students, and the outside agency.

College must attract and retain a world-class diverse faculty, staff, and student population. Establishment of an
on-campus child care center is an initiative that will aid in the recruitment of excellent faculty and staff, along
with bright, motivated students.
Monroe College has recognized that a need for affordable, quality child care for students, faculty and
staff is in high demand. With the results of a survey that was conducted, opening a child care on campus will
help to improve the life of each parent. An on campus child care will help them focus on their goals, always
being at work or in class. Child care assistance on campus will make life easier for these parents and less stress
on wondering when, where and whom will care for their child while they are at work or in school.
In order to solve this problem or let’s say burden on these parents, implementing Monroe College
Childcare & Learning Center will not only provide a great depth of relief on these parents, however will help
improve the college as a whole. Monroe College will have the opportunity to expand the School of Education.
Having this childcare will give the School of Education students a hands on experience right on campus to do
their training and internship.
9. Proposal
Enrollment
Children must be at least six weeks of age to 5 years old.
Prior to the start date, guardians must submit a medical record that includes a complete physical, a current
immunization record, a TB screening.
All registration materials in the enrollment packet must be completed prior to the child’s start date.
A 1 week security deposit must be received to complete enrollment. The security deposit is non-refundable. It
will be applied to the last week of enrollment with Monroe College Childcare & Learning Center.
Monroe College Childcare & Learning Center will accept private clients as well as ACD/HRA voucher clients.
Families seeking to enroll their children with a voucher must fill out a Childcare Enrollment Supplement form
and submit it to the Agency of Children Services. The child may start once we receive the voucher indicating
the child’s full name, the centers address, program code and start date.

Staffing Requirements
Monroe College Childcare & Learning Center staff will be hand selected based on their educational experiences
and credentials. All 6 teachers and 10 teachers’ assistants will have either completed or are working towards
their New York State certification. The staff will be certified in CPR and First Aid as well as Child Abuse and
Neglect. Teachers will be screened through background checks and are fingerprinted. Staff members will take
part in continuing education workshops. On staff will also be one director, administrator and two janitors.
Monroe College Childcare & Learning Center will also maintain paid sick days, holidays and vacation.

34. Health & Safety Policies
Monroe College Childcare & Learning Center will strive to provide a healthy and safe environment for all
children at the center. No child will ever be left unsupervised or alone. The parent must always accompany
child and sign in or out. Parents must always make sure their child’s teacher acknowledges their child is either
joining or leaving the class.
Fire Drills
Monroe College Childcare & Learning Center will be mandated to perform monthly fire drill and evacuation
practices. Infants will be evacuated in cribs. Toddlers and Preschoolers will be taught to react calmly in the
event of an emergency.
Hours of Operations
Hours of Care
Monroe College Childcare & Learning Center operates on a full day schedule Monday through Friday from
8:00a.m. to 9:15p.m.
Children who have Doctor’s appointment may be dropped off before 11:00a.m. with a note.
Faculty & Staff Hours
The center will consist of a Director, Administrator, a teacher per classroom along with a teacher’s assistant.
Full time- 8:00a.m.-5:00p.m.
Part Time- 5:00p.m.-9:15p.m.
Lunch Break Full Timers between 12:30p.m.-2:30p.m
35. Meals
Monroe College Childcare & Learning Center will participate in a Federal Food Program allowing families to
apply upon enrollment. Within this program the child will be provided with breakfast, lunch, dinner and a
snack daily. Formula and baby food is provided by Monroe College Childcare & Learning Center. Parents
must sign the formula form upon enrollment. Meals will be served family style with children assisting with set
up. Parents will be asked to please specify in writing any allergies, or dietary restrictions their child may have
that requires special attention at school.
36. Consequences
Advantages
This childcare will create many benefits for Monroe College by:
1. For Monroe College faculty, staff, and students with children who could use the childcare:
Having a safe childcare facility on campus would alleviate a major stress in the lives of the parents.
The parents would be able to check on their children with a quick visit during the day.
Decreased commute time if the daycare is on campus.
If the college daycare were required to be open for each day the college conducts classes, the parents
would be assured childcare for their children even for days when public daycares close for holidays
and inclement weather.
Interested parents would have input into the physical facility, curriculum, and staff as this new
program is developed.
Less absenteeism.
Increased job satisfaction.
Increased productivity.
2. For the Monroe College students:
Less disruption in academic buildings from visiting children of faculty and staff.
An opportunity for experiential learning in the field of early childhood education.
An opportunity for employment.
A chance for students to see a model for balancing work and family.
An increase in the hour’s faculty and staff are available on campus.
37. 3. For Monroe College as a whole:
Recruitment and retention of faculty, staff, and students with small children.
Recruitment tool for Admission office with students interested in early-childhood development
The education department would have a working laboratory for instruction and observation of
early childhood education, meeting requirements for accreditation, and internships for student.
Family involvement and enhanced connection and loyalty to Monroe College.

4. Childcare center will offer a formal and structured environment for children.
5. Childcare center services can be less expensive than a paying a babysitter.
6. Parents will be able to associate with other parents, and relate if they similar situations and can show
support to one another.
7. Children will learn to interact with other children.
8. The children will be given the opportunity to get involved in many activities like art, math, science,
social studies, reading and playtime.
9. Parents will be given opportunity to see if they qualify for subsidized child care, ACD voucher or HRA
voucher for payments for Childcare.
10. Childcare center will be very safe with cameras and security.
38. Disadvantages
All business will have disadvantages:
1. The risk of the child getting sick is higher now that they are around other children.
2. If child is too sick with a fever over 100.9, diarrhea or a contagious illness, that child will not be
permitted on school premises.
3. Childcare center will charge extra for late pickups and early drop offs.
4. There is no one on one interaction with child and teacher. Everything is done in group.
5. Different rules have to be followed for both parent and child when it comes to behavioral situations.
Certain behavioral situations may be handled a certain way at home and then child is rewarded.
However, when dealing with more than one child in a classroom this is not an option so parents and
teachers must find a way to implement good behavior at home and in school.
6. No online connection for parents to view childcare center camera to check on child.
7. Returned Checks: Bounced checks will result in a $ 40 returned check fee. Future payments may be
requested to be made to be made by money order, certified check or cash.
8. Late fees for tuition will be assessed as $20 for non-submission on 1st day and $5 for each day thereafter.
There is also a $15 late fee if your child has not been picked up by centers closing.
9. In order to protect all children in the center, a child will be need to be picked up if the exhibit any of the
following; a fever of 100.00 or higher, vomiting, diarrhea, symptoms of contagious conditions such as
rashes or any illness which prevents the child from participating in classroom activities. If a child leaves
the center with fever they may not return until they have been fever free for 24 hours and/or doctor’s
note. Any illness that is communicable requires a doctor’s note upon returning to the center.
39. Conclusion
The proposed Monroe Childcare & Learning Center would seek to reduce the overwhelming and
burdening feeling for parents whom work or are students at Monroe College. The proposal above seeks to not
only improve the lives of Monroe College faculty, staff and students but to raise Monroe College retention rates
and even serve as one of our recruitment strategies.
Allowing parents to utilize our facility will allow them to have a form of relaxation when it comes to
their work and educational studies. This childcare will be essential to parent’s abilities to balance work success
with family responsibilities which is a goal that every parent deserves to achieve.
