7. What is DCAA:
- DCAA is the acronym for “Defense Contract Audit Agency”.
While the agency is part of the DoD, it may also be called to support other
government agencies.
- DCAA works under the premises of FAR (Federal Acquisition Regulation), CAS
(Costs Accounting Standards) and GAGAS (Generally Accepted Government
Auditing Standards).

8. When will you encounter DCAA:
- When you are contracting with the government, you will be pre-audited by
the DCAA.
- You shall expect to be audited by the agency later during the life of the
contract.

9. What will the DCAA NOT do:
- Preemptively audit your company processes, systems and books and give you
a “certification”.
- Whereas there are significant consequences if the DCAA rules are not
respected.

10. Type of Contracts:
There are several types of contracts, whereas we should concentrate on 3 main types:
1. Fixed Price: you charge a fixed sum per unit of delivery.
2. Time & Material/Labor Hours: you charge a certain number of hours/material at a
set price.
3. Cost reimbursement: the government will reimburse the costs you incurred plus a
negotiated margin.

11. What are the minimum requirement to be “DCAA compliant”:
1. Policies and Procedures
A minimum set of procedures / policies is required, encompassing: Accounting,
Timekeeping, Billing, Travel, Delegation of authority, Estimating and Labor handling.
Those policies will be the first element required by auditors when they come and they
will be cross-checked against the reality.

12. What are the minimum requirement to be “DCAA compliant”:
2. Timekeeping system
Accurate and complete recording of EACH labor hours is required. Full audit trail for
changes.
In addition, a clear segregation of duties, a constant set of reminders as well as Internal
Control Procedures are necessary.
Audits will happen in the form of “Floor Checks”.
Note that each employee is responsible to accurately records his/her time charges, not
only the Company.

13. What are the minimum requirement to be “DCAA compliant”:
3a. Ability to segregate your costs
Your processes and bookkeeping system must be able to segregate between:
a. Allowable and Non-Allowable costs: e.g. certain entertainment costs are clearly non-
allowable.
b. Direct and Indirect costs: Direct costs can be “identified specifically”; Indirect Costs
require a distribution key to be re-allocated to contracts.

14. What are the minimum requirement to be “DCAA compliant”:
3b. Ability to segregate your costs
Indirect costs will have then to be allocated to specific pools (e.g. Fringe, Overhead,
G&A and other intermediary pools) and then be distributed over existing costs
objectives (i.e. contracts).
This is a complex process and a specialized ERP or additional software is recommended.
There are other requirements but the above are the main ones.

15. Financial Systems requirements:
These requirements are mostly linked to Cost Reimbursement contracts.
10 criteria are set by the DFARS.
Some systems have been built-up from scratch with the intent to be “DCAA compliant”.
But most systems may be structured to meet with the requirements. Cost
reimbursement contracts increase the requirements, and an additional piece of
software is necessary to avoid an Excel “jungle”.
