EVENT OVERVIEW
The event focused on the role procurement and supply
chain management can play in times where economic
growth is slow and legislative initiatives have impacted
procurement and SCM in ways never before imagined.
Procurement and supply chain executives were
encouraged to think carefully about the likely effects of
legislation, the economy, labour and political unrest on
their organisational strategy. The need for competency
when increasing expenditure was stressed.

Specific topic deliberations and highlights WORKSHOP OUTCOMES - 15 SEPTEMBER 2016
INTERNATIONAL PRESENTATION: Rebel against the norm - From price savings to strategic
value: creating a revolution without a civil war (a bad reaction)
This presentation was a reminder of the challenges facing the global economy (war, recession
and environment). It created a roadmap for every successful procurement transformation so far:
characteristics of each stage, from price savings to strategic value. Emphasis was given to help
executives escape the savings trap and actually move from price savings to strategic value: creating
a revolution without a civil war (a bad reaction).
DEBATE: What is a procurement executive’s appropriate commercial response to the
economic crisis?
The global economy relies in large part on complex supply chain networks that facilitate trade
and keep businesses competitive. CPOs and supply chain executives were encouraged to realise
the commercial significance of their decisions to the organisation. Strategies that are based on
traditional practices will simply become irrelevant. Create value through the commercialisation of
procurement.
INTERNATIONAL KEYNOTE PRESENTATION: The reinvention of procurement: 5 ways to
turn crisis into opportunity using supply chain levers
Procurement is at an inflection point. For many leading companies, procurement has been
transformed into a linchpin of enterprise strategy. Yet many remain trapped in outdated paradigms
and struggle for influence within their companies. The presentation was how organisations can
reinvent the procurement function and put the past behind them.
TECHNOLOGY ALIGNMENT KEYNOTE PANEL DISCUSSION: Integrating technology into
your compliance strategy for optimal effectiveness, results and efficiency
Global supply chain networks form the backbone of the global economy, fueling trade, consumption
and economic growth. Disruptions to supply chains can be costly. The panel was about assessing
the stability and technological resilience of supply chain and procurement strategies to ensure that
technology helps reduce risk and unearth new opportunities.
PANEL DISCUSSION: Driving operational excellence through capacity development
Capacity development equips individuals, organisations and societies to obtain, strengthen and
maintain the capabilities to set and achieve their own development objectives over time. Capacity
is about growth, growth of the individual in knowledge, skills and experience. This panel looked at
assessment of skills as a way of future thinking, sustainability and integrated planning necessary in
developing world-class procurement professionals that are skilled and competent.
COST CONTAINMENT: A new survey has revealed that a majority of Chief Procurement
Officers (CPOs) said short-term cost reduction and cost containment is a higher priority
than long-term growth.
Reducing spend with third-party suppliers, driving down the cost of procurement, managing supply-
led risk and harnessing true innovation from the supply base remain the most significant business
objectives that the CPO must address. Given today’s challenging economy, organisations of all kinds
face intense financial pressure from such factors as slowing sales, squeezed profits and hard-to-
raise capital. In response, many CPOs globally are setting strategies to limit their operational costs.
The panel addressed how a CPO demonstrates competency whilst increasing expenditure. It also
provided answers to ways in which CPOs turn external financial crises into internal opportunities.
The New BEE Codes: closing the gap between conformance and
performance - practical application.
Transformation, transition or regression? The workshop looked at new regulations, the
New B-BBEE Codes of Good Practice in relation to other policies. Question answered:
What is the current practical application of current legislation governing supply chain
management (PFMA, B-BBEE, PPPFA)? The workshop unpacked these current legislations
and understand the realities of compliance costs.
Buying is the spending of money, procurement is the creation of
value! Unpacking the need for increased RONA, greater NPMs and
increased production outputs that reduce unit fixed costs and curtail
variable costs.
This workshop was about a basic exposure to strategic sourcing executed through a
7-step process - a formal approach that results in the optimal selection of suppliers
and alignment of the supply chain to deliver best value to the organisation and its
requirements. The strategic sourcing process is reproducible, analytical, and leads to
an increase in value, either by reducing total cost or increasing the service and quality
provided.
Practical application of value analysis/value engineering in
procurement.
When a company introduces a new product into the market, it can either choose to
focus on costs, i.e. work towards the lowest possible cost and hopefully be able to set
a selling price that secures a large percentage of the market, and achieve a high level of
profit, or focus on differentiating its product to make it more attractive to consumers.
Both are critical, but where do you draw the line as a procurement expect? This was the
issues addressed through the practical application of value analysis/value engineering
workshop
Local production and local content (PPPFA) in the public sector: the
designated sectors, calculations and paperwork.
Procurement of locally manufactured products is one of the levers identified by
government to support industrial development. What are the success factors and
opportunities? Are you aware of the pitfalls? This workshop provided practical guidance
to local procurement and designations.
Effective contract management: efficiently improving value for money
through your relationships with suppliers and contractors.
One of the key aims of contract management is to obtain the services as stated in the
contract and achieve value for money. This means optimising the efficiency, effectiveness
and economy of the service or relationship described by the contract, balancing costs
against risks and actively managing the customer and service provider relationship.
Question answered: How do you achieve this through your relationships with suppliers
and contractors?
Demand management in the public sector: moving beyond
procurement planning!
Increased supply chain complexity puts pressure on key financial metrics e.g. cost of
procured goods, logistics, working capital and cash flow. The consequence is higher risk
of supply chain and related financials. The workshop was about optimising SCM in the
public sector through cost to-serve through better analytics in demand planning.

