They stress the importance of data collection:
Backgrounds
Potential target(s)
Current and past behaviors
Situational factors – the environment
Corroborating this information from multiple sources
Although this study is not clinically validated, it’s an important step
in helping and validating the threat assessment process.

Some Key Findings
• When concerning behavior was observed by others, the most
common response was to communicate directly to the active
shooter (83%) or do nothing (54%). In 41% of the cases the
concerning behavior was reported to law enforcement.
Therefore, just because concerning behavior was recognized
does not necessarily mean that it was reported to law
enforcement.
• In those cases where the active shooter’s primary grievance
could be identified, the most common grievances were related
to an adverse interpersonal or employment action against the
shooter (49%).
• In the majority of cases (64%) at least one of the victims was
specifically targeted by the active shooter

Other Considerations
• 24% had some military experience
• 57% were single (13% were married & 13% were divorced, while
the remaining 11% were partnered but not married or separated)
• There simply is no one “profile” of an active shooter.
• Also noteworthy – no pronounced criminal history in the
overwhelming majority of the active shooter.
• Consistent with these findings, TWG’s observations since 1970
conducting thousands of threat assessments:
• What’s happening in the persons life now is the primary assessment focus –
a specific issue(s), towards a specific person(s), in a specific environment.
