EATSF STRETCHES THE FOOD
BUDGET FOR LOW-INCOME FAMILIES
More than a quarter of San Francisco residents
are low-income. Of these, a third cannot afford
nutritious food. That’s 80,000 people in a city
known for good food who cannot afford fresh
fruit and vegetables.
In California, many low-income seniors and
adults with disabilities are not eligible for
CalFresh (formerly known as food stamps). This
means that 45,000 people in San Francisco who
need help to buy food can’t get it.
EatSF helps families extend their limited food
budgets. Our vouchers fill the gap during that
difficult second half of the month when income
runs out.
Participants say that the vouchers are
a stabilizing influence in their lives.
Knowing they will get the voucher,
they worry less about where their
next meal is coming from or about
how to obtain healthy foods for
their growing children.
So far, thousands of San Franciscans
have benefited from EatSF
vouchers and are eating more
fresh fruits and vegetables
every week for free.
EATSF HELPS FAMILIES DEVELOP
HEALTHY HABITS
EatSF helps low-income residents integrate
more nutritious foods into their diets.
The weekly vouchers are time limited, so users
get in the habit of shopping regularly for produce
at stores located in their own neighborhoods. The
vouchers allow families their choice of healthy
produce that fits with their culture and tastes.
EatSF partners with nutrition education agencies
to help participants learn more about nutrition.
A key element of the program is learning how to
choose and prepare fruits and vegetables on a
limited budget.
Just six months in the EatSF program – with our
combination of education and food vouchers
– helps people develop life-long
healthy eating habits. 99% of EatSF
participants are eating more fruits and
vegetables as a result of the program.
In fact, 57% of participants have
increased their daily intake by half a
serving per day – enough to improve
their health immediately.

EATSF IS GOOD FOR THE WHOLE NEIGHBORHOOD
Too few retail outlets in low-income
neighborhoods sell healthy and affordable foods.
Neighborhoods like the Tenderloin, South of
Market, and Bayview become food deserts where
access to nutritious foods is hard to find.
Organizations like Healthy Retail SF and
neighborhood coalitions work with local store
owners to see that fresh fruits and vegetables are
stocked nearby, where low-income residents can
access them.
But many store owners find that produce doesn’t
sell. They regularly discard spoiling fruits and
vegetables because neighborhood residents can’t
afford them.
EatSF works with neighborhood stores in low-
income neighborhoods. Store owners who accept
the vouchers say that EatSF has changed what
food their customers buy. They are re-stocking
fruits and vegetables more often and throwing
away less. This allows stores to increase the
variety and quality of produce they stock.
By increasing a neighborhood’s supply and
quality of fruits and vegetables, our voucher
system supports the healthy eating habits of both
residents who use the vouchers and those who
don’t use them, but shop in the same stores.
This also helps the neighborhood’s economy.
EatSF vouchers must be used in two weeks,
so investment back into the local economy
is immediate, creating a multiplier effect. The
money helps to pay salaries for store clerks,
produce delivery drivers, and the farmers who
grow the crops.

5. EATSF SAVES PUBLIC
HEALTH DOLLARS AND
BENEFITS COMMUNITIES
People in the Tenderloin, South of Market Area, and
Bayview Hunters Point go to the emergency room or are
admitted to the hospital much more often than people
in other neighborhoods for conditions such as high blood
pressure, heart failure, and diabetes.
Low-income people with diabetes are 27% more likely
than other people with diabetes to be admitted to the
hospital for low blood sugar during the 4th week of the
month. This is when money runs out for food.
People at risk for diseases affected by diet, like obesity,
high blood pressure, and diabetes, can prevent health
problems through good nutrition and moderate exercise.
EatSF helps low-income people buy the fresh produce
they need to stay healthy, both today and in the future,
and thus spend less of their money on medical care.
This helps the community as well: more money spent on
preventive care saves the city in long-term health costs.

6. EATSF
PROVIDES THE MISSING LINK
Many organizations educate their clients in health and nutrition so that
they can stay healthy. What has been missing is the means for people to
get fresh fruits and vegetables after the class and the coaching are over.
EatSF distributes vouchers to participants through local community
organizations and clinics. EatSF works as a natural addition to nutrition
and health-and-wellness programs in these organizations. Our program
is easy for distribution sites to integrate into their work flow, and the
vouchers serve as incentives for clients to participate in managing
their health.
It’s easier for EatSF participants as well. They can get nutrition and
healthy living advice from organizations they already visit, then take their
vouchers to a store near their homes and get the produce they’ve been
advised to eat.
All EatSF participants are eating more fruits and vegetables and over half
say that EatSF has made it easier to eat a healthy diet. These changes
keep people healthy and save on medical care expenses in the long run.
