In line with the strategic vision of Ekiti State Government (“EKSG”), which includes attracting investments into the State and enhancing job creation, EKSG is currently in the process of strategic optimization of State-owned assets, through Public-Private-Partnership (PPP) initiatives. As part of the above, EKSG seeks to engage interested private sector investors for the concession of two (2) of its newly developed assets: King’s Market and Ekiti Civic Centre.
Under the planned concession arrangement, the identified and qualified Private Sector Partner (“PSP”) / Strategic Partner will be granted concession rights to the assets, under a Manage, Operate and Transfer (“MOT”) model over a 5-year concession period with an option of renewal subject to negotiation.
The review of Ukraine's energy sector identifies 19 recommendations as priority areas for reform addressed to Ukraine's role as owner/shareholder, policy maker and regulator.
What is a PQQ - Pre Qualfication Questionaire
A (PQQ) is normally issued by the contracting authority when they require contractors to supply goods / products or services - It is one of the main documents that must be completed correctly and must be returned to the contracting authority by the specified
date if the contractor wishes to be included in the tendering process and hope to win the contract.
This document represents a standard PQQ and our objective to assist small firms in completing the document correctly - We will provide (1 hour) of free advice to all firms
on request.
In addition to this document, we provide a training programme for firms who wish to fully understand and successfully take part in tendering and procurement both in the private and public sector.

Techniques to optimize the pagerank algorithm usually fall in two categories. One is to try reducing the work per iteration, and the other is to try reducing the number of iterations. These goals are often at odds with one another. Skipping computation on vertices which have already converged has the potential to save iteration time. Skipping in-identical vertices, with the same in-links, helps reduce duplicate computations and thus could help reduce iteration time. Road networks often have chains which can be short-circuited before pagerank computation to improve performance. Final ranks of chain nodes can be easily calculated. This could reduce both the iteration time, and the number of iterations. If a graph has no dangling nodes, pagerank of each strongly connected component can be computed in topological order. This could help reduce the iteration time, no. of iterations, and also enable multi-iteration concurrency in pagerank computation. The combination of all of the above methods is the STICD algorithm. [sticd] For dynamic graphs, unchanged components whose ranks are unaffected can be skipped altogether.

Assignment Title: Consulting Services for Transparency and Market Surveillance Expert
Reference No.: EU/IPA13 /CS-02c
The Republic of Turkey has been allocated grant funds from the European Union Instrument
for Pre-Accession Funds which are administered by the International Bank for
Reconstruction and Development (IBRD) and executed by the General Directorate of
Foreign Relations and EU of the Ministry of Energy and Natural Resources (MENR).
MENR intends to apply a portion of the funds to eligible payments under the contract for the
individual consulting services (“the Services”) to support the aim of establishing a liberal
and efficient internal energy market with a specific focus on the Transparency platform
operations in line with REMIT requirements and efficient conduction of Market
Surveillance services. The services will include support to Energy Exchange Istanbul
(“EXIST”) by establishing and supervising of operations of an efficient transparency
platform and a competent market surveillance and monitoring framework following a gap
assessment study. Duration of the services is envisaged as 12 months. General Directorate of
Foreign Relations and EU of the Ministry of Energy and Natural Resources now invites
eligible individual consultants (“Consultants”) to indicate their interest in providing the
services.
Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• an engineering, business administration, economy or law degree from a reputable
university;
• at least 10 years experience in energy sector;
• working experience in energy exchanges and energy trade activities;
• at least 5 years experience in electricity and gas market development and market
surveillance & monitoring;
• experience in establishment and operations of energy exchanges is an asset;
• fluency in written and oral English;
• ability to work in EXIST offices.
2. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits
& Grants by World Bank Borrowers, January 2011, revised in July 2014. (“Consultant
Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with selection of individual consultants method
set out in the World Bank’s Consultant Guidelines. Expressions of interest (CVs) to be
clearly marked “Consulting Services for Transparency and Market Surveillance Expert”
must be delivered to the address below in person or by e-mail or courier by November 3, 2016
till 11:00 AM (local time).
