Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

Subclass 457
1. What is subclass 457 Visa?
The subclass 457 visa allows businesses to employ overseas workers for up to 4 years in skilled occupations only.
Subclass 457 visa holders can:
work in Australia for a period of between one day and 4 years
bring any eligible dependants with them to Australia — dependants can work and study
after entering Australia, have no limit on the number of times they can travel in and out of Australia.
2. Who is eligible for applying subclass 457?
Employees applying for a 457 work visa must meet the requirements, including:
being sponsored by an eligible employer
having skills, qualifications (a relevant Bachelor Degree from Colleges/Universities or has at least 3 years), and experience which match the requirements of the position
having demonstrated English language proficiency (IELTS score of 5 across all four test components)
being eligible for any relevant licenses associated with the position
Employees must also meet various health requirements, including having health insurance. In addition, employees must meet character requirements through background checks.
3. What is the maximum duration 457 visa can be applied for?
Subclass 457 visa can be applied upto four years at a time.
4. Is there any restriction on entry-exit while on 457?
Once an individual enters Australia on a 457 work visa, there is no limit to the number of times he or she can enter and leave the country during the time frame of his or her visa.
5. What is the process to apply for 457?

6. What is the processing time for 457?
It normally takes 5-6 weeks from the date case has been initiated in iAura.
7. What is IELTS?
IELTS is a test designed to assess an applicant‘s English language ability. It has an academic test and a general training test. Applicants only need to take the general training test unless advised otherwise by a registration or licensing body.
IELTS examinations are available worldwide. Information on fees, available test dates and application forms are available on the IELTS website www.ielts.org
8. English Language Proficiency:
It is important that you can speak, write and understand a sufficient level of English while you are in Australia. The department uses the International English Language Testing System (IELTS) to determine your level of English language proficiency. Depending on the occupation, some applicants may also be eligible to use the Occupational English Test (OET).
Applicants who are applying for 457, must demonstrate that their level of English proficiency is equivalent to an IELTS test score of at least 5 in each of the 4 test components of speaking, reading, writing and listening. For those primary applicants who may access the OET, a score of at least ‗B‘ in each of the 4 test components is required to demonstrate English proficiency.
9. Is there any exemption from English language Proficiency requirements?
Yes, if you are a passport holder of Canada, New Zealand, the Republic of Ireland, the United Kingdom or the United States; or with base rate of pay above AU$96,400.
10. Why is health insurance required?
You must provide evidence that you have made adequate arrangements for health insurance during the period of your intended stay in Australia, before grant of the visa. Health insurance from either Australian or overseas insurance providers is acceptable and will be considered adequate as long as the policy provides at least the minimum cover required by the department.
11. Who needs to go through health check-up?
Chest x-ray is required; this applies to applicants aged 11 years or more. Children under 11 years of age are required to complete a medical examination instead of a chest x-ray
Pregnant Women (i.e. spouse/female employees) DO NOT apply for 457 visa until delivery as the Chest X-ray cannot be done during pregnancy. Please be aware that visa application will not be finalized unless medical examination is cleared, a mandatory requirement.

12. I am currently in Australia on Business Visa and have requirement to apply for 457. Can I apply for 457 while in Australia on Business Visa?
No, you can not apply for subclass 457 while in Australia on Business Visa.
13. My all documents (Education/marriage certificate/birth certificate) are in native language, would these documents in native language be accepted to process the application?
No, English translation is required which is notarized and sealed by Government official if any of your certificate is in native language.
14. My visa is expiring in next 3 months. When should I submit the documents for extending my 457 visa?
ISG should receive the iAura request for extension with complete documents at least 30 days in advance to process the request.
15. I am currently staying in Australia on 457 and processing extension, would I also need to get the health check up done?
Yes, health check up is required even though you are applying for subclass 457 Visa Extension.
16. What is Bridging Visas?
If you are in Australia when you apply for the subclass 457 visa and your substantive visa expires, you will be granted a bridging visa. This visa will allow you to remain lawfully in Australia while a decision is made on your subclass 457 visa application. It will also allow you to remain lawfully in Australia if your application is refused and you seek merits review of that decision within the prescribed period.
You can not travel overseas while on Bridging visa.
17. How do I get “Pre-Departure Orientation Certificate”? Is this document mandatory for processing the WP application? Can i submit the iAura request without this certificate?

18. Who may be included in the application to change from a 457 visa and apply for Permanent Australian Residence?
The following may be included in the application to change from a subclass 457 visa to Permanent Australian Resident Visa: spouse, dependent children, and other dependent relatives.
19. I have been granted 457. Would this mean I can be eligible for PR?
The grant of a subclass 457 visa does not automatically guarantee the grant of a permanent residence visa. In order to be granted a visa, the applicant must meet all legislative criteria specified for the class or subclass.