C-level executives need rapid access to knowledge and
expertise. The CXO Forum, hosted by SAP Ariba draws
together peers and experts to share experiences on personal
and corporate success. Harnessed intellectual capital. The
CXO Forum offered C-level executives a safe haven where
peer-to-peer discussion of ideas and solutions could take place
in an environment of collaboration that builds collegiality.
This year Jonathan Hughes, Harvard Graduate, Partner,
Strategic Sourcing Supply Chain Management Practice
Leader, Vantage Partners, USA; Ian George, International
Procurement Transformation Lead, United Kingdom; and
Gregory Mofokeng , Chief Executive Officer, Empiric Steel,
Secretary, Black Business Council joined our CPOs for an
informal discussion over lunch.

2nd
Annual Women in Supply Chain Luncheon, part of Smart Procurement
World Indaba, is an initiative aimed at celebrating and supporting its women.
The evolution of supply chain, from being tactical to having a strategic fit in the
business, has led to a lot of exciting dynamics within organisations, some of which
includes innovation, women entrepreneurship in logistics and further advancement of
increasing the profit margins of the organisations. Industries have seen the transitioning
and repositioning of supply chain as a key driver to profitability within the business.
The Women in Supply Chain Luncheon additionally promoted career mentorship as a
key pillar in retention and succession strategies that address the specific needs of the
women in their organisations.
The luncheon was hosted in partnership with Awisca and Inwego.
This year we honoured three leading women in supply chain who have demonstrated
business excellence and the highest standards of ethical conduct, integrity and
governance. They have led the way for many women in this profession.

SAB KickStart hosted their valued Alumni with successful business, to an exclusive SME Market Linkages
Breakfast as part of Smart Procurement World Indaba Johannesburg. The selected entrepreneurs met
and networked with procurement key decision makers in various companies. Value chain linkages are
one of the primary mechanisms to drive entrepreneurship and enterprise development. The private
sector, using core competencies has the power to accelerate the success of SMEs through enabling
market access within their supply chains. Yet, many entrepreneurship and enterprise development
programmes fail because programmes are not linked to markets.
SAB KickStart’s efforts to contribute to growing sustainable youth owned enterprises that create jobs
and generate stable revenue is paramount in their strategy to develop entrepreneurs. They believe
in the power of collaboration for continued market development, hence extended this invitation for
the entrepreneur to access broader collaborative ecosystems by meeting with various procurement
buyers across the private sector.
The objectives were for the attendees to;
· Network with private sector procurement buyers and pick up new business leads
·	Hear from other KickStart entrepreneurs who have secured work as a result of the support from
SAB KickStart.
· Get a clear overview of private sector buyers’ procurement requirements
·	Present your business services directly to key decision makers from various companies in a relaxed
environment
·	Benefit from one-to-one engagement with buyers from a wide range of sectors and purchasing
requirements

GAUTENG TREASURY ASSISTS SMME’S WITH REGISTRATION ON THE CENTRAL SUPPLIER
DATABASE (CSD)
Earlier this year it was mandated by National Treasury that all suppliers who want to do business
with the State must be registered on the Central Supplier Database (CSD) .
Whilst this is in accordance with National Treasury’s aim to increase transparency in procurement,
improve efficiency and reduce costs through electronic registration and verification, it also has
benefits to local suppliers and small businesses. A key feature of the database is that government
procurement officials will be able to identify local suppliers throughout the country.
Gauteng Provincial Treasury , Absa Enterprise Supplier Development Expo and Smart Procurement
World were pleased to to provide at this years event the opportunity for small businesses assistance
with registering on the Central Supplier Database (CSD).
This was provided at no cost to all attendee and visitors.

Mama mia!
It’s passion

Piccola Italia
Shop 16, Monument Park Shopping
Centre, Skilpad Street, Monument Park

