Demonstration at the Smart Grid Knowledge Center
1. Background
1.1. Smart Grid Knowledge Center: A State-of-the-Art Resource Center
The Smart Grid Knowledge Center (SGKC) is a state-of-the-art resource center for demonstration
and training on smart grid technologies. The SGKC, set up by the POWERGRID, with support
from the Ministry of Power (MOP) and the National Smart Grid Mission (NSGM), is located in
Manesar, Haryana, within Powergrid Academy of Leadership (PAL) complex. The center also
hosts POWERGRID R&D and training facilities. The SGKC is equipped with demonstrations of
smart grid technologies and world class training facilities. The interventions include:
 Advanced Metering Infrastructure: Smart meter integration on different communication
technologies, data acquisition and analytics for utilities and consumers, energy audits, protocol
emulation, pre-paid and post-paid meter functionalities, theft warnings/alarms, etc.
 Outage Management System: Coordination for unscheduled and scheduled outages of
distribution infrastructure (DT, HT/LT feeders, etc.), tracking of outages, crew management
and supply restoration protocols, etc.
 Smart Home Energy Management System: Enables monitoring and controlling of home
appliances based on signals such as Time of Day tariffs.
 AC Microgrid: Integration of different renewable energy (RE) sources, generation
forecasting, simulation under various operating conditions including storage.
 DC Microgrid: Established with solar as the source of RE and integrated with battery storage
- appliances operate on DC power, thereby reducing conversion loss.
 Training Infrastructure: Conference room with advanced hardware and software systems,
meeting rooms, computer laboratory for hands-on training of participants.
 Power Quality Measurement Laboratory: Advanced laboratory set-up to demonstrate
power quality parameters such as lux levels, harmonics, etc. for different light sources. Enables
research and development, training on power quality management.
 Utility-Scale-Grid-Connected RE: Utility-scale-grid-connected RE generators (wind and
solar) demonstrate workings of wind farms and solar parks. Different configurations of wind
turbines, solar panels, and grid connections (including pooling substations, transmission lines
and GSS) are deployed.

1.2. SGKC’s Vision
The SGKC aims to become “One of the leading Centers of Excellence (COE) globally to foster
innovation, entrepreneurship and partnerships in smart grid technologies and create capacities in
the power sector”. The overall vision is to accelerate the deployment of smart grid technologies
by providing enabling services and solutions under one platform for benefit to all.
The United States Agency for International Development (USAID), through its bilateral program
“Smart Power for Advancing Reliability and Connectivity (SPARC)”, is supporting the MOP,
POWERGRID, and NSGM on this initiative. As a part of the technical assistance, the USAID
SPARC Program developed a strategic roadmap for the SGKC which was released by the MOP at
the ‘Private Sector Roundtable on the Innovation Park’ in June 2020. The roadmap identifies the
scale-up of the SGKC for stronger value proposition, with a focus on the following components:
 Innovation Park: The Innovation Park will function as a platform for live demonstration
of frontier technologies, products, and solutions (including case studies) relevant to power
sector. It will showcase cutting-edge solutions to varied stakeholders (utilities, researchers,
policy makers and consumers) through physical assets, technology or software solutions
and virtual demonstrations. The initial set of activities for setting up the Innovation Park
within SGKC premises are currently underway. This will also include AR/VR library to
provide immersive learning experience to stakeholders.
 Technology Incubation Hub: The Technology Incubation Hub will support innovators
engaged in developing next generation smart grid technologies to bridge the “concept to
market” gap. The Center will leverage POWERGRID’s robust research assets, market
penetration and technical expertise. The Incubation Hub will offer a multitude of support
services to facilitate commercialization of solutions.
 Training & Capacity Building: The SGKC will serve as a platform for workforce
development through customized trainings and knowledge exchange programs. The Center
will function as the knowledge hub for the region.
The above will be enabled through partnerships with leading national and international institutions,
exchange visits, outreach events etc.
1.3. Innovation Park (Physical Demonstration)
POWERGRID is developing/establishing the Innovation Park at the SGKC with support from the
MOP. Limited space is available at SGKC for demonstration of solutions. This will provide
technology players the opportunity to showcase their solutions. The nature of such demonstrations
may be physical assets for demonstrations, technology or software solutions and applications,
virtual demonstration etc.

