The total costs of road accidents were estimated to be $17 billion in 2003, equivalent to 2.3 per cent of that year’s GDP, averaging around 8.4 cents per vehicle kilometre. The Productivity Commission has recommended replacing tort law with a compulsory, government run first party insurance scheme, where all victims receive compensation from the state, regardless of fault. The proposal is being implemented across Australia, NSW has adopted it this year. Contrary to the PC’s assertions, the evidence is that no fault insurance would increase traffic fatalities by 10-30 per cent,

Abstract: The main communication methods used by deaf people are sign language, but opposed to common thought, there is no specific universal sign language: every country or even regional group uses its own set of signs. The use of sign language in digital systems can enhance communication in both directions: animated avatars can synthesize signals based on voice or text recognition; and sign language can be translated into various text or sound forms based on different images, videos and sensors input. The ultimate goal of this research, but it is not a simple spelling of spoken language, so that recognizing different signs or letters of the alphabet (which has been a common approach) is not sufficient for its transcription and automatic interpretation. Here proposes an algorithm and method for an application this would help us in recognising the various user defined signs. The palm images of right and left hand are loaded at runtime. Firstly these images will be seized and stored in directory. Then technique called Template matching is used for finding areas of an image that match (are similar) to a template image (patch). Our goal is to detect the highest matching area. We need two primary components- A) Source image (I): In the template image in which we try to find a match. B) Template image (T): The patch image which will be compared to the template image. In proposed system user defined patterns will be having 60% accuracy while default patterns will be provided with 80% accuracy.

Abstract: Speech technology and systems in human computer interaction have witnessed a stable and remarkable advancement over the last two decades. Today, speech technologies are commercially available for an unlimited but interesting range of tasks. These technologies enable machines to respond correctly and reliably to human voices, and provide useful and valuable services. This thesis presents the characteristics of emotion in voice and on that basis propose a new method to detecting emotion in a simplified way by using a prosodic features and spectral from speech. We classify seven emotions: happy, anger, fear, disgust, sadness and neutral inner state. This thesis discusses the method to extract features from a recorded speech sample, and using those features, to detect the emotion of the subject. Every emotion comprises different vocal parameters exhibiting diverse characteristics of speech, which is used for preliminary classification. Then Mel-Frequency Cepstrum Coefficient (MFCC) method was used to extract spectral features. The MFCC coefficients were again trained by Artificial Neural Network (ANN) which then classifies the input in particular emotional class.

Abstract: The most important requirements should be available on any watermarking systems which are the robustness against possible attacks and the quality of the watermarked images. In most applications, the watermarking algorithm embeds the watermark have to be robust against possible attacks and keep the quality of the host media as possible. The relationship between the two requirements is completely conflict. In this study, the method focuses on the robustness against RST attacks for the watermarked image based on Dual Intermediate Significant Bit (DISB) model. This method requires embedding two bits into every pixel of the original image, while and the other six bits are changed so as to directly assimilate the original pixel. In the case, when the two hidden bits are equal or not equal to the original bits, there is a need to use mathematical equations to solve this problem which derived and applied in this study. The results show that the proposed model also produces robustness watermarked images after applying geometric attacks on the RGB images as compared to our previous grayscale images. The best values investigated when the Peak Signal to Noise Ratio (PSNR) is equal or more than 30db, and finding the best Normalized Cross Correlation (NCC) to evaluate the image resistance against attacks. The best values investigated for Rotation when the two embedded bits are k1=1 and k2=4, for Scaling when the two embedded bits are k1=2 and k2=4 , for Translation when the two embedded bits are k1=3 and k2=4.

This thesis discusses the method to extract features from a recorded speech sample, and using those features, to detect the emotion of the subject. Every emotion comprises different vocal parameters exhibiting diverse characteristics of speech, which is used for preliminary classification. Then Mel-Frequency Cepstrum Coefficient (MFCC) method was used to extract spectral features. The MFCC coefficients were again trained by Artificial Neural Network (ANN) which then classifies the input in particular emotional class.

Abstract: The most important requirements should be available on any watermarking systems which are the robustness against possible attacks and the quality of the watermarked images. In most applications, the watermarking algorithm embeds the watermark have to be robust against possible attacks and keep the quality of the host media as possible. The relationship between the two requirements is completely conflict. In this study, the method focuses on the robustness against RST attacks for the watermarked image based on Dual Intermediate Significant Bit (DISB) model. This method requires embedding two bits into every pixel of the original image, while and the other six bits are changed so as to directly assimilate the original pixel. In the case, when the two hidden bits are equal or not equal to the original bits, there is a need to use mathematical equations to solve this problem which derived and applied in this study. The results show that the proposed model also produces robustness watermarked images after applying geometric attacks on the RGB images as compared to our previous grayscale images. The best values investigated when the Peak Signal to Noise Ratio (PSNR) is equal or more than 30db, and finding the best Normalized Cross Correlation (NCC) to evaluate the image resistance against attacks. The best values investigated for Rotation when the two embedded bits are k1=1 and k2=4, for Scaling when the two embedded bits are k1=2 and k2=4 , for Translation when the two embedded bits are k1=3 and k2=4.