W
HEN I wanted to
take a colleague to
lunch on her retire-
ment and wanted
it to be something
special and what she would enjoy,
Piccola Italia came to mind.
It’s out of the way for many and
part of a shopping centre (but one
of those where you park in front of
the individual shops) but all that
becomes irrelevant when you meet
the two women whose brainchild
this charming Italian restaurant is.
You can see the gentle touch of
these two women, Ilse Secchi and
Marietjie Gevers, in everything.
Ilse and her husband used to have
an Italian deli in Sunnyside, which
then turned into a deli in Brooklyn
Mall, Gala. Finally, she teamed up
with Marietjie who for many years
was the head of TUT’s culinary
section and established their first
restaurant Bouquet Garni.
They’re both food lovers, cook
marvellously and have a lovely way
with people which is what this kind
of neighbourhood haunt needs. It
should be up close and personal –
which is exactly what and who these
two women are. They complement
one another perfectly. And contrary
to what is said about female feuds,
they’re still the best of friends which
is evident when you watch them
operating in the restaurant.
But being double trouble also
means that they’re hands on at
different times, and that is always
important.
The have worked out a way that
suits them individually to be at the
restaurant and through the years
they have nurtured and trained staff
who know what they’re doing. Their
husbands are also both involved
which further ups the family focus.
For my friend’s farewell meal, I
asked the two women to make their
own selection of favourites for us.
It started off with a clever combo
of carpaccio and caprese in one meal
and their unusual Mulligatawne
soup (an Ilse special which I will
return for again and again) as start-
ers. This was followed by a Piccola
special of spaghetti aglio and olio
combined with prawns, nuts, rosa
tomatoes and rocket which is special
– the perfect dish.
But there’s so much more,
depending on personal choice.
There’s Lumaconi, pasta shells filled
with minced veal and spinach with
a napolitana and cheese sauce top-
ping, or their spaghetti meatballs,
straightfrom Mama’s kitchen.
Something more filling could be
their Neapolitan lamb Puttanesca
with olives, capers and anchovies
or one of their fish specialities. Like
everything else, the portions are gen-
erous but not overwhelming.
The menu allows you to cover the
full Italian spectrum. On the night
you might just feel like one of their
speciality pastas or perhaps a home-
made pizza.
A good idea is to ask either
women for a suggestion. This is the
kind of place where you will find
care and comfor.
The feel is informal but never
sloppy. It’s quite small, so there’s a
hands-on approach and after a few
visits you will be part of the family.
Opt for their house wine which is
an Italian Zonin either red or white,
sold by the bottle or served by the
glass and a perfect accompaniment
to their flavoursome food.
Having caught up with the two
women who I have known for a long
long time, I was also invited to one
of their special wine evenings (see
sidebar).
Marietjie was very excited
because her meal would be deter-
mined by some Namib truffles and
her husband, Karel, who was man-
aging things on the night, explained
the intricacies of this delicacy. It is
not an easy ingredient to procure or
to prepare but she put together the
perfect menu.
The wine on the night was Rupert
and Rothschild and they started us
off with typical Italian canapes
which meant bruschetta with
caprese or salmon and a few more
options, perfect to get the evening
started and sooth those who are a
bit peckish after a hard day’s work.
This was followed by a classic
Italian starter: Guanciale (cured
and smoked pork cheek), prosciutto
(Parma ham) with avo, strawberry
and green beans. It was as pretty as
it was pleasing.
Risotto is one of my favourite
foods. It’s that comfort thing but it’s
so much more. And on the night,
Marietjie had chosen abalone as her
flavourant which was truly special.
It stunningly matched the unusual-
ness of the truffle for the next dish.
I could eat that risotto day and night,
it was simply exquisite.
But so was the star of the night,
the Namib truffle, served with a
duo of Springbok to truly celebrate
South African produce. And even
with these dishes suggesting a too
elaborate meal, the balance was as
brilliant as the food.
The dessert on the night was a
polenta orange cake infused with
rose geranium extract. It had a kind
of sun-drenched childhood nostal-
gia.
It was a night to remember on
many different levels, from the
food to the company but more than
anything a toast to the two special
women from Piccola Italia who know
exactly why and for whom they’re in
the food game.
Their prices are competitive and
reasonable with pizzas and pastas
between R55 and R115 while meat
dishes vary and reach no more than
R125. This restaurant is one with a
beating heart, warm and generous,
which is why you will keep going
back.

Rupert Rothschild Wine notes by
HENNIE FISHER:
Those who have read the 2010 best-
selling family memoir by Edmund de
Waal, The Hare with Amber Eyes, will
recall the author’s indepth research into
his family history, and the fortune that
the Ephrussi family lost as a result of
Hitler’s diabolical plan to annihilate the
Jewish people.
The book firmly shows links between
the Ephrussi family and the Rothschilds
(both families established banking and
other business interests throughout
Europe and inter-married to spread
their reach and fortune even wider).
Although the Ephrussi name was all
but wiped out, the Rothschild name
became established worldwide as the
benchmark for untold wealth.
The Rupert name is our proudly
South African equivalent of the same.
No wonder then that the Rupert
Rothschild families teamed up to
produce high-quality wines.
Their label, Rupert Rothschild
Vignerons, currently offers three wines:
the Classique; the Baroness Nadine
Chardonnay and the Baron Edmond,
which we tasted at Piccola Italia
restaurant.
The 2014 Classique, a blend of Merlot,
Cabernet Sauvignon, Cabernet Franc
and Petit Verdot, is fruity and sensuous,
full of berries and with a hint of
cinnamon.
The RR Baroness Nadine, which
was paired with an abalone risotto,
showed lovely grapefruit and lemon
flavours – a perfect companion for the
seafood risotto. Although the wine
was fermented in stainless steel, it was
subsequently aged in 300 litre French
oak barrels, which made a perfectly
integrated and balanced wine.
The Baron Edmond, Rupert
Rothschild’s Bordeaux blend, is
deep, rich and full, creating a totally
pleasurable wine to drink and savour.
This wine was a hit paired with Kalahari
truffles and shredded springbok. We
were also served Champagne Barons
de Rothschild Brut and Brut Rosé. Both
were super luxurious and elegant. But
the current exchange rate will do you
no favours, since these wines sell at
R580 and R765 respectively.
RICH, ELEGANT WINES, COURTESY OF RUPERT ROTHSCHILD
Colour can influence drinking
THE shape, size and colour of your
crockery, cutlery and cups can influ-
ence how much you eat and drink,
research suggests.
So, today’s tip for tipplers: drink
red wine from a clear glass
The colour of your glassware can
impact on the amount you drink.
Drinking white wine from a trans-
parent glass, for example, can mean
you consume 9.2% more than you
would if you were drinking red wine
from the same glass.
That’s because there is no colour
contrast to help you monitor how
much you’re drinking. – Daily Mail

