The document discusses how 81% of construction projects in Oregon are awarded through exemptions from public bidding, favoring a small number of large contractors. It notes that in 2005, over $1.3 billion in public contracts went to just 7 contractors. This lack of available public projects is causing many other qualified contractors and subcontractors to go out of business. The document argues that exemptions allow favoritism and lack of transparency, and that more projects should be open to public bidding.
The document shows how an initial investment of $50,000 or $100,000 can grow to millions of dollars over 15 years with a 22% annual rate of return. It also provides examples of lower annual rates of return from 17% and 4% and the longer time periods needed for investments to reach the same levels of return.
This document discusses installing, managing, and troubleshooting hardware in a Windows XP system. It covers physically installing devices, loading device drivers, and testing hardware. The document provides tips for troubleshooting devices that are not functioning properly, including checking hardware and drivers, and attempting safe mode. It also discusses managing and updating device drivers, as well as creating hardware profiles to enable or disable devices for different situations.

Gregory Garrett presented on IDIQ (Indefinite Delivery, Indefinite Quantity) contracting from the perspectives of the US Federal Government, prime contractors, and subcontractors. He discussed both the benefits and challenges of IDIQ contracting. From the government perspective, IDIQ contracts provide flexibility but can also lead to open financial liabilities and late deliveries if not properly managed. For prime contractors, IDIQ contracts provide opportunities for work and revenue but require investment and managing subcontractors can be difficult. Subcontractors can partner with primes for revenue, but face risks if primes do not provide expected funding or work.

States are increasingly authorizing alternative project delivery methods like design-build and construction management at risk to help public agencies complete construction projects more efficiently. The use of these methods is growing in both public and private sectors. While they provide benefits like reduced costs and schedules, they also introduce new risks that all parties must understand and address. As the market for alternative delivery continues expanding, owners, designers, and contractors must work together to fully leverage the team approach and ensure projects succeed.

It would mean a catastrophe for you and your family. Public Projects should always allow every qualified contractor to bid. Exemptions are favoritism. Emergency Declarations made by public agencies for the purpose of Exempting a project from the Public Bid Process should be strictly limited to the emergency description set by FEMA. Any other Emergency Declaration is simply fraud. Don’t allow abuse of the Exemption Rule in ORS 279c.015 or ORS 279.335. The Oregon University System should not exempt projects for any reason. The tax payers providing the funds for such projects should have construction costs substantiated through the OPEN Public Bidding Process. Keep the Door Open On Public Projects!
