This working paper from the United Nations Human Rights Council calls on member states to take steps to prevent terrorism and related activities. Convinced that the suppression of acts of international terrorism, including those in which
states are directly or indirectly a part involved, is an essential element in the maintenance of
international peace and territorial integrity of states,

manifestations,
Recalling the 1951 convention on the Status of Refugees, UNGA Resolution 50/6, 51/210,
UDHR, UNSC/RES/1373, UNSC/RES/1267, UNSC/RES/1368, UNSC/RES/1172
1. Calls Upon all member states to take necessary steps to prevent and counteract,
through appropriate domestic measures the financing of terrorist organizations
regardless of the fact whether such funding is direct or indirect through which also
claim to have charitable, social or cultural goals or which are engaged in unlawful
activities such as illicit arms trafficking, drug dealing and racketeering, including the
exploitation of persons for the purpose of funding terrorist activities, and in particular
to consider, where deemed appropriate and necessary, adopting regulatory measures
to prevent and counteract movements of funds suspected to be intended for terrorist
purposes without impeding in any way the freedom of legitimate capital movements
and to intensify the exchange of information concerning international movement of
such funds;
2. Reaffirms the member states to adopt measures as may be necessary, including, where
appropriate, domestic legislation, to ensure that criminal acts within the scope of the
agenda discussed are under no circumstances justifiable by considerations of a
political, psychological, ideological, racial, ethnic, religious or of a similar nature;
3. Emphasizes upon the salient fact that state parties must take appropriate measures in
conformity with the relevant provisions of national and international law, including
international human rights law, for the purpose of ensuring that refugee status isn’t
granted to any person in respect of whom there are serious reasons for considering
that he or she has committed an offence;
4. Urges the United Nation International Children Education Fund to investigate into the
matters regarding the recruitment of the Child soldiers and the human rights violation
against them;

2. 5. Further urges the council to incorporate killing of journalists as a war crime under the
article VIII (b) of the Rome Statute;
6. Encourages the member states to raise awareness regarding the threats of cyber
terrorism via peaceful government- funded campaigns and educational drives;
7. Requests for uniform protection standards for the Refugees, Internally Displaced
Persons and the asylum seekers;
8. Urges for establishing a watchdog to look over the arms deal taking place around the
globe and a periodical reporting of the same in the Office of Disarmament Affairs;
9. Calls upon member states to safeguard while countering terrorism the right to privacy
in accordance with the Universal Declaration of Human Rights and urges them to take
measures to ensure that interferences with the right to privacy are regulated by law,
subject to effective oversight and appropriate redress, including through judicial
means or other means;
10. Calls Upon all member states to actively censor the websites and the youtube channel
of the terrorist outfits according to the United Nations Security Council Al Qaeda and
associated entities Sanctions List (2001);
11. Urges member states to promote good governance by informing the public about the
bodies responsible for taking decisions about the regulation of freedom of speech and
expression to ensure greater transparency.