11NEWSThe Star WEDNESDAY SEPTEMBER 14 2016
S TIMULATING eco-
nomic growth through
small business deve-
lopment is SA’s major trans-
formation goal. But the
injection of billions of rand
into enterprise and supplier
development (ESD) by the
South African corporate
sector has not realised its
potential to impact on socio-
economic transformation.
Nor has this commitment
accomplished the full inten-
tions of the BEE codes.
Despite this imbalance,
enterprise and supplier
development initiatives have
not only become elements
of B-BBEE but also been
accepted at a global level as
an effective way to combat
poverty.
In light of this, the object-
ive of enterprise and supplier
development is to create sus-
tainable businesses which
grow and lead to job creation,
which in turn contributes to
economic growth.
Enterprise development
in South Africa will allow
for the growth of more busi-
nesses that can provide those
entering the job market with
opportunities, and will ensure
that the provision of these
opportunities is sustainable.
ESD programmes should
be aimed at transferring
skills and wealth, and lead to
sustainable growth. For this
reason, ESD initiatives must
be carefully thought out and
strategically approached.
Economic growth is key
to addressing unemployment,
gender equality, health and
other poverty-related issues
worldwide. ESD is an import-
ant tool and essential element
to economic growth.
Through ESD, people can
earn a living and rise out of
poverty. In turn, over time,
they create jobs as well as
empower other individuals
and the communities in
which they live.
KeaObaka Mahuma, head
of enterprise and supply-
chain development at Absa,
says: “We recognise the
importance of SMEs as an
engine of economic growth.
As a bank, we are commit-
ted to developing sustainable
SMEs in corporate supply
chains.”
“By collaborating…,
Absa will be able to provide
their SME suppliers who
would not qualify for lending
through traditional channels
with access to development
finance. We will assist SMEs
through a new state-of-the-
art enterprise development
centre.
“By unlocking the poten-
tial of SMEs, Absa can play a
meaningful role in supporting
job creation in the commun-
ities and help them prosper,”
says Mahuma.
At its heart, ESD is about
leveraging procurement
spending to promote skills
development and job creation.
Although this topic is high
on the national agenda, it is
often difficult to implement
effectively at an organisa-
tional level.
To facilitate this, Smart
Procurement World offers
a platform of opportunities
for SMMEs through the Absa
Enterprise and Supplier
Development Expo.
“The expo is committed
to building the business of
entrepreneurs and supports
the business case for ESD
initiatives in South Africa,
helping to develop sustain-
able, efficient and profitable
enterprises that are able to
grow the economy” says Deb-
bie Tagg, chief operations
officer at Smart Procurement.
The expo promotes the
economic motivations behind
the new B-BBEE and position
them as a tool for growth
and sustainability that every
South African business owner
should learn how to use.
Big business will show-
case their own verified black-
owned business as part of
the enterprise development
programme. It is co-hosted
with the annual gathering of
all procurement and supply-
chain professionals in SA,
Smart Procurement World.
The expo affords black-
owned SMMEs highly rated
by their clients with an excel-
lent opportunity to be discov-
ered by other big businesses
attending the event.
Mahuma says: “We see the
summit and expo as an oppor-
tunity to facilitate and influ-
ence interactions between
owners of SMMEs and pro-
curement decision-makers in
corporate South Africa.
“We would be providing
SMMEs with a platform to
access new markets for their
products and services.”

W
HEN Joburg mayor
Herman Mashaba vis-
ited George Harrison
Park, he wondered why it had
not been turned into a heritage
site.
This is because the disused
shaft in Langlaagte where some
zama zamas are still trapped, is
located next to the site where
gold was discovered in 1886 by
George Harrison.
The park was declared a
national monument in 1944.
Mashaba, who went to the
park on Sunday afternoon after
the news of the trapped min-
ers broke, said the site had
historical significance. “This
is a place we should have pre-
served, it cannot really be a
place where illegal mining
takes place. We should be here
on a Sunday like this having
thousands of international and
local people coming to see and
experience the foundation of
our city.
“Johannesburg was built
around mining, gold in par-
ticular, why are we losing this
opportunity?”
The mayor said the illegal
miners should be working as
tour guides and bus drivers.
What Mashaba didn’t know
was that in 2009, Central Rand
Gold (CRG), which conducts
an open mining activity a few
metres away, signed a memo-
randum of understanding to
construct a R5 million heritage
precinct at the site.
But that never happened.
Jenny Moodley, spokes-
person for Joburg City Parks
and Zoo, told The Star that
CRG spent only R160 000.
“They committed to the
heritage aspect of the park but
only ended up paying for the
design of the park,” she said,
adding that Joburg City Parks
and Zoo decommissioned the
park a year ago.
“We put up a signboard stat-
ing that access was prohibited
following concerns over the
illegal mining.”
Moodley said the park was
under the curatorship of the
City of Joburg and the prov-
incial heritage body and that
Joburg City Parks and Zoo was
responsible only for its horti-
cultural care.
She said CRG excavations
on the south side of the adja-
cent mines left the area exposed
to illegal miners who used the
park to access the shafts.
The Star reported in 2014
how Keith Matier, CRG’s head
of geology, had said the group
wanted to develop the park into
a self-sustaining tourism hub,
providing the local community
with an income source through
stalls, shops and vendors.
But as the project design
progressed, it became appar-
ent that the area was not at all
suited for that sort of develop-
ment as the park was in a
semi-industrial zone, known
for its high crime rate.
“Much of this crime is, in
fact, linked to the underground
workings that form George
Harrison Park itself.
“While the park is no doubt
an important historical site,
nobody visits it for fear of
being mugged or worse,” said
Matier.
On a more practical note,
the park was too small to house
any real form of sustainable
tourism. There was barely
space for stalls and no space
for parking.
“More detailed discussions
with the community failed to
get their buy-in as they too
recognised the project wasn’t
sustainable. CRG were told that
the George Harrison project
wasn’t what they wanted,” he
said.

