Дорогі учасники,
Вітаю Вас з повагою та любов’ю та висловлюю велике задоволення від
участі у Чорноморському економічному форумі, що проводиться Радою
Міністрів Автономної Республіки Крим за підтримки Президента України.
Окрім цього, хочу також висловити задоволення бачити, що цей Форум
зберіг функцію функціонального мосту між країнами регіону.
Я думаю, що проведення Форуму в період виходу з глобальної
економічної кризи є дуже важливим.
Тому, що шлях до виходу з світової кризи пролягає через розвиток
економічного співробітництва між країнами.
Вітри змін, що віють в світі у двадцять першому столітті, впливають на
політику, економіку, соціальну структуру та сферу культури країн та
відкривають шлях до створення нового світового порядку.
Цей новий порядок, що знищує митні стіни, змінює розуміння
економічних та політичних кордонів, розхитує статичні структури та
змушує країни до створення динамічної політики, починає приводити
різні країни до спільного знаменника долі.
Країни надають пріоритет виходу національних економік на міжнародний
рівень, збільшенню різноманіття ринків та першості у міжнародній
конкурентній боротьбі.
Через те, що не можливо збільшити конкурентоспроможність самотужки,
процеси економічного співробітництва та регіональні економічні
об’єднання поступово починають набувати великого значення.
Ця реальність значно проявилась з розвитком світової фінансової кризи,
тому, що пожежа, що почалась у розвинених країнах, перекинулась на
весь світ.
3. Ці події, що зараз відбуваються в будь-якій точці світу, можуть в більшій
чи меншій мірі вплинути на всі країни світу.
Цей стан справ носить ще більшу реальність для країн, що поділяють
спільну географію, спільну історичну пам’ять, близькі культурно-соціальні
особливості.
Проте, спадщина настільки близьких країн, що залишилась від минулого,
також може стати полем штучних та непотрібних сутичок.
Якщо вже Німеччина та Франція одразу ж після Другої світової війни
заклали підвалини Європейського союзу, то ми теж можемо відклавши в
сторону минуле почати пошук шляхів будівництва майбутнього.
Ми повинні відкинути таку упередженість, яка нікому не приносить
користі, звільнитись від важкого але нецінного вантажу минулого та
розвивати наші стосунки за логікою«заробляєш ти - заробляю я».

Наша країна, починаючи з 2002 року з усіма сусідніми та навколишніми
країнами встановила стосунки в розумінні відсутності проблем та
максимального співробітництва.
Ми зібрали достатньо багато плодів цього підходу, особливо у
економічній сфері, ми збільшили об’єм торгівлі з сусідніми та
навколишніми країнами у 5, 6 і навіть до 10 разів.
Проте сила двосторонніх зв’язків залишається обмеженою однією
точкою, тому ми надаємо перевагу проектам регіонального
співробітництва.
Основний регіон, який є для нас найважливішим, - це чорноморський
басейн, який є найшвидше зростаючим економічним басейном світу.
Саме з цієї точки зору я надаю великого значення Форуму, вірю, що він
посилить наявну між урядом та діловими колами комунікацію, зменшить
кількість проблем та відкриє нові канали співробітництва.
Чорноморський економічний регіон з огляду на своє географічне
положення має стратегічне значення з точки зору торгових,
транспортних та євразійських енергетичних шляхів.
4. Наші країни, що покривають значну територію, є досить багатими з точки
зору людських та природних ресурсів.
Є беззаперечною важливість стосунків та взаємовпливу між країнами
регіону у справі забезпечення економічного зростання.
Об’єм торгівлі між країнами регіону перевищив 1,3 трильйони, проте, тут
все ще є великий потенціал.
Багато шахових партій у світовій політиці розігрується саме в тому
географічному регіоні, де ми знаходимось.
Особливо події, що пов’язані з природними ресурсами та енергетичними
коридорами, безпосередньо стосуються нас.
Незважаючи на те, що відзначається значний ріст у взаємних інвестиціях
між нашими країнами, закордонному фінансуванні та торгівлі, за
багатьма параметрами відстають інші регіональні утворення.
З цієї причини зростання економічної потужності цього регіону є
надзвичайно важливим для збільшення політичної впливовості регіону та
забезпечення стабільності світової системи.
Я вірю, що атмосфера співробітництва, що буде забезпечена на Форумі,
посилить економічні зв’язки між нашими країнами.
