Lord Cornwallis introduced judicial reforms in India in 1787, 1790, and 1793. The 1787 system gave collectors judicial power, making them too powerful and interfering in revenue collection cases. The 1790 system was controlled by Muslim officials and had low salaries leading to corruption. The 1793 system established Provincial Courts of Appeal to reduce workload. It separated judicial and revenue duties, established Indian pleaders, and introduced fees to discourage frivolous cases, establishing a more standardized and impartial judicial administration.
