SMART ENERGY
Electric Utilities in DR had unsuccessfully tried since 2002 to implement prepaid metering,
choosing the wrong technology or not following thru with a good implementation. With
distribution losses of over 40% and about 55% of electricity users not being metered (35%
were not even billed), in 2008 we saw a great business opportunity for prepaid metering (since
80% of telephone users were prepaid). In 2009, we were the first ones to partner with a
private utility and successfully implemented a prepaid metering program. After much
persistence, in 2012, we provide the same metering technology to the State-owned utilities,
and could reduce distribution losses from 98% to less than 10% in 1 year. They reached this
milestone with over 95% customer satisfaction. For this achievement, we were publicly
recognized by the State-owned electric holding´s CEO.
DOMINICAN PENSION FUNDS ASSOCIATION
With the mandate from member Funds to develop the Association from grown zero while
assisting the congressional commission for pension reform and, overseeing the creation of
favorable public opinion, we faced the awkward opposition from union leaders. However, I
could convince one of them of the many benefits of the proposed pension reform, and
leverage his changed position in favor of its approval. 17 years later, pension fund assets
represent about 20% of GDP. I was 1 of 3 candidates for the pension funds Superintendent