Congestion during rush hour is an inevitable consequence of how modern societies are organized (Lu et al.). It results from people's widespread desire to pursue specific goals, which invariably leads to overloading already-existing roads and transit systems daily. The vast majority of Americans in New York City who are on the move during peak commute times do so in their own cars. all forms of public transportation lack the comfort, speed, privacy, and convenience of privately owned vehicles. The global trend toward private automobile ownership directly results from rising per capital incomes, leading to an exodus from public transportation and other less convenient options. Because of many people drive their own cars on the road, despite the New York City government efforts to alleviate the problem, traffic congestion continues to get worse. This is something that is universally despised. It presents a substantial challenge for public policy, frequently leaves commuters feeling irritated and helpless. Although it's possible that governments may never be able to remove traffic congestion completely, there are a number of steps that states and municipalities can take to alleviate the problem. The primary mobility problem we face is that too many people want to move simultaneously every day. Using data from 41 years in Patna’ India’ the study’s goal is to analyze the trends of how often it rains on a weekly, seasonal, and annual basis (1981−2020). First, utilizing the intensity-duration-frequency (IDF) curve and the relationship by statistically analyzing rainfall’ the historical rainfall data set for Patna’ India’ during a 41 year period (1981−2020), was evaluated for its quality. Changes in the hydrologic cycle as a result of increased greenhouse gas emissions are expected to induce variations in the intensity, length, and frequency of precipitation events. One strategy to lessen vulnerability is to quantify probable changes and adapt to them. Techniques such as log-normal, normal, and Gumbel are used (EV-I). Distributions were created with durations of 1, 2, 3, 6, and 24 h and return times of 2, 5, 10, 25, and 100 years. There were also mathematical correlations discovered between rainfall and recurrence interval.
Findings: Based on findings, the Gumbel approach produced the highest intensity values, whereas the other approaches produced values that were close to each other. The data indicates that 461.9 mm of rain fell during the monsoon season’s 301st week. However, it was found that the 29th week had the greatest average rainfall, 92.6 mm. With 952.6 mm on average, the monsoon season saw the highest rainfall. Calculations revealed that the yearly rainfall averaged 1171.1 mm. Using Weibull’s method, the study was subsequently expanded to examine rainfall distribution at different recurrence intervals of 2, 5, 10, and 25 years. Rainfall and recurrence interval mathematical correlations were also developed. Further regression analysis revealed that short wave irrigation, wind direction, wind speed, pressure, relative humidity, and temperature all had a substantial influence on rainfall.
Originality and value: The results of the rainfall IDF curves can provide useful information to policymakers in making appropriate decisions in managing and minimizing floods in the study area.

This paper describes a speed control device for generating electrical energy on an electricity network based on the doubly fed induction generator (DFIG) used for wind power conversion systems. At first, a double-fed induction generator model was constructed. A control law is formulated to govern the flow of energy between the stator of a DFIG and the energy network using three types of controllers: proportional integral (PI), sliding mode controller (SMC) and second order sliding mode controller (SOSMC). Their different results in terms of power reference tracking, reaction to unexpected speed fluctuations, sensitivity to perturbations, and resilience against machine parameter alterations are compared. MATLAB/Simulink was used to conduct the simulations for the preceding study. Multiple simulations have shown very satisfying results, and the investigations demonstrate the efficacy and power-enhancing capabilities of the suggested control system.

I. INTRODUCTION
A. Elevated Toll Road:
A toll road, also known as a Elevated toll way, is a public or private roadway for which a fee is assessed for passage.
Elevated Toll roads in some form have existed since antiquity, collecting their fees from passing travellers on foot, wagon
or horseback; but their prominence increased with the rise of the vehicle, and many modern toll ways charge fees for
motor vehicles exclusively. The amount of the toll usually varies by vehicle type, weight, or number of axle, with freight
trucks often charged higher rates than cars.
Tolls are collected at points known as toll booths, toll houses, plazas, stations, bars, or gates. Some toll collection points
are unmanned and the user deposits money in a machine which opens the gate once the correct toll has been paid. To cut
costs and minimize time delay many tolls today are collected by some form of automatic or elevated toll road (figure
a) equipment which communicates electronically with a toll payer's transporter. Toll booths are usually still required for
the occasional users who do not have a transponder. The tolls are often prepaid or collected "automatically" from an

