Consumer use of food labels is high, with 77% reporting using the Nutrition Facts label and 79% using claims to make purchase decisions. FDA regulates several types of claims including health claims, qualified health claims, and structure-function claims. Research shows claims can negatively impact consumers by truncating information search, attributing inappropriate nutritional qualities ("magic bullet" effect), and increasing ratings of health qualities not mentioned ("health-halos"). Preliminary FDA research found snack foods with "healthy" claims reduced nutrition information search, increased purchase intent, and led consumers to perceive the product as healthier.