Could gold mine be heritage site?
Mayor thinks so, though occasion of his visit was a tragic one
SYNONYMOUS WITH MINING HISTORY: George Harrison Park was currently the scene of tragedy as illegal miners became trapped in a disused
mineshaft. When mayor Herman Mashaba visited the area, he wondered why it wasn’t a heritage site. PICTURES: BHEKIKHAYA MABASO
UNSAFE: George Harrison Park is closed until further notice. Plans to develop it into a tourism site have failed in the past. MEMBERS of the public will
be able to have a basic will
drafted by an attorney free of
charge during National Wills
Week, which started on Mon-
day and will end on Friday.
Attorneys’ firms throughout
the country are participating
in the National Wills Week pro-
ject.
A valid will allows you to
state who should inherit your
assets and property, to appoint
an executor of your choice for
your estate and also a guardian
for your minor children.
“By ensuring that you have
a valid will, you can protect the
interests of your loved ones
and ensure that your execu-
tor will act according to your
wishes as set out in your will,”
Law Society of South Africa
co-chairpersons Jan van Rens-
burg and Mvuso Notyesi said
in a statement.
People who have been
recently married, divorced or
widowed, or those who have
been cohabiting with their
partners for some time, should
also consider having a will
drafted.
If you have been cohabiting
with your partner, it is advis-
able to have a will to ensure
that there are not competing
claims on your estate. Simi-
larly, unmarried persons – par-
ticularly those who may have a
number of people who depend
on them financially – should
ensure they have a will in
place, as several people could
make a claim on their estate.
“Members of the public
have an opportunity to make
an appointment with a partici-
pating attorney of their choice
to have a free basic will rafted
during National Wills Week.
“The consultation and the
drafting of the basic will are
free of charge. Often members
of the public are reluctant to
approach an attorney for a will
as they are concerned about
the related costs,” said Barbara
Whittle of the Law Society of
South Africa.
There are no criteria as who
can apply for the free will, as
this is open to the public. Any
person aged 16 and over is free
to make a will, as everyone
should have a valid will.
Have your will drawn up for free

  • 14. 13 | Smart Procurement World and Enterprise Supplier Development Event Report Specific topic deliberations and highlights WORKSHOP OUTCOMES - 15 SEPTEMBER 2016 INTERNATIONAL PRESENTATION: Rebel against the norm - From price savings to strategic value: creating a revolution without a civil war (a bad reaction) This presentation was a reminder of the challenges facing the global economy (war, recession and environment). It created a roadmap for every successful procurement transformation so far: characteristics of each stage, from price savings to strategic value. Emphasis was given to help executives escape the savings trap and actually move from price savings to strategic value: creating a revolution without a civil war (a bad reaction). DEBATE: What is a procurement executive’s appropriate commercial response to the economic crisis? The global economy relies in large part on complex supply chain networks that facilitate trade and keep businesses competitive. CPOs and supply chain executives were encouraged to realise the commercial significance of their decisions to the organisation. Strategies that are based on traditional practices will simply become irrelevant. Create value through the commercialisation of procurement. INTERNATIONAL KEYNOTE PRESENTATION: The reinvention of procurement: 5 ways to turn crisis into opportunity using supply chain levers Procurement is at an inflection point. For many leading companies, procurement has been transformed into a linchpin of enterprise strategy. Yet many remain trapped in outdated paradigms and struggle for influence within their companies. The presentation was how organisations can reinvent the procurement function and put the past behind them. TECHNOLOGY ALIGNMENT KEYNOTE PANEL DISCUSSION: Integrating technology into your compliance strategy for optimal effectiveness, results and efficiency Global supply chain networks form the backbone of the global economy, fueling trade, consumption and economic growth. Disruptions to supply chains can be costly. The panel was about assessing the stability and technological resilience of supply chain and procurement strategies to ensure that technology helps reduce risk and unearth new opportunities. PANEL DISCUSSION: Driving operational excellence through capacity development Capacity development equips individuals, organisations and societies to obtain, strengthen and maintain the capabilities to set and achieve their own development objectives over time. Capacity is about growth, growth of the individual in knowledge, skills and experience. This panel looked at assessment of skills as a way of future thinking, sustainability and integrated planning necessary in developing world-class procurement professionals that are skilled and competent. COST CONTAINMENT: A new survey has revealed that a majority of Chief Procurement Officers (CPOs) said short-term cost reduction and cost containment is a higher priority than long-term growth. Reducing spend with third-party suppliers, driving down the cost of procurement, managing supply- led risk and harnessing true innovation from the supply base remain the most significant business objectives that the CPO must address. Given today’s challenging economy, organisations of all kinds face intense financial pressure from such factors as slowing sales, squeezed profits and hard-to- raise capital. In response, many CPOs globally are setting strategies to limit their operational costs. The panel addressed how a CPO demonstrates competency whilst increasing expenditure. It also provided answers to ways in which CPOs turn external financial crises into internal opportunities. The New BEE Codes: closing the gap between conformance and performance - practical application. Transformation, transition or regression? The workshop looked at new regulations, the New B-BBEE Codes of Good Practice in relation to other policies. Question answered: What is the current practical application of current legislation governing supply chain management (PFMA, B-BBEE, PPPFA)? The workshop unpacked these current legislations and understand the realities of compliance costs. Buying is the spending of money, procurement is the creation of value! Unpacking the need for increased RONA, greater NPMs and increased production outputs that reduce unit fixed costs and curtail variable costs. This workshop was about a basic exposure to strategic sourcing executed through a 7-step process - a formal approach that results in the optimal selection of suppliers and alignment of the supply chain to deliver best value to the organisation and its requirements. The strategic sourcing process is reproducible, analytical, and leads to an increase in value, either by reducing total cost or increasing the service and quality provided. Practical application of value analysis/value engineering in procurement. When a company introduces a new product into the market, it can either choose to focus on costs, i.e. work towards the lowest possible cost and hopefully be able to set a selling price that secures a large percentage of the market, and achieve a high level of profit, or focus on differentiating its product to make it more attractive to consumers. Both are critical, but where do you draw the line as a procurement expect? This was the issues addressed through the practical application of value analysis/value engineering workshop Local production and local content (PPPFA) in the public sector: the designated sectors, calculations and paperwork. Procurement of locally manufactured products is one of the levers identified by government to support industrial development. What are the success factors and opportunities? Are you aware of the pitfalls? This workshop provided practical guidance to local procurement and designations. Effective contract management: efficiently improving value for money through your relationships with suppliers and contractors. One of the key aims of contract management is to obtain the services as stated in the contract and achieve value for money. This means optimising the efficiency, effectiveness and economy of the service or relationship described by the contract, balancing costs against risks and actively managing the customer and service provider relationship. Question answered: How do you achieve this through your relationships with suppliers and contractors? Demand management in the public sector: moving beyond procurement planning! Increased supply chain complexity puts pressure on key financial metrics e.g. cost of procured goods, logistics, working capital and cash flow. The consequence is higher risk of supply chain and related financials. The workshop was about optimising SCM in the public sector through cost to-serve through better analytics in demand planning.