"Emergency Preparedness is the discipline of dealing with and avoiding both natural and manmade disasters. It involves
mitigation, preparedness, response and recovery in order to lessen the impact of disasters. Emergency management
requires a partnership among all levels of government (local, State, and Federal) and the private sector (business and
industry, voluntary organizations, and the public). Successful preparedness requires detailed planning and cooperation
among each sector. Emergency preparedness ranges from the Federal Emergency Management Agency (FEMA)
developing an all inclusive plan to mitigate natural disasters to the individual ensuring their car has plenty of fuel for a
possible evacuation.
The following principles illustrate the emergency preparedness concept. Emergency preparedness at all levels considers
and takes into accident and all hazards, all phases, all citizen and all impacts relevant to disasters. Anticipation of future
disasters and preventive and preparatory measures build disaster-resistant and disaster-resilient communities. Sound risk
management principles (hazard identification, risk analysis, and impact analysis) are used in assigning priorities and
resources. Unity of effort among all levels of government and all elements of a community are integrated. Broad and
sincere relationships among individuals and organizations are incorporated to encourage trust, advocate a team
atmosphere, build consensus, and facilitate communication. Activities of all relevant stakeholders are synchronized to
achieve a common purpose. Creative and innovative approaches are used to overcome disaster challenges. Emergency
preparedness uses a science and knowledge-based approach; based on education, training, experience, ethical practice,
public stewardship and continuous improvement. Management consists of four phases: Mitigation, Preparedness,
Response, and recovery.
Mitigation: Mitigation is the ability to limit death and economic damages by lessening the impact of disasters. The
mitigation phase primarily focuses on preventing future emergencies or minimizing potential effects by reducing the
probability an emergency will take place or reducing the effects of unavoidable disasters.. Mitigation can place before and
after an emergency happens. Effective mitigation requires a sound understanding of risk management.
Preparedness: Preparedness is the state of being ready for action during a disaster or emergency. The preparedness phase
is achieved and maintained through a continuous cycle of planning, organizing, training, equipping, exercising, evaluating
and taking corrective action (The Preparedness Cycle). Evacuation plans and emergency shelters are examples of
preparedness plans. Preparedness takes place before a disaster takes place.
Response: Response consists of actions taken to prevent death and further damage during an emergency situation. The
response phase is putting the preparedness phase into action. Examples of response include evacuating a disaster area,
seeking shelter, etc. Response activities take place during an emergency.
Recovery: Recovery is the ability to return to a state of normal function with minimal suffering and disruption of services
following a disaster. Disaster and financial assistance are examples of recovery that aids individuals and communities.
Recovery assistance can be provided at local, state, federal, or private sector levels. The recovery phase takes place
following a disaster.

spread across the State to provide accessible health care to all communities. There are also hospital support services and
palliative care facilities.

such as host country context, assimilative capacity of the environment. And other project factors are taken into account.
The applicability of specific technical recommendations should be based on the professional opinion of qualified and
experienced persons. When host country regulations differ from the levels and measures presented in the EHS Guidelines,
projects are expected to achieve whichever is more stringent. If less stringent levels or measures than those provided in
these EHS Guidelines are appropriate, in view of specific project circumstances, a full and detailed justification for any
proposed alternatives is needed as part of the site-specific environmental assessment. This justification should
demonstrate that the choice for any alternate performance levels is protective of human health and the environment [3]

notable as one of the major issues in metropolitan cities. Emergency vehicles like ambulance and fire trucks need to reach
their destinations at the earliest. If they spend a lot of time in traffic jams, valued lives of many people may be in danger.
Here the image sequences from a camera are analyzed using various edge detection and object counting methods to obtain
the most efficient technique. Then, the number of vehicles at the intersection is evaluated and traffic is efficiently
managed. The traffic signal indication continuously glows to green as long as the emergency vehicle is waiting at the
traffic lane. After the vehicle crossed the junction, automatically the traffic signals follow the previous pattern generation
of traffic signals. This can be implemented in LABVIEW” [4]

V. CONCLUSION AND FUTURE WORK
Conclusion:
The Emergency on Road service is one of the main concern about save the citizen life by an accident and give the
suggestion about Road access means Easy Direction, Traffic information, and Easy service when vehicle Breakdown,
Accident with the help of Patrol Services, Ambulance Service Provider and Hospital Management. The Road service
provides a free service and safety services for all certain time by winter, monsoon season. And also assist traffic.
Future Work:
The Emergency on Road service future work wills handle and analysing all equivalent requirements. Future Main one is
Vehicle Insurance and Policy analysis, toll analysis, Vehicle analysis in all freeways, Breakdown analysis and Handling,
Accident handling and analysis, service provider analysis and also mainly traffic analysis and finally time analysis using
Hadoop.
