It estimates poverty and inequality trends during 1999-2009 and explores an initial approach to the incidence of conditional cash transfers and non-conditional transfers to poor and non-poor households, as well as of taxes effect on poverty and inequality.

Bolivia es uno de los países latinoamericanos con índices más altos de cáncer de cuello
uterino. Según la Organización Mundial de Salud (OMS)1 en el año 2012 se detectaron
2.029 nuevos casos de cáncer de cuello uterino en Bolivia y se registró 845 muertes por
esta enfermedad, lo que significa un promedio de 2,3 fallecimientos por día. Estos datos
son altamente preocupantes, porque en realidad este mal es bastante fácil de prevenir.

Study publication bias and outcome reporting bias have been recognized as potential threats to the validity of meta-analysis and can make the readily available evidence unreliable for decision making. Jemel P. Aguilar and David W. Springer Between 1991 and 2003, the number of juveniles in residential corrections programs increased by 27 percent. In practical terms this means that over 96,000 juveniles are in residential correctional programs (Snyder & Sickmund, 2006). In addition to the large number of juveniles in residential programming, a recent research study (Teplin et al., 2002) showed that over 60 percent of young male offenders and 73 percent of young female offenders had a mental health diagnosis, such as major depression, generalized anxiety disorder, attention-deficit/hyperactivity disorder, conduct disorder, or obsessive-compulsive disorder. Hence, the juvenile justice system faces the task of serving a number of youth who have committed delinquent offenses and possibly contending with one or more mental health disorders. Following a number of critical reviews of evaluations, in particular Lipton, Martinson, and Wilks (1975), the accepted wisdom in the field related to juveniles became one of “nothing works.” Today, researchers are conducting complex statistical tests of the effectiveness of interventions with juvenile offenders. Lipsey and Wilson (1998), for example, conducted a meta-analysis of experimental or quasi-experimental studies of interventions with serious and violent juvenile delinquents. They reviewed 200 programs, 83 of which involved institutionalized juveniles and 117 involved noninstitutionalized juveniles. McBride et al. (1999, p. 58) summarize the findings of Lipsey and Wilson’s meta-analysis. Now researchers are confident that some interventions are effective in stemming juvenile delinquency (cf. Lipsey, Wilson, & Cothern, 2000). Among the programs in noninstitutional settings, those that demonstrate good evidence of effectiveness include behavioral therapies (family and contingency contracting), intensive case management (including system collaboration and continuing care), multisystemic therapy (MST), restitution programs (parole- and probation-based), and skills training. Program options that require more research to document their effectiveness include 12-step programs (AA, NA), adult mentoring (with behaviorally contingent reinforcement), after-school recreation programs, conflict resolution/violence prevention, intensive probation services (IPS), juvenile versions of Treatment Accountability for Safer Communities (TASC), peer mediation, and traditional inpatient/outpatient programs. Program options that do not show evidence of effectiveness include deterrence programs, vocational training or career counseling, and wilderness challenge programs. Jemel P. Aguilar and David W. Springer Between 1991 and 2003, the number of juveniles in residential corrections programs increased by 27 percent. In practical terms this means that over 96,000 juveniles are in residential correctional programs (Snyder & Sickmund, 2006). In addition to the large number of juveniles in residential programming, a recent research study (Teplin et al., 2002) showed that over 60 percent of young male offenders and 73 percent of young female offenders had a mental health diagnosis, such as major depression, generalized anxiety disorder, attention-deficit/hyperactivity disorder, conduct disorder, or obsessive-compulsive disorder. Hence, the juvenile justice system faces the task of serving a number of youth who have committed delinquent offenses and possibly contending with one or more mental health disorders. Following a number of critical reviews of evaluations, in particular Lipton, Martinson, and Wilks (1975), the accepted wisdom in the field related to juveniles became one of “nothing works.” Today, researchers are conducting complex statistical tests of the effectiveness of interventions with juvenile offenders. Lipsey and Wilson (1998), for example, conducted a meta-analysis of experimental or quasi-experimental studies of interventions with serious and violent juvenile delinquents. They reviewed 200 programs, 83 of which involved institutionalized juveniles and 117 involved noninstitutionalized juveniles. McBride et al. (1999, p. 58) summarize the findings of Lipsey and Wilson’s meta-analysis. Now researchers are confident that some interventions are effective in stemming juvenile delinquency (cf. Lipsey, Wilson, & Cothern, 2000). Among the programs in noninstitutional settings, those that demonstrate good evidence of effectiveness include behavioral therapies (family and contingency contracting), intensive case management (including system collaboration and continuing care), multisystemic therapy (MST), restitution programs (parole- and probation-based), and skills training. Program options that require more research to document their effectiveness include 12-step programs (AA, NA), adult mentoring (with behaviorally contingent reinforcement), after-school recreation programs, conflict resolution/violence prevention, intensive probation services (IPS), juvenile versions of Treatment Accountability for Safer Communities (TASC), peer mediation, and traditional inpatient/outpatient programs. Public health care systems routinely collect health-related data from the population. This data can be analyzed using data mining techniques to find novel, interesting patterns, which could help formulate effective public health policies and interventions. The occurrence of chronic illness is rare in the population and the effect of this class imbalance, on the performance of various classifiers was studied. The objective of this work is to identify the best classifiers for class imbalanced health datasets through a cost-based comparison of classifier performance. The popular, open- source data mining tool WEKA, was used to build a variety of core classifiers as well as classifier ensembles, to evaluate the classifiers‟ performance. The unequal misclassification costs were represented in a cost matrix, and cost-benefit analysis was also performed. In another experiment, various sampling methods such as under-sampling, over-sampling, and SMOTE was performed to balance the class distribution in the dataset, and the costs were compared. The Bayesian classifiers performed well with a high recall, low number of false negatives and were not affected by the class imbalance. Results confirm that total cost of Bayesian classifiers can be further reduced using cost-sensitive learning methods. Classifiers built using the random under-sampled dataset showed a dramatic drop in costs and high classification accuracy.

Dissimilarity and a Gini-opportunity indexes. Author suspects it is necessary more
evidence to support her research results
Consider micro simulations obtained from the sample data in order to find robust
results, particularly for the Gini-opportunity index. Explore how sensitive are
measures to a slight variations in the data. Moreover, explore how sensitive are them
to a different objective functions among rural and urban individuals
13. Usefulness of the ex ante approach for policy design
Recall the work of last year of Ravi Kanbur and Adam Wagstaff (2014), who raised critics
to the inequality of opportunity approach, particularly in education and health sectors.
Surprisingly, relevant critics were not addressed by the author. Four recall points for our
discussion:
“Implicit variable weighting leads to different measures of inequality of
opportunity”. It would be good to explicit and highlight the weighing method approach
“Adding more circumstance variables and categories within them will reveal a
different dissimilarity index”. If so, potential problem when comparing measures
over time and identifying adequate policies oriented to compensate unjustified
inequalities (inequalities in circumstances)

casual properties of data availability”
Two fundamental issues of principle that questions the inequality of opportunity
approach:
“What happens when luck determines difference between opportunity and outcomes?”
“What happens when one person’s effort becomes another person’s circumstance?”)