The selected entrepreneurs met and networked with procurement key decision makers in various companies. Value chain linkages are one of the primary mechanisms to drive entrepreneurship and enterprise development. The private sector, using core competencies has the power to accelerate the success of SMEs through enabling market access within their supply chains. Yet, many entrepreneurship and enterprise development programmes fail because programmes are not linked to markets. SAB KickStart’s efforts to contribute to growing sustainable youth owned enterprises that create jobs and generate stable revenue is paramount in their strategy to develop entrepreneurs. They believe in the power of collaboration for continued market development, hence extended this invitation for the entrepreneur to access broader collaborative ecosystems by meeting with various procurement buyers across the private sector. The objectives were for the attendees to; · Network with private sector procurement buyers and pick up new business leads · Hear from other KickStart entrepreneurs who have secured work as a result of the support from SAB KickStart. · Get a clear overview of private sector buyers’ procurement requirements · Present your business services directly to key decision makers from various companies in a relaxed environment · Benefit from one-to-one engagement with buyers from a wide range of sectors and purchasing requirements SAB KICKSTART BUYERS BREAKFAST 14 SEPTEMBER 2016 Agenda · WHY MARKET ACCESS MATTERS FOR SMEs - Simphiwe Mntambo, Enterprise Development Specialist, Youth Business · DOING BUSINESS WITH SAB: MATTI MOTSUMI - SAB Supplier Development Manager, Procurement · EXPERIENCE AS A SUPPLIER TO BIG BUSINESS - Praveshan Naidoo, KickStart Entrepreneur

Whilst this is in accordance with National Treasury’s aim to increase transparency in procurement, improve efficiency and reduce costs through electronic registration and verification, it also has benefits to local suppliers and small businesses. A key feature of the database is that government procurement officials will be able to identify local suppliers throughout the country. Gauteng Provincial Treasury , Absa Enterprise Supplier Development Expo and Smart Procurement World were pleased to to provide at this years event the opportunity for small businesses assistance with registering on the Central Supplier Database (CSD). This was provided at no cost to all attendee and visitors. GAUTENG TREASURY - CSD REGISTRATION 14 SEPTEMBER 2016