The Innovation Park at the SGKC premises will offer following advantages to the technology
players:
 Designated space/booth to demonstrate technologies and solutions
 Enable interaction with Discoms to understand their needs and priorities
 Access to site specific information, technical insights to support solution design and
formulation of market entry strategies
 Access to other facilities such as training infrastructure, labs for research, knowledge
dissemination and outreach activities (as per discretion of POWERGRID)
 Provide linkage with other planned initiatives to finetune/ market enable the solutions
1.4. Virtual SGKC
Disruptions such as the ongoing COVID-19 pandemic have necessitated the need for virtual
interfaces to showcase technologies and engage with the industry. This is critical to ensure
seamless knowledge sharing even in times of travel restrictions. A well-curated virtual presence,
in parallel to the physical infrastructure, will further enhance the value proposition of the SGKC.
It will help convene multiple stakeholders and knowledge products on a common platform. A
virtual COE for the SGKC (co-existing with the physical set-up, herein referred as ‘Virtual
SGKC’) is therefore being developed to showcase smart grid technologies. The Virtual SGKC
platform will also house the components indicated above.
The virtual SGKC platform offers several advantages:
 Service offerings can be significantly expanded without the limit of physical space
 Service offerings can be easily accessible to wider audience even during times when
mobility is disrupted
 A larger pool of global solutions in power sector can be brought under the ambit of the
COE
 Solutions will have a longer shelf life for display and demonstrations unlike the two-three
days offered at conferences and exhibitions
 A virtual platform is more responsive to the changing power sector technology landscape
through timely upgradation/replacement of solutions at display
The Virtual SGKC will enable technology partners to showcase their solutions across the thematic
areas through virtual means and engage with the utilities, and other stakeholders.
2. Objective
An Expression of Interest (EOI) is now being sought from Technology Partners for demonstration
of Technological Products/Solutions at the Virtual SGKC.

The applications received will also be assessed for physical demonstration of the solution at the
SGKC as per the criteria and process specified in further sections of the document.
3. Eligibility
3.1. Eligible Entities
Technology partners including metering companies, technology companies, system integrators,
implementation agencies, developers, OEMs, software companies working in smart grid
technologies subject to fulfilling the eligibility criteria mentioned in subsequent sections.
3.2. Eligible Themes
Enabling development of Modern – Future Ready - Efficient Distribution Network and Operations
will be the overarching theme of the SGKC. Solutions of the technology partners should focus on
addressing the following themes using smart grid technologies (including IoTs) and advanced data
management (AI/ML1) solutions (but not limited to):
1. AT&C loss reduction and energy accounting
2. Asset management
3. Demand forecasting & power procurement cost optimization
4. Enhancing supply reliability and quality (e.g. improve SAIDI/SAIFI levels)
5. Enhancing resilience of distribution system
6. Integration of distributed energy source including RE, battery storage and EVs
7. Consumer experience improvement
8. Cyber security and data protection
9. Deploying advanced metering infrastructure and associated use cases
10. Distribution planning and simulation
3.3. Qualification Criteria for Technology Partners

3.4. Criteria for assessment of proposed solutions
Please note the following criteria for assessment of proposed solution:
 Proven – The solutions must have been deployed/tested in actual implementation context with
verifiable results and evidences/references of successful deployment.
 Coverage - Solutions may include hardware/software/models/tools/advanced analytics and
other applications.
 Relevance - All solutions must be relevant to cater to the intervention areas for Discoms
mentioned above.
 Unique – Solutions must be unique and innovative addressing the key challenges in the power
sector.
 Specific - The Technology Partners should provide specific descriptions of the solutions as per
the requirement mentioned in Annexure 5. The partners should refrain from excessive
promotional content and materials.
The Technology Partners can submit details of maximum 3 solutions; any deviation shall be treated
for rejection of the submission without any notice.
4. Selection Process & Evaluation
The applications received will be evaluated by the SGKC’s Expert Panel as per the below specified
process for the selection of Technology Partner(s):

