Sharing medical records has inherently been a problem within the medical
community.
To promote the adoption and meaningful use of health information technology
(HHS, 2013). From this law, a set of standards and incentives were developed
called Meaningful Use.
According to the Department of Health and Human Services, Meaningful Use is
defined as “A set of standards defined by the Centers for Medicare & Medicaid
Services (CMS) Incentive Programs that governs the use of electronic health
records and allows eligible providers and hospitals to earn incentive payments
by meeting specific criteria” (CSM, 2013).

The current systems are not designed to meet the needs of clinical practice as they are not user-friendly, resulting
in a potentially negative impact on individualized care and patient safety. There is a need for an internet
application that would allow clients to pull out patient’s records with ease. The proposal will ensure that the
needs and expectations of the client are represented, reduce cost and provide better service to users including IT
management and personnel.