1. Who all are considered as dependents of 457 visa holder?
For the purposes of a subclass 457 visa application, a person is a member of the family unit of the family head if the person is any of the following:
a spouse or de facto partner of the family head
a dependent child of the family head or of a spouse or de facto partner of the family head
a dependent child of a dependent child of the family head or of a spouse or de facto partner of the family head
a dependent relative of the family head or of a spouse or de facto partner of the family head
a non-dependent child of the family head or of a spouse or de facto partner of the family head — see ‗Child (other)‘.
2. Can my dependents be included in same application or they need to file separate applications?
If dependents are applying for visa along with principal applicant, they will be included in same application.
3. Can my dependents work and/or study during their stay in Australia on 457 dependent visa?
Yes. Dependents of 457 can work/study while in Australia.
4. My wife is pregnant and delivery is expected in next couple of months, would she also need to be appeared for health check up?
Pregnant women are not advised to get the chest X-Ray done during pregnancy. She needs to complete chest X-Ray post delivery. Dependent visa will not be processed for wife during pregnancy.
For Extension cases, even, if application is lodged, she will be issued Bridging Visa but her 457 Dependent visa extension will get approved only after she completes medical check up post delivery.

General Queries
1. Are visas still required to travel to Australia?
Yes, visas are still required but a visa label will no longer be affixed to your passport. Applicants will not be required to submit their original passports with the application and they will no longer receive a visa label.
2. Without a visa label how will airlines know if I have a visa to travel to Australia? Will it be more difficult to verify my visa status?
No. Australia‘s electronic visa system enables the status of a visa to be checked electronically by airline staff at check-in. Airlines are required to provide details of all passengers and crew travelling to Australia, prior to their departure, to Australia‘s immigration and customs authorities using the Advance Passenger Processing (APP) system. APP also enables airlines to verify a traveller‘s authority to travel to, and enter Australia.
Since January 2003, airlines have had to conduct mandatory APP checks to verify that a person holds a visa and has authority to travel to Australia. Heavy fines are imposed on airlines that carry passengers who do not hold a valid visa or have authority to travel to Australia.
3. What if the airline has trouble finding my visa?
If the airline check-in staff have trouble verifying a person‘s Australian visa status, they can call Australia‘s 24 hour Entry Operations Centre (EOC). All airlines have the phone numbers and SITA details for the EOC and are in regular contact.
4. How will I know when I have been granted a visa? How will I be able to check the details of my visa without a label?
Applicants will be issued with a visa grant notification, usually in the form of a letter, once a decision has been made to grant a visa. The visa grant notification letter is not necessary to facilitate travel. However, DIBP advises all clients to carry their visa grant notification letter with them when travelling, as it contains easy to understand information and may be useful to reference in the initial stages of label-free implementation.
5. How will service providers and other organizations in Australia be able to check my visa status and entitlements?
With permission of the visa holder, employers, labour hire companies, roads and traffic authorities, education institutions and banks can check the visa status and entitlements online. Other government

departments such as Medicare and Centrelink can also check visa status online and do not need to sight a visa label.
6. Do foreign governments know that Australia does not require visa labels?
Yes. DIBP has actively engaged with foreign governments to inform them of Australia‘s label-free policy. In order to ensure that government officials, airlines, service delivery partners and other stakeholders in India, Nepal and Bhutan are appropriately equipped to adapt to the changes to DIBP‘s visa label process, a formal Outreach Program in the form of information sessions, has been delivered within the South Asia region to inform and raise awareness.
7. What if I still want a label in my passport?
Whilst Australia does not require travellers to have a visa label in their passport, from 1 October 2012 applicants will still have the option to request a visa label once they have been granted a visa. However, this process will involve lodging a further request for service at one of our VACs and the processing time for this additional service will be 15 working days.
8. What if I get a new passport?
Your visa is linked to the passport number that you provided in your application. If you obtain a new passport after a visa has been granted, you should advise DIBP of the new passport details. If you do not provide DIBP with the details of any new passport, you may experience significant delays at the airport and may be denied permission to board your plane to Australia. You can advise DIBP of your new passport details in a number of ways:
Complete a Form 929, print it and submit a notarised copy of your new passport biopage to your nearest DIBP office in Australia or overseas; or
Complete the Form 929 electronically and email it with a notarised scanned copy of your new passport biopage to your nearest DIBP office in Australia or overseas.

You need to update your passport details in ESS first and it will take 4 – 12 hrs for the data synchronization to happen between ESS and iAura application.
