Introduction
The idea of helping veterans and their families came out of discussion in Atlanta four years ago. The format
was not too difficult to piece together. As a group of professionals, we worked on a simple idea of building
communities, starting with the introduction of affordable housing.
The next step would then lead to retraining and hiring of those who qualified to assist us with our build program
and associated programs such as ‘Aquaponics’ and the “Mansion House” project.
Our original and impending idea is to service families of wounded veterans by offering purpose-built
accommodation (retro-fitted) and with the added bonus of proximity to three of Houston's finest hospitals
making their needs and requirement for medical attention that much more accessible.
The project itself is also to assist those families who qualified under the HUD program; including the integration
of seniors into the community, so we have a mixed blend of society.
Having assessed all the available options open to us, it was quickly established that we would adapt the LARA
program and target homes in redevelopment areas; thus setting our own comparison market values, and
enhancing a community spirit in the process.
The idea of being able to offer affordable housing, job creation, care and therapy for the displaced veterans,
are at the very forefront of our ‘Veterans Village’ campaign.
Who are we?
We are a small Anglo-American team consisting of the essential and independent disciplines required to make
this project a success. As an established team, we have rehearsed and role-played each scenario.
There are fourteen dedicated VETSCOM team members, who will ultimately make an appearance in a set
sequence as the project rolls out in reality.
Why?
Plain truth; we were asked to put an idea together by serving and past members of the military on whether we
could integrate the deployed veterans into the community with a sustainable outlook.
My best friends serve with the US Special Forces, and I have a daughter who serves with our Special Forces
in the UK.
It was briefly explained to me, that there was a little being offered little by way of job security and prospects to
Veterans returning back to the US from the various theaters of operation.
We researched two areas in Atlanta and Houston. We soon discovered that there were too many displaced
and qualified veterans in both areas, most just looking to get established back into society, as we k now it.
Natural instinct tells you that it is your moral obligation to do something about a situation about which you
might have a solution.
Being driven by a ‘sense of pride’ in achieving our goals is justifiable enough.
‘It is a way of giving back to society what society has done for you”, and why not?
This is a very unselfish gesture and an opportunity where we would like to leave a legacy behind so others can
benefit.
Where?
It was all geared up for roll out in Atlanta, but it was suggested that Houston (TX) is more user-friendly and

less tax demanding.
As we have had first hand experience with the City of Houston and the LARA process, this supports the fact.
There are 9x HOPE areas within the City of Houston and Settegast (designated a HOPE area by Mayor
Parker) was chosen for its potential and being 10 minutes from downtown Houston. It ticked the boxes for us.
After several meetings with the City of Houston, it was clear that not much development has gone on in this
area in the last 8 years, and that finally a couple of new properties were being started in 2015.
We are aware of the proximity of Settegast to the "Generation Park" project, a project that will generate a
good many jobs in the future.
The “downturn” in the Oil and Gas industry also prompted us to address the redevelopment of these
neighborhoods, as we are concentrating on the low-end sector of the housing market, so persons can
downsize. Our main attention is also aimed at the new homeowners attempting to climb onto the first rung on
the ladder.
We also required a neighborhood within close proximity to the City Centre and the main arterial road network
of the city of Houston.
When?
This concept was born in the Summer of 2011, over the last years we have been assessing the whole situation
and the market comparison values for properties in that neighborhood.
We carried out our due-diligence exercises over the last two years to assure ourselves that it was the right
decision.
The last six months have been occupied with getting established and finding the answers to the questions that
remained unanswered.
With all the formalities completed we are now in a position to launch the project. This includes the necessary
administrative aspects, Bank account, ITINs, website, and social media.
The timing is absolutely correct for our project right now. It is the most appropriate time to role out our project
in its full format.
How?
This was one of the easier parts, one would have a profit-based company leading another non-profit in tow and
using the same project management team; it was merely a matter of time before the foundation based
company was self-sustaining.
The concept had to be simple. The idea was to construct affordable housing in an urban redevelopment area
where there was the sufficient potential of growth and future development.
We should implement a plan that was not complicated, and address the level of housing required, as other
builders had gone for the medium to high-end custom build in other regions of the city.
Study the market and carry out a due-diligence exercise that would support the concept and the market
values. There are a few new houses at that price level available with the proximity to the City and the logistical
network.
Having developed a strategy, the next question was how to fund such a project to fruition. We put a business
plan together that outlines the complete prospectus of the project. It was important that we had thought of
everything and carried out our due-diligence.

