At HHS, Enlightened performs FISMA
Audits of the entire CMS QIO
community, located in 56 separate
physical sites. These reviews
effectively measure the
organization’s IA posture from
three perspective control tests:
Operational, Management, and
Technical.
SOLUTION:
The Enlightened IT Security team
documents the existing security
posture and the level of FISMA
compliance of each QIO site,
identifies deficiencies in the
security posture according to the
National Institute of Standards and
Technology (NIST) 800-53, provides
recommendations for security
improvement, and identifies
associated costs required to bring
the QIO community into FISMA
compliance.
BENEFIT:
HHS maintains an effective security
posture by keeping
up-to-date on recent
vulnerabilities, changes in
infrastructure and identification of
any new security weaknesses.
Additionally, a new Business
Intelligence tool allows CMS to
understand the linkages between
security issues, financial impact of

SOLUTION:
As an active member of the IT
Strategy & E-Gov team, Enlightened
assisted in the delivery of Published
VA’s Strategic Plan for 2006-2011 by
June 30, 2007, published VA’s
Strategic Plan for 2007 - 2012 by 4Q
2007, provided high-level
recommendations and strategic
alternatives to optimize the
strategic planning process, align
enterprise-wide IT planning and
budget efforts with the strategic
planning process, and conduct
workshops, forums and conferences
to improve strategic thinking and IT
performance.
BENEFIT:
Enlightened’s efforts resulted in the
publication of the first IT Strategic
Plan at VA in five years.
Additionally, Enlightened helped to
redesign core business processes
and promote organizational
maturity resulting in improved

CHALLENGE:
To develop and support Project
Management Office (PMO) for an
organization with two and a half
trillion dollars in outstanding
mortgage based securities,
managing projects to make sure
that all the executed projects are
on time, on scope and on contract.
SOLUTION:
Enlightened helped Ginnie Mae set
up a PMO to manage programs
across all its business units from the
top down, supporting generation of
over $500 billion in mortgage based
securities. Enlightened is
responsible for establishing and
implementing standard processes so
that all projects are governed in
the same way. Enlightened has also
established processes to align and
track overall project health by
monitoring the cost, schedule, and
contract compliance across the
entire organization.
BENEFIT:
Enlightened enabled Ginnie Mae to
better understand how its individual
projects tie to the broader business
and organizational goals, monitor
their interdependencies and give
the program management staff and
executives a snapshot of the state
of each project at any given time.
This was accomplished through a
“Portfolio Dashboard” that
Enlightened developed to show
predictive indicators on scope,
schedule, cost and risk which drill
down into specific project issues
with recommendations to ensure
correction.

U.S. DEPARTMENT OF THE NAVY (DON)
FMS CME PROGRAM
CHALLENGE:
The SEA 01C ISAO is the Systems
Command (SYSCOM) Cooperation
Office (SSCO) for Naval Sea Systems
Command (NAVSEA) and is
chartered to provide the Foreign
Military Sales (FMS) oversight and
administrative resources, including
training, for all NAVSEA and
affiliated Program Executive Offices
(PEOs) and program offices. The
office engaged Enlightened to
develop and deliver a
comprehensive training program for
NAVSEA FMS case management
personnel, the Case Management
Excellence (CME) Program.
SOLUTION:
Enlightened developed and piloted
FMS courses that have continuously
been improved and refined. Based
on the success of the CME Program
at NAVSEA, the program was
authorized to expand to other Sea
Service Commands under the Sea
Services Collaborative Program.
Between 2010 and 2012, each of
the five courses of the core
curriculum were customized to the
needs of NAVAIR, SPAWAR,
MARCORP, NETSAFA and Coast
Guard (USCG).
BENEFIT:
More than 100 case management
professionals have attended classes
in the FMS CME program. ISAO has
also performed analysis that
indicates that graduates of
NAVSEA’s training have 54% fewer
CEPT rule violations than non-
graduates. Additionally, from 2010-
2012, cases cited for rework fell
46%; in that same time period,
there was a 65% reduction in rework
tasks which helped to improve case
closure.