  • 46. 45 | Smart Procurement World and Enterprise Supplier Development Event Report PRESS COVERAGE The Star/ Pretoria News advert The Star Editorial 8 Food Mama mia! It’s passion on a plate Piccola Italia Shop 16, Monument Park Shopping Centre, Skilpad Street, Monument Park 012 460 0836 W HEN I wanted to take a colleague to lunch on her retire- ment and wanted it to be something special and what she would enjoy, Piccola Italia came to mind. It’s out of the way for many and part of a shopping centre (but one of those where you park in front of the individual shops) but all that becomes irrelevant when you meet the two women whose brainchild this charming Italian restaurant is. You can see the gentle touch of these two women, Ilse Secchi and Marietjie Gevers, in everything. Ilse and her husband used to have an Italian deli in Sunnyside, which then turned into a deli in Brooklyn Mall, Gala. Finally, she teamed up with Marietjie who for many years was the head of TUT’s culinary section and established their first restaurant Bouquet Garni. They’re both food lovers, cook marvellously and have a lovely way with people which is what this kind of neighbourhood haunt needs. It should be up close and personal – which is exactly what and who these two women are. They complement one another perfectly. And contrary to what is said about female feuds, they’re still the best of friends which is evident when you watch them operating in the restaurant. But being double trouble also means that they’re hands on at different times, and that is always important. The have worked out a way that suits them individually to be at the restaurant and through the years they have nurtured and trained staff who know what they’re doing. Their husbands are also both involved which further ups the family focus. For my friend’s farewell meal, I asked the two women to make their own selection of favourites for us. It started off with a clever combo of carpaccio and caprese in one meal and their unusual Mulligatawne soup (an Ilse special which I will return for again and again) as start- ers. This was followed by a Piccola special of spaghetti aglio and olio combined with prawns, nuts, rosa tomatoes and rocket which is special – the perfect dish. But there’s so much more, depending on personal choice. There’s Lumaconi, pasta shells filled with minced veal and spinach with a napolitana and cheese sauce top- ping, or their spaghetti meatballs, straightfrom Mama’s kitchen. Something more filling could be their Neapolitan lamb Puttanesca with olives, capers and anchovies or one of their fish specialities. Like everything else, the portions are gen- erous but not overwhelming. The menu allows you to cover the full Italian spectrum. On the night you might just feel like one of their speciality pastas or perhaps a home- made pizza. A good idea is to ask either women for a suggestion. This is the kind of place where you will find care and comfor. The feel is informal but never sloppy. It’s quite small, so there’s a hands-on approach and after a few visits you will be part of the family. Opt for their house wine which is an Italian Zonin either red or white, sold by the bottle or served by the glass and a perfect accompaniment to their flavoursome food. Having caught up with the two women who I have known for a long long time, I was also invited to one of their special wine evenings (see sidebar). Marietjie was very excited because her meal would be deter- mined by some Namib truffles and her husband, Karel, who was man- aging things on the night, explained the intricacies of this delicacy. It is not an easy ingredient to procure or to prepare but she put together the perfect menu. The wine on the night was Rupert and Rothschild and they started us off with typical Italian canapes which meant bruschetta with caprese or salmon and a few more options, perfect to get the evening started and sooth those who are a bit peckish after a hard day’s work. This was followed by a classic Italian starter: Guanciale (cured and smoked pork cheek), prosciutto (Parma ham) with avo, strawberry and green beans. It was as pretty as it was pleasing. Risotto is one of my favourite foods. It’s that comfort thing but it’s so much more. And on the night, Marietjie had chosen abalone as her flavourant which was truly special. It stunningly matched the unusual- ness of the truffle for the next dish. I could eat that risotto day and night, it was simply exquisite. But so was the star of the night, the Namib truffle, served with a duo of Springbok to truly celebrate South African produce. And even with these dishes suggesting a too elaborate meal, the balance was as brilliant as the food. The dessert on the night was a polenta orange cake infused with rose geranium extract. It had a kind of sun-drenched childhood nostal- gia. It was a night to remember on many different levels, from the food to the company but more than anything a toast to the two special women from Piccola Italia who know exactly why and for whom they’re in the food game. Their prices are competitive and reasonable with pizzas and pastas between R55 and R115 while meat dishes vary and reach no more than R125. This restaurant is one with a beating heart, warm and generous, which is why you will keep going back. They have a few wine evenings coming up, including Rickety Bridge (Franschhoek) on October 6, Teubes Wines (Lamberts Bay) on November 2 and a Bubbly party (when Piccola turns nine) on December 9. PERSONALFINANCE PICTURES:DIANE DE BEER AND KAREL GEVERS Rupert Rothschild Wine notes by HENNIE FISHER: Those who have read the 2010 best- selling family memoir by Edmund de Waal, The Hare with Amber Eyes, will recall the author’s indepth research into his family history, and the fortune that the Ephrussi family lost as a result of Hitler’s diabolical plan to annihilate the Jewish people. The book firmly shows links between the Ephrussi family and the Rothschilds (both families established banking and other business interests throughout Europe and inter-married to spread their reach and fortune even wider). Although the Ephrussi name was all but wiped out, the Rothschild name became established worldwide as the benchmark for untold wealth. The Rupert name is our proudly South African equivalent of the same. No wonder then that the Rupert Rothschild families teamed up to produce high-quality wines. Their label, Rupert Rothschild Vignerons, currently offers three wines: the Classique; the Baroness Nadine Chardonnay and the Baron Edmond, which we tasted at Piccola Italia restaurant. The 2014 Classique, a blend of Merlot, Cabernet Sauvignon, Cabernet Franc and Petit Verdot, is fruity and sensuous, full of berries and with a hint of cinnamon. The RR Baroness Nadine, which was paired with an abalone risotto, showed lovely grapefruit and lemon flavours – a perfect companion for the seafood risotto. Although the wine was fermented in stainless steel, it was subsequently aged in 300 litre French oak barrels, which made a perfectly integrated and balanced wine. The Baron Edmond, Rupert Rothschild’s Bordeaux blend, is deep, rich and full, creating a totally pleasurable wine to drink and savour. This wine was a hit paired with Kalahari truffles and shredded springbok. We were also served Champagne Barons de Rothschild Brut and Brut Rosé. Both were super luxurious and elegant. But the current exchange rate will do you no favours, since these wines sell at R580 and R765 respectively. RICH, ELEGANT WINES, COURTESY OF RUPERT ROTHSCHILD Colour can influence drinking THE shape, size and colour of your crockery, cutlery and cups can influ- ence how much you eat and drink, research suggests. So, today’s tip for tipplers: drink red wine from a clear glass The colour of your glassware can impact on the amount you drink. Drinking white wine from a trans- parent glass, for example, can mean you consume 9.2% more than you would if you were drinking red wine from the same glass. That’s because there is no colour contrast to help you monitor how much you’re drinking. – Daily Mail IMPORTANT NOTE FOR RUSSIAN CITIZENS! But the injection of billions of rand into enterprise and supplier development (ESD) by the South African corporate sector has not realised its potential to impact on socio- economic transformation. Nor has this commitment accomplished the full inten- tions of the BEE codes. Despite this imbalance, enterprise and supplier development initiatives have not only become elements of B-BBEE but also been accepted at a global level as an effective way to combat poverty. In light