2. Introduction
 This chapter looks at the origins of the concept of chronic food insecurity,
the implications for measurement, and suggests the need for a
complementary investigation into the implications for transitory food
insecurity of trade liberalization. The 2002 food crisis in Southern Africa is
used to highlight issues for further discussion.
Defining food security
 Food security is a flexible concept as reflected in the many attempts
at definition in research and policy usage. Even a decade ago, there
were about 200 definitions in published writings.Whenever the
concept is introduced in the title of a study or its objectives, it is
necessary to look closely to establish the explicit or implied definition.

3. A PATH FORWARD:
Genetically Modified (GM) foods and crops are a key tool in helping to
address the challenge of feeding a growing and more prosperous
population, and improving the global standard of living today and for
future generations. The high costs and uncertainty about the
regulation of GMOs have slowed the rate of innovation of new traits
and prevented startups and major companies from developing many
second-generation varieties that could improve our well-being,
enhance environmental sustainability and make a major contribution
to addressing the challenges of climate change.