With the advantage of Downpayment Assistance Program and other inducements offered to homebuyers
earning under a designated amount, we hope that this concept will be of interest to every civil servant, bus
driver, fireman, policeman, health worker, and federal employee to have the incentive to own their own home.
Funding
We are looking at various aspects of funding.
• Private and corporate investment
• Contributions and donations
• Veterans Village 2016 Appeal
• Corporate sponsorship
• Federal and State grants
Up until now we have funded everything from our own pocket, so it is fundamental that we attract other
sources of funding to realize our goals to their full potential.
We launched our Veterans Village Appeal for 2016 on the website to coincide with the other activities we are
introducing, they are the “Aquaponics’ and the ‘Mansion House’ project.
We have had token offers of assistance to secure Federal Grants with the employment of members of the
neighborhood.
Prior to bringing any investment from overseas, we wanted to work on one lot/one home, and look at the sale
prospect within that neighborhood. Our intention is to work with construction loans, but the exercise is to
establish a foothold in the area.
Investment?
We would like to raise $2mm to start off the first 20x single family homes, working under the guidelines of the
LARA $1 per Lot Program; but we have settled on a lesser figure of $225,000 to start.
This level of investment will allow us to roll the program and increase the operation in Settegast and to other
neighborhoods, thus increasing our levels of profitability.
This amount would need to be secured over two years only, and a suitable Return-on-Investment agreed prior
to transaction.
Once the project is under way. It would then be part of our remit to chase federal funding and other sources of
whom we have clear plan, but we will need to have “boots on the ground” for us to play with strong cards in
Washington and Virginia. People want to see history and experience, prior to committing.
We have the complete infrastructure in place and we do need the seed capital to drive the project along.
We are happy to work alongside fellow experts, who can assist us in achieving our goals quicker and more
effectively.
We have the contacts and the connections, but do not have all the working capital required to progress. Which
is one of the main reasons why we have launched our Veterans Village Appeal 2016 campaign.

An comparative market analysis was carried out with several new unlived properties in the area to establish
the comparative values and the present market trend.
Our initial 1622 sf property is valued at $164,973. This figure matches our P&L forecast precisely and puts
everything else into perspective regarding the financial projections.
Other outstanding factors:-
Selling price sf = $101.71 per sf
Days on the Market = 17 days (average)
Selling price/list price % = 0.98%, so there is very little difference and adjustment
These factors are very encouraging for the market strategy we wish to adopt for the neighborhood of
Settegast. It offers so much scope to our customers.
Aquaponics
‘Aquaponics’ is one of the cleanest means of growing plants and flowers and the most natural that has ever
been designed. Imagine the environment, the tranquility of location, the sound of the cascading and running
water, the surround of plant growth, and the farming of fish. It has to be considered as a soothing therapeutic
environment to allow a degree of comfort and relief to those with Post Traumatic Stress Disorder.
If we educate and train our more wounded and wheelchair-bound veterans in the concept of ‘Aquaponics’, they
will have a natural business supplying the residents’ of their own Veterans Village with vegetables, flowers and
fresh fish for the table. All that is necessary is the initial cost, and the time to become self-sufficient by the
fruits of their labors.
The first harvest can be within three months approximately with a continuant supply thereafter.
Summary
• We have diligently checked and double-checked the processes and procedures. Those who have read
the business plan in full have endorsed the concept.
• We have total belief in our operation and the team that we have assembled over these four years. This
should be apparent from the level of information being submitted.
• We needed to justify the reason, location and the cause, in order to put such a project on the ground.
• We do require an investor/sponsor to come forward and work with us, not for a short period, but on a
long-term relationship; so we can grow a business out of what is a worthy and noble cause.
• The additional ideas to occupy and retrain the veterans in other areas and disciplines are very
appealing, as it will only be a matter of time before word gets around to all the groups.
