3. MEANING
The Environmental Act defines under Sec.2 (c) as,” Environmental
pollution means the presence in the environment of any
environmental pollutant”.
4. RULES TO REGULATE ENVIRONMENTAL POLLUTION
The standards of quality of air, water or solid for various areas
and purposes.
The maximum allowable limits or concentration of various
environmental pollutants for different areas.
The procedures and safeguards for the handling of hazardous
substances.
The prohibition and restrictions on handling of hazardous
substances in different areas.
5. The prohibition and restriction on the location of industries
and the carrying on process and operations in different areas.
The procedures and safeguards for the prevention of
accidents which may cause environmental pollution and for
providing for remedial measures for such accidents.
6. POWERS OF CENTRAL GOVERNMENT TO PROTECT
ENVIRONMENT IN INDIA
I. Co-ordination of actions by the State Governments,
officers and other authorities:
Under this act, or the rules made there under
Under any other law for the time being in force which
is relatable to the objects of this Act;
7. 2. Planning and execution of a nation-wide programme for the prevention,
control and abatement and environmental pollution.
3.Laying down standards for the quality of environment in its various aspects;
4. Laying down standards for emission or discharge of environmental
pollutants from various sources.
5. Restriction of areas in which any industries, operations or processes

which may cause environmental pollution and remedial measures for such
accidents.

as are likely to cause environmental pollution;
9. Carrying out and sponsoring investigations and research relating to
problems of environmental pollution;
10.Inspection of promises, plant, equipment, machinery, manufacturing or
any other processes, substances and by giving , order, of such directions
to such authorities ,officers as it may consider necessary to take steps for
prevention, control of environmental pollution.
9. 11. Establishment of environmental laboratories and institutes .
12. Collection and dissemination of information in respect of matters relating to
environmental pollution;
13. Preparation of manuals, codes or guides relating to the prevention, control
of environmental pollution.
14. Such other matters as the Central Government deems necessary for the
purpose of securing the effective implementation of the provisions of this Act.