of this, the object- ive of enterprise and supplier development is to create sus- tainable businesses which grow and lead to job creation, which in turn contributes to economic growth. Enterprise development in South Africa will allow for the growth of more busi- nesses that can provide those entering the job market with opportunities, and will ensure that the provision of these opportunities is sustainable. ESD programmes should be aimed at transferring skills and wealth, and lead to sustainable growth. For this reason, ESD initiatives must be carefully thought out and strategically approached. Economic growth is key to addressing unemployment, gender equality, health and other poverty-related issues worldwide. ESD is an import- ant tool and essential element to economic growth. Through ESD, people can earn a living and rise out of poverty. In turn, over time, they create jobs as well as empower other individuals and the communities in which they live. KeaObaka Mahuma, head of enterprise and supply- chain development at Absa, says: “We recognise the importance of SMEs as an engine of economic growth. As a bank, we are commit- ted to developing sustainable SMEs in corporate supply chains.” “By collaborating…, Absa will be able to provide their SME suppliers who would not qualify for lending through traditional channels with access to development finance. We will assist SMEs through a new state-of-the- art enterprise development centre. “By unlocking the poten- tial of SMEs, Absa can play a meaningful role in supporting job creation in the commun- ities and help them prosper,” says Mahuma. At its heart, ESD is about leveraging procurement spending to promote skills development and job creation. Although this topic is high on the national agenda, it is often difficult to implement effectively at an organisa- tional level. To facilitate this, Smart Procurement World offers a platform of opportunities for SMMEs through the Absa Enterprise and Supplier Development Expo. “The expo is committed to building the business of entrepreneurs and supports the business case for ESD initiatives in South Africa, helping to develop sustain- able, efficient and profitable enterprises that are able to grow the economy” says Deb- bie Tagg, chief operations officer at Smart Procurement. The expo promotes the economic motivations behind the new B-BBEE and position them as a tool for growth and sustainability that every South African business owner should learn how to use. Big business will show- case their own verified black- owned business as part of the enterprise development programme. It is co-hosted with the annual gathering of all procurement and supply- chain professionals in SA, Smart Procurement World. The expo affords black- owned SMMEs highly rated by their clients with an excel- lent opportunity to be discov- ered by other big businesses attending the event. Mahuma says: “We see the summit and expo as an oppor- tunity to facilitate and influ- ence interactions between owners of SMMEs and pro- curement decision-makers in corporate South Africa. “We would be providing SMMEs with a platform to access new markets for their products and services.” Enterprise and supplier development initiatives are playing a big role in economy W HEN Joburg mayor Herman Mashaba vis- ited George Harrison Park, he wondered why it had not been turned into a heritage site. This is because the disused shaft in Langlaagte where some zama zamas are still trapped, is located next to the site where gold was discovered in 1886 by George Harrison. The park was declared a national monument in 1944. Mashaba, who went to the park on Sunday afternoon after the news of the trapped min- ers broke, said the site had historical significance. “This is a place we should have pre- served, it cannot really be a place where illegal mining takes place. We should be here on a Sunday like this having thousands of international and local people coming to see and experience the foundation of our city. “Johannesburg was built around mining, gold in par- ticular, why are we losing this opportunity?” The mayor said the illegal miners should be working as tour guides and bus drivers. What Mashaba didn’t know was that in 2009, Central Rand Gold (CRG), which conducts an open mining activity a few metres away, signed a memo- randum of understanding to construct a R5 million heritage precinct at the site. But that never happened. Jenny Moodley, spokes- person for Joburg City Parks and Zoo, told The Star that CRG spent only R160 000. “They committed to the heritage aspect of the park but only ended up paying for the design of the park,” she said, adding that Joburg City Parks and Zoo decommissioned the park a year ago. “We put up a signboard stat- ing that access was prohibited following concerns over the illegal mining.” Moodley said the park was under the curatorship of the City of Joburg and the prov- incial heritage body and that Joburg City Parks and Zoo was responsible only for its horti- cultural care. She said CRG excavations on the south side of the adja- cent mines left the area exposed to illegal miners who used the park to access the shafts. The Star reported in 2014 how Keith Matier, CRG’s head of geology, had said the group wanted to develop the park into a self-sustaining tourism hub, providing the local community with an income source through stalls, shops and vendors. But as the project design progressed, it became appar- ent that the area was not at all suited for that sort of develop- ment as the park was in a semi-industrial zone, known for its high crime rate. “Much of this crime is, in fact, linked to the underground workings that form George Harrison Park itself. “While the park is no doubt an important historical site, nobody visits it for fear of being mugged or worse,” said Matier. On a more practical note, the park was too small to house any real form of sustainable tourism. There was barely space for stalls and no space for parking. “More detailed discussions with the community failed to get their buy-in as they too recognised the project wasn’t sustainable. CRG were told that the George Harrison project wasn’t what they wanted,” he said. BOTHO MOLOSANKWE, SAMANTHA HARTSHORNE AND ANNA COX Could gold mine be heritage site? Mayor thinks so, though occasion of his visit was a tragic one SYNONYMOUS WITH MINING HISTORY: George Harrison Park was currently the scene of tragedy as illegal miners became trapped in a disused mineshaft. When mayor Herman Mashaba visited the area, he wondered why it wasn’t a heritage site. PICTURES: BHEKIKHAYA MABASO UNSAFE: George Harrison Park is closed until further notice. Plans to develop it into a tourism site have failed in the past. MEMBERS of the public will be able to have a basic will drafted by an attorney free of charge during National Wills Week, which started on Mon- day and will end on Friday. Attorneys’ firms throughout the country are participating in the National Wills Week pro- ject. A valid will allows you to state who should inherit your assets and property, to appoint an executor of your choice for your estate and also a guardian for your minor children. “By ensuring that you have a valid will, you can protect the interests of your loved ones and ensure that your execu- tor will act according to your wishes as set out in your will,” Law Society of South Africa co-chairpersons Jan van Rens- burg and Mvuso Notyesi said in a statement. People who have been recently married, divorced or widowed, or those who have been cohabiting with their partners for some time, should also consider having a will drafted. If you have been cohabiting with your partner, it is advis- able to have a will to ensure that there are not competing claims on your estate. Simi- larly, unmarried persons – par- ticularly those who may have a number of people who depend on them financially – should ensure they have a will in place, as several people could make a claim on their estate. “Members of the public have an opportunity to make an appointment with a partici- pating attorney of their choice to have a free basic will rafted during National Wills Week. “The consultation and the drafting of the basic will are free of charge. Often members of the public are reluctant to approach an attorney for a will as they are concerned about the related costs,” said Barbara Whittle of the Law Society of South Africa. There are no criteria as who can apply for the free will, as this is open to the public. Any person aged 16 and over is free to make a will, as everyone should have a valid will.