Note: The process of setting up a physical innovation park is underway by POWERGRID with
support from the MOP. Once ready, selected applications that have shown interest in physical
demonstration of the solutions (refer point 7, annexure 4) shall be assessed and selected for
physical demonstration of the solution at SGKC. Selection for the physical demonstration shall be
subject to decision of the Expert Panel and POWERGRID.
5. Key Benefits to Technology Partners
 Demonstration Booth: Demonstration booth on a prestigious platform to showcase their
solution offering.
 Access and Exposure: Opportunity to demonstrate the solution to a large number of utilities
from India and around the world, as well as other stakeholders, high level delegates, etc. The
SGKC will host large number of engagement events both on physical & virtual platform
including conferences, webinars, etc. and hence likely to have a strong visitor base.
 Networking: Networking and further engagement/business opportunities with utilities,
innovators, technology players from India and around the world.
6. Responsibilities of the Technology Partner(s)
The Technology Partner(s) will undertake following activities:
 Provide demonstration of technology products/solutions/applications in the form of videos/
animations/product briefs/recorded demonstrations, etc. along with periodic updates, as
required. Demonstration at the Innovation Park within SGKC premises may also cover
physical assets (as applicable).
 Provide response to product queries received within 24 hours of receipt of such queries.
 Designate a nodal person for managing all future communications with POWERGRID.

7. Tenure
 Once selected, the Technology Partner will be eligible to demonstrate the solution not
exceeding 12 (twelve) months on the Virtual SGKC platform from the date of issuance of
confirmation.
 Tenure for the selected solutions may be agreed for physical demonstration at SGKC will be
mutually agreed.
 The Expert Panel constituted by POWERGRID will review the validity of
technologies/solutions demonstrated periodically,
 POWERGRID may consider nominal hosting fee post the initial demonstration period. Such
hosting fee may be charged for hosting of solutions (selected through current EOI or future
EOIs) at the Virtual SGKC as well as at the physical Innovation Park.
 Any extension beyond the period of 12 months (for Virtual SGKC) will be subject to discretion
of POWERGRID, and at terms mutually agreed with the Technology Partner. For physical
demonstrations, tenure of such extensions will be mutually agreed between POWERGRID and
the technology player.
8. Submission Requirements
The solution should be submitted in all respect at email id vineeta@powergrid.in from 16.8.21 to
16.9.21. In addition to the documents specified for meeting the eligibility requirement, applicants
will also be required to submit the following:

Note: All submissions as indicated above must be in soft copy format as per guidance provided in
this document. No hard copy submission will be accepted.
9. Clarification on EOI Document
An Applicant, requiring any clarification on the EOI documents, must notify POWERGRID
through email on this id: vineeta@powergrid.in. Nothing in this section shall be taken or read as
compelling or requiring POWERGRID to respond to any question or to provide information.

10.Other Conditions
Strict adherence to the submission requirements, wherever specified, is mandated. However, the
applicant may further submit product brochures/presentations/links to videos for showcasing the
solutions.
POWERGRID may at its discretion suggest the Technology Players to modify the submitted
demonstration material as per the required standards.
Application submitted by the Applicant shall become the property of POWERGRID and
POWERGRID shall have complete right to either accept or reject without mentioning any reasons
for its decision.

