• Onderbenutting van voertuigcapaciteit, veel voertuigen voor
groepsvervoer staan stil tussen de pieken aan het begin en einde
van de werkdag.
• Verschillende aanbestedende partijen en concessiehouders
maken het moeilijk vervoersmiddelen efficiënt in te zetten. Het leidt
tot optimalisatie binnen percelen maar tot versnippering en
inefficiëntie van het geheel.
• Sommige doelgroepen vragen een hogere kwaliteit dan in het
huidige vervoer tegen een redelijke prijs wordt geboden.
• Overgang van de functie “begeleiding” uit de AWBZ naar Wmo
maakt het mogelijk regie te voeren over meerdere vormen van
groepsvervoer.