Туреччина надає великого значення економічному зростанню та
розвитку країн чорноморського регіону, економіки яких перебувають у
перехідному процесі.
Ми думаємо, що знаходження навколо нас потужних та стабільних
економік позитивно відіб’ється і на нашій економіці.
З цієї причини ми завжди позитивно ставились до економічного
співробітництва, що здійснюватиметься у чорноморському економічному
регіоні, та докладали важливих зусиль щоб бути у спільних проектах.
Організація чорноморського економічного співробітництва (ОЧЕС),
членом-засновником якої є і Туреччина, сьогодні є найзмістовнішим та
найорганізованішим утворенням нашого регіону.
Ми забезпечуємо активну участь та внески у роботу, що провадиться під
цим дахом, підтримуємо ініціативи країн регіону та бачимо цю
організацію найзручнішим інструментом для розвитку економічного
співробітництва у регіоні.
5. В рамках цього я вірю, що нам потрібно розвивати співробітництво
особливо в таких галузях як енергетика, торгівля, охорона здоров’я та
навколишнього середовища, транспорт, підтримувати ініціативи в цих
галузях та створювати спільні проекти.
Коли ми розглянемо торгівлю, яку проводить Туреччина з країнами
регіону, то бачимо, що відбуваються позитивні події.
Торговий об’єм, що у 2002 році складав лише 10 мільярдів доларів, у
2008 році виріс до 66 мільярдів доларів.
Хоча у 2009 році наш торговий баланс зменшився до 41 мільярда
доларів, в цьому році було відзначено зростання.
Нашою метою є виведення зовнішньоторгового балансу з країнами
регіону мінімум на рівень 100 мільярдів доларів.
Проте ми не вважаємо правильним обмежувати економічні стосунки
тільки торговими стосунками.
Ми хочемо збільшити взаємні інвестиції між нашими країнами та
інвестиції, які будуть здійснені нашими бізнесменами до інших країн
шляхом створення спільних компаній.
З метою надати нашим економічним, політичним, соціальним та
культурним стосункам більш потужного стратегічного значення ми маємо
наполегливо працювати над спільними проектами.
Наприклад, цього року Туреччина розпочала десятиденну навчальну
програму для молодих дипломатів з країн членів Організації
Чорноморського економічного співробітництва.
Щорічне надання подібної освіти молодим дипломатам з країн членів
ОЧЕС, посилить співробітництво, що вже існує, у майбутньому
покращить дипломатичне середовище.
ОЧЕС матиме більш міцну основу, коли такі проекти, як Кільцева
автомагістраль навколо Чорного моря та морська автомагістраль
(«Чорноморське кільце»), буде реалізовано у сферах енергетики,
транспорту, туризму, навколишнього середовища та безпеки.
Ми маємо краще скористатись Фондом розвитку проектів, що
перетворить співпрацю між країнами членами на структуру, основою якої
є проекти.
6. Насамкінець хочу нагадати, що кроки, які будуть здійснені на шляху
надання регіональних дозволів на проїзд , дадуть імпульс розвитку
економічних стосунків .
Дорогі учасники,
Я хочу зараз навести вам деякі відомості про події, що за останні роки
відбулись в економіці Туреччини.
Щоб збільшити конкурентноздатність нашої економіки та покращити
інвестиційний клімат ми здійснили багато реформ у законодавчій,
інституціональній та економічній галузях, і ми продовжуємо ці реформи.
Туреччина, яка сьогодні має за величиною 16-у економіку у світі і 6-у в
Європі, має на меті зайняти місце в десятці найбільших економік світу.
ВВП, який у 2002 році, коли ми прийшли до влади, сягав 231 мільярд
доларів, у 2008 році зріс до 742 мільярдів доларів.
Наш експорт, який у 2002 році складав 36 мільярдів доларів, на кінець
2008 року сягнув 132 мільярда долара, а у 2009 році - 102 мільярда
доларів, не зважаючи на економічний застій, що відбувався у світовому
масштабі.
Завдяки чисельному та молодому населенню, постійно зростаючому
національному прибутку Туреччина володіє найдинамічнішим внутрішнім
ринкому світі.
Завдяки макроекономічним реформам, які ми здійснили за останні роки,
ми стали однією з найнадійніших економік світу.
В останні роки ми звели до мінімуму крихкість економіки, залишаючись
міцно пов’язаними з фінансовою дисципліною.