  • 4. 4 Expression of Interest for Selection of Technology Solutions for Demonstration at the Smart Grid Knowledge Center 1. Background 1.1. Smart Grid Knowledge Center: A State-of-the-Art Resource Center The Smart Grid Knowledge Center (SGKC) is a state-of-the-art resource center for demonstration and training on smart grid technologies. The SGKC, set up by the POWERGRID, with support from the Ministry of Power (MOP) and the National Smart Grid Mission (NSGM), is located in Manesar, Haryana, within Powergrid Academy of Leadership (PAL) complex. The center also hosts POWERGRID R&D and training facilities. The SGKC is equipped with demonstrations of smart grid technologies and world class training facilities. The interventions include:  Advanced Metering Infrastructure: Smart meter integration on different communication technologies, data acquisition and analytics for utilities and consumers, energy audits, protocol emulation, pre-paid and post-paid meter functionalities, theft warnings/alarms, etc.  Outage Management System: Coordination for unscheduled and scheduled outages of distribution infrastructure (DT, HT/LT feeders, etc.), tracking of outages, crew management and supply restoration protocols, etc.  Smart Home Energy Management System: Enables monitoring and controlling of home appliances based on signals such as Time of Day tariffs.  AC Microgrid: Integration of different renewable energy (RE) sources, generation forecasting, simulation under various operating conditions including storage.  DC Microgrid: Established with solar as the source of RE and integrated with battery storage - appliances operate on DC power, thereby reducing conversion loss.  Training Infrastructure: Conference room with advanced hardware and software systems, meeting rooms, computer laboratory for hands-on training of participants.  Power Quality Measurement Laboratory: Advanced laboratory set-up to demonstrate power quality parameters such as lux levels, harmonics, etc. for different light sources. Enables research and development, training on power quality management.  Utility-Scale-Grid-Connected RE: Utility-scale-grid-connected RE generators (wind and solar) demonstrate workings of wind farms and solar parks. Different configurations of wind turbines, solar panels, and grid connections (including pooling substations, transmission lines and GSS) are deployed.

