We’ve learned a lot about how to invite everyone into the design process and what happens when we introduce design workshops, usability testing, field observations and other UX/IA/UCD approaches in projects to change how voter registration works? Turns out that it’s possible to bring government lawyers, rights advocates, and government agency staff together to solve the tough problems of implementing a new law.
This session will look at how to not only manage a complex and diverse group of stakeholders, but get them engaged as active partners in the design work of getting the user experience right, through a case study of work in several states in the U.S. that are changing how voter registration works.
The new approach, called “automatic voter registration” turns one of the basic elements in the service design of elections on its head, changing it from a registration process that puts the burden on the voter to incorporating voter registration into other routine transactions. The concept is simple, but the details matter because mistakes can disenfranchise voters or even expose them to legal jeopardy.

In June of 2016 you begin your first week as an intern at the Happy Town Police Department. As an intern, you develop a good rapport with Police Chief Rodney Hurt.
On the second week of your internship you begin to ask questions (of the police officers you have been working with at the department) concerning the Uniform Crime Rate. You tell them you are taking a class at Strayer University and are interested in gaining a better understanding of statistics and the application of statistics to law enforcement.
The following day you are greeted by Sergeant Gunn. She provides you with Part I crime data over the past five years that were submitted to the Federal Bureau of Investigation for the Uniform Crime Report. The Part I information provided to you by Sergeant Gunn is a compilation of crime data drawn from four areas: Happy Town, Frown Town, Smooth Town, and Cool Town.
After a review of the crime trends, you are alarmed at the rate of crime reported in these four towns. You are now curious to dig a little deeper and make some comparisons across the data provided to you.
Task
Your task is to write a report for the Chief of Police Rodney Hurt. He will use the report for his news conference in regard to the public’s concern for the increase in crime over the past five years. In the report, you will include the following:
1. A definition and description of the Uniform Crime Report.
2. A description of the data-gathering strategy for your report and a rationale for why you chose this technique
3. A discussion of the crime trends comparing Happy Town, Frown Town, Smooth Town, and Cool Town over the past five years.
Your report should clearly describe all the details necessary for the Chief’s news conference. Your answers will be judged not only on the accuracy of the information you provide, but also on how thoroughly the information is covered, how effectively the report is organized, and how well your writing reflects the conventions of standard written English. Proposal to Town Council: River City Police and Sheriff Services Merger
Background
Several months ago, the Town Council approved the first steps into investigating the cost effectiveness of maintaining the River City Policy Department. The City Manager was approved to begin an audit due to the financial challenges our small town is facing. River City is a small community formed over 25 years. Most citizens earn below the median income; it is a retirement community with a population of less than 40,000 people.
River City Police Department was formed to provide immediate services to its community rather than contracting out to another agency. At the time, this provided employment opportunities for residents.
During the course of this meeting, we will hear from the City Manager, and the Finance Director to receive findings regarding the financial findings from recent audits of the department, and recommendations on how to proceed.

As new employees are hired and older employees stay on the payrolls, the governments continue to run in the red. This has led to a trend of state, county, and local governments to contracting out services that once were held in their sphere. According to Jepson, Ruddy, and Salerno, “Despite using aggressive return and discount rate assumptions, defined benefit pension plans of government entities in the U.S. currently have an estimated pension liability of over $1 trillion (Jeppson, 2018).”
Usually the fiscally responsible thing to do is to contract out emergency services. This will lesson or even out right terminate the cost. Unfortunately, when it comes to local government issues, the choices made to cut or terminate positions can lead to strife and outright hostility between neighbors and friends. There is a political cost to making cuts as families and traditional ways of doing things are turned upside down. Since the beginning of the United States, clusters of citizens that incorporated became towns and bigger groups. These groups have had a common bond through trials and tribulation and society interactions. According to Bourns and Nelligan, “The political history and geography of the United States promoted the development of decentralized government and the establishment of thousands of cities and towns during the nineteenth and twentieth centuries. Sometimes these population clusters were widely spaced, but often they grew up closely bunched into “metropolitan” areas (Nelligan & & Bourns, 2011).”