В атмосфері світової кризи Туреччина є єдиною країною членом ОБСЄ, в
якій не збанкрутіла жодна фінансова організація.
Всього кілька днів тому рейтингове агентство «Мудіс» покращило оцінку
турецького банківського сектору.
Ми стали країною, яка останньою увійшла у глобальну кризу та однією з
перших вийшла з неї, ми вийшли сильнішими з кризи, з якої багато
європейських країн вийшли з втратами.
7. В першому півріччі цього року ми досягли 11 відсотків росту та разом з
Китаєм стали економікою, яка найшвидше зростає в світі.
В останнє ОБСЄ переглянула рівень зростання Туреччини у 2010 році до
8,2 відсотка.
Той успіх, якого було досягнуто у макроекономіці, Туреччина також
підтримує мікрореформами.
Ми, як Уряд, надаємо великого значення покращенню інвестиційного
клімату як для зростання кількості нових підприємців так і для росту вже
існуючих інвестицій.
Для того, щоб Туреччина стала ще більш конкурентноспроможною
країною, ми ведемо наполегливу роботу в усіх галузях, від розвитку
фінансової системи до покращення ділового клімату, від
розповсюдження інновацій та винахідницької діяльності до розвитку
енергетичної та транспортної інфраструктури.
Я можу спокійно сказати наступне: ми маємо надзвичайно модерний,
динамічний та конкурентноздатний приватний сектор.
Туреччина, яка має такі переваги як забезпечення сировиною всіх видів
інвестицій, близькість до ринків збуту, законодавча база, політична
стабільність, молоде й чисельне населення, є однією з
найконкурентноспроможніших країн у широкому географічному просторі
від Італії до Китаю.
Туреччина, яка за попередні 30 років до нашого Уряду змогла залучити
лише 15 мільярдів доларів прямих інвестицій, за останні 7 років зуміла
залучити 83 мільярди доларів іноземних інвестицій.
Я запрошую іноземних гостей, які зібрались тут, скористатись
привабливим інвестиційним кліматом Туреччини.
Туреччина, яка двадцятьдвома фірмами змогла увійти до 225-ти
найбільших будівельних компаній світу, є другою після Китаю країною,
компанії якої отримали найбільше будівельних підрядів.
Країни члени Організації чорноморського економічного співробітництва
при втіленні інфраструктурних проектів у своїх країнах можуть ще більше
скористатись досвідом та вмінням турецьких будівельних компаній, які за
останні роки здійснили будівельних проектів на суму більш ніж 150
мільярдів доларів у 72 країнах світу.
8. Ми прагнемо у 2023 році стати технологічним центром Європи та Євразії
та стати однією з десяти найбільших економік світу.
З цієї причини ми надаємо великого значення проектам винахідництва,
брендингу та інновацій за підтримки зокрема малих та середніх
підприємств.
Ми збільшуємо як кількість так і якість організованих промислових зон,
які ми сприймаємо як засоби планованої індустріалізації.
Для збільшення інвестицій ми застосовуємо по всій країні доволі
змістовну заохочувальну програму.
Таким чином ми забезпечуємо для наших підприємців велику підтримку в
таких галузях як корпоративний податок, соціальне забезпечення,
підтримка відсотків, виділення місця для інвестицій, пільги на ПДВ та
митні податки.
Хочу також зазначити, що ми готові поділитись з вами інформацією та
досвідом, які ми маємо в усіх цих галузях.
Дорогі учасники,
Для сталого розвитку наших економік ми повинні посилювати торгово-
економічні стосунки між нашими країнами.
Туреччина завдяки потужній інфраструктурі та перевагам, які вона має,
буде однією з зірок майбутнього, що сходять.
Наприклад, згідно з даними ОБСЄ, у 2011-2017 роках Туреччина буде
країною-членом ОБСЄ, яка найдинамічніше розвивається.
Через це Туреччина і сама заробить і дасть заробити своїм партнерам.
Збільшення економічного співробітництва з кожною країною регіону
комулятивно створить ще більшу економіку.
Ці стосунки, які буде розвивати приватний сектор, відіграватимуть
ключову роль у встановленні політичної стабільності регіону.
Завершуючи свій виступ, хочу нагадати, що Туреччина завжди буде
підтримувати всі кроки, які будуть робитись в цьому напрямку.
Я бажаю, щоб цей Форум, який зібрав нас разом в період, коли світова
економіка переживає важливу віху, пройшов плідно та успішно.