SGKC’s Vision The SGKC aims to become “One of the leading Centers of Excellence (COE) globally to foster innovation, entrepreneurship and partnerships in smart grid technologies and create capacities in the power sector”. The overall vision is to accelerate the deployment of smart grid technologies by providing enabling services and solutions under one platform for benefit to all. The United States Agency for International Development (USAID), through its bilateral program “Smart Power for Advancing Reliability and Connectivity (SPARC)”, is supporting the MOP, POWERGRID, and NSGM on this initiative. As a part of the technical assistance, the USAID SPARC Program developed a strategic roadmap for the SGKC which was released by the MOP at the ‘Private Sector Roundtable on the Innovation Park’ in June 2020. The roadmap identifies the scale-up of the SGKC for stronger value proposition, with a focus on the following components:  Innovation Park: The Innovation Park will function as a platform for live demonstration of frontier technologies, products, and solutions (including case studies) relevant to power sector. It will showcase cutting-edge solutions to varied stakeholders (utilities, researchers, policy makers and consumers) through physical assets, technology or software solutions and virtual demonstrations. The initial set of activities for setting up the Innovation Park within SGKC premises are currently underway. This will also include AR/VR library to provide immersive learning experience to stakeholders.  Technology Incubation Hub: The Technology Incubation Hub will support innovators engaged in developing next generation smart grid technologies to bridge the “concept to market” gap. The Center will leverage POWERGRID’s robust research assets, market penetration and technical expertise. The Incubation Hub will offer a multitude of support services to facilitate commercialization of solutions.  Training & Capacity Building: The SGKC will serve as a platform for workforce development through customized trainings and knowledge exchange programs. The Center will function as the knowledge hub for the region. The above will be enabled through partnerships with leading national and international institutions, exchange visits, outreach events etc. 1.3. Innovation Park (Physical Demonstration) POWERGRID is developing/establishing the Innovation Park at the SGKC with support from the MOP. Limited space is available at SGKC for demonstration of solutions. This will provide technology players the opportunity to showcase their solutions. The nature of such demonstrations may be physical assets for demonstrations, technology or software solutions and applications, virtual demonstration etc.
  • 6. 6 The Innovation Park at the SGKC premises will offer following advantages to the technology players:  Designated space/booth to demonstrate technologies and solutions  Enable interaction with Discoms to understand their needs and priorities  Access to site specific information, technical insights to support solution design and formulation of market entry strategies  Access to other facilities such as training infrastructure, labs for research, knowledge dissemination and outreach activities (as per discretion of POWERGRID)  Provide linkage with other planned initiatives to finetune/ market enable the solutions 1.4. Virtual SGKC Disruptions such as the ongoing COVID-19 pandemic have necessitated the need for virtual interfaces to showcase technologies and engage with the industry. This is critical to ensure seamless knowledge sharing even in times of travel restrictions. A well-curated virtual presence, in parallel to the physical infrastructure, will further enhance the value proposition of the SGKC. It will help convene multiple stakeholders and knowledge products on a common platform. A virtual COE for the SGKC (co-existing with the physical set-up, herein referred as ‘Virtual SGKC’) is therefore being developed to showcase smart grid technologies. The Virtual SGKC platform will also house the components indicated above. The virtual SGKC platform offers several advantages:  Service offerings can be significantly expanded without the limit of physical space  Service offerings can be easily accessible to wider audience even during times when mobility is disrupted  A larger pool of global solutions in power sector can be brought under the ambit of the COE  Solutions will have a longer shelf life for display and demonstrations unlike the two-three days offered at conferences and exhibitions  A virtual platform is more responsive to the changing power sector technology landscape through timely upgradation/replacement of solutions at display The Virtual SGKC will enable technology partners to showcase their solutions across the thematic areas through virtual means and engage with the utilities, and other stakeholders. 2. Objective An Expression of Interest (EOI) is now being sought from Technology Partners for demonstration of Technological Products/Solutions at the Virtual SGKC.
  • 7. 7 The applications received will also be assessed for physical demonstration of the solution at the SGKC as per the criteria and process specified in further sections of the document. 3. Eligibility 3.1. Eligible Entities Technology partners including metering companies, technology companies, system integrators, implementation agencies, developers, OEMs, software companies working in smart grid technologies subject to fulfilling the eligibility criteria mentioned in subsequent sections. 3.2. Eligible Themes Enabling development of Modern – Future Ready - Efficient Distribution Network and Operations will be the overarching theme of the SGKC. Solutions of the technology partners should focus on addressing the following themes using smart grid technologies (including IoTs) and advanced data management (AI/ML1) solutions (but not limited to): 1. AT&C loss reduction and energy accounting 2. Asset management 3. Demand forecasting & power procurement cost optimization 4. Enhancing supply reliability and quality (e.g. improve SAIDI/SAIFI levels) 5. Enhancing resilience of distribution system 6. Integration of distributed energy source including RE, battery storage and EVs 7. Consumer experience improvement 8. Cyber security and data protection 9. Deploying advanced metering infrastructure and associated use cases 10. Distribution planning and simulation 3.3. Qualification Criteria for Technology Partners S. No Criteria Supporting Documents Required 1 The applicant should not have been blacklisted by POWERGRID, Ministry of Power or Department of Public Enterprises under Ministry of Finance, Govt. of India on the originally scheduled date of EOI submission  Self-Declaration for non-blacklisting duly signed by the authorized signatory of the organization on the company letterhead as per the format provided in Annexure 2. 1 Artificial Intelligence/Machine Learning

No Criteria Supporting Documents Required 2 For Indian Company Applicant should be a registered company in India as per the Companies Act 1956/2013 For an International Company Applicant should be registered under the provisions of applicable regulations of its country of incorporation  Self-Attested Copy of Certificate of Incorporation and declaration duly signed by the authorized signatory of the organization on the company letterhead as per the format provided in Annexure 3 3 Past experience in implementation/ development/supply/demonstration of the solutions  Self-attested letter certifying the experience along with client references Note: Consortiumnot allowed 3.4. Criteria for assessment of proposed solutions Please note the following criteria for assessment of proposed solution:  Proven – The solutions must have been deployed/tested in actual implementation context with verifiable results and evidences/references of successful deployment.  Coverage - Solutions may include hardware/software/models/tools/advanced analytics and other applications.  Relevance - All solutions must be relevant to cater to the intervention areas for Discoms mentioned above.  Unique – Solutions must be unique and innovative addressing the key challenges in the power sector.  Specific - The Technology Partners should provide specific descriptions of the solutions as per the requirement mentioned in Annexure 5. The partners should refrain from excessive promotional content and materials. The Technology Partners can submit details of maximum 3 solutions; any deviation shall be treated for rejection of the submission without any notice. 4. Selection Process & Evaluation The applications received will be evaluated by the SGKC’s Expert Panel as per the below specified process for the selection of Technology Partner(s):
  • 9. 9 Note: The process of setting up a physical innovation park is underway by POWERGRID with support from the MOP. Once ready, selected applications that have shown interest in physical demonstration of the solutions (refer point 7, annexure 4) shall be assessed and selected for physical demonstration of the solution at SGKC. Selection for the physical demonstration shall be subject to decision of the Expert Panel and POWERGRID. 5. Key Benefits to Technology Partners  Demonstration Booth: Demonstration booth on a prestigious platform to showcase their solution offering.  Access and Exposure: Opportunity to demonstrate the solution to a large number of utilities from India and around the world, as well as other stakeholders, high level delegates, etc. The SGKC will host large number of engagement events both on physical & virtual platform including conferences, webinars, etc. and hence likely to have a strong visitor base.  Networking: Networking and further engagement/business opportunities with utilities, innovators, technology players from India and around the world. 6. Responsibilities of the Technology Partner(s) The Technology Partner(s) will undertake following activities:  Provide demonstration of technology products/solutions/applications in the form of videos/ animations/product briefs/recorded demonstrations, etc. along with periodic updates, as required. Demonstration at the Innovation Park within SGKC premises may also cover physical assets (as applicable).  Provide response to product queries received within 24 hours of receipt of such queries.  Designate a nodal person for managing all future communications with POWERGRID. Phase 1: Evaluation of EoI Applications Expert Panel to review the applications basis requirements mentioned in the EOI Phase 2: Call for Presentation to Select Applications The shortlisted applications will be invited for short presentations - Technology Partners to showcase the solutions they wish to demonsrtate at the SGKC Phase 3: Onboarding of Technology Partner(s) Expert Panel to select and onboard Technology Partners for demonstration of solutions

Tenure  Once selected, the Technology Partner will be eligible to demonstrate the solution not exceeding 12 (twelve) months on the Virtual SGKC platform from the date of issuance of confirmation.  Tenure for the selected solutions may be agreed for physical demonstration at SGKC will be mutually agreed.  The Expert Panel constituted by POWERGRID will review the validity of technologies/solutions demonstrated periodically,  POWERGRID may consider nominal hosting fee post the initial demonstration period. Such hosting fee may be charged for hosting of solutions (selected through current EOI or future EOIs) at the Virtual SGKC as well as at the physical Innovation Park.  Any extension beyond the period of 12 months (for Virtual SGKC) will be subject to discretion of POWERGRID, and at terms mutually agreed with the Technology Partner. For physical demonstrations, tenure of such extensions will be mutually agreed between POWERGRID and the technology player. 8. Submission Requirements The solution should be submitted in all respect at email id vineeta@powergrid.in from 16.8.21 to 16.9.21. In addition to the documents specified for meeting the eligibility requirement, applicants will also be required to submit the following: Section Description A Covering Letter as per Annexure 1 B Documents for evaluation of qualification as mentioned in section 3.3 B.1 Self-Declaration – No Blacklisting as per Annexure 2 B.2 Self-Declaration – Incorporation Certificate as per Annexure 3 C Detailed description about the solution with benefits/used cases/ case studies as per Annexure 4 D Any pre-requisites for showcasing the solution in SGKC facility Note: All submissions as indicated above must be in soft copy format as per guidance provided in this document. No hard copy submission will be accepted. 9. Clarification on EOI Document An Applicant, requiring any clarification on the EOI documents, must notify POWERGRID through email on this id: vineeta@powergrid.in. Nothing in this section shall be taken or read as compelling or requiring POWERGRID to respond to any question or to provide information.
  • 11. 11 10.Other Conditions Strict adherence to the submission requirements, wherever specified, is mandated. However, the applicant may further submit product brochures/presentations/links to videos for showcasing the solutions. POWERGRID may at its discretion suggest the Technology Players to modify the submitted demonstration material as per the required standards. Application submitted by the Applicant shall become the property of POWERGRID and POWERGRID shall have complete right to either accept or reject without mentioning any reasons for its decision.
