• Digital transformation is very important in modern society and government,
which connects infrastructure and superstructure. Vietnam Government is
doing the best job.
• Digital transformation aims to provide the best services to people, especially
about social welfare and social security. I would like to focus on these
services in which Vietnamese people stand in the center.
• Digital transformation helps government to manage society and regulate
resources in the best way, especially about avoiding loss of tax revenue. This
proves that a good administrative system without corruption and bureaucracy
will achieve big successes which can be more than benefits from natural
resources because of its potential benefits from outside resources.

• Of course, this expresses purity as well as initiative. The offensive

• I would like to emphasize on the importance of monetary policy, especially bank activities, within
context of digital transformation. In the current complicated situation of our world, monetary policy
always cope with firstly unpredicted risks before production activities. Digital transformation does
not restrict these risks, but digital transformation can help administrative activities related monetary
policy to work smoothly with high-level resistance.
• Monetary policy relates to fiscal policy which relates to tax policy and national budget and
economical revenue. This is a map of many processes and threads with complicated complex.
• Therefore, private economic area will be much more important day after day. Moreover, the state-
owned enterprise divestment will be processed slowly and carefully except essential domains such as
welfare, banking, elementary education, security, and defense. The reason is always related deeply to
monetary policy and fiscal policy, which reflects on economical growth (GDP) balanced with human
development.
• The state-owned enterprise divestment does not mean that state-owned enterprises will be dissolved.
This may be the separation with or without slack links. Therefore, economic interests of officers and
labors are not affected.

• As aforementioned, digital transformation connects infrastructure and
superstructure, in which building up telecommunication and population database
is most important. Moreover, establishing the infrastructure also implies
consolidation and development of energy system. For example, the completion of
500kV North-South Power Line Circuit 3 is an excellent success of Vietnamese
Government in current.
• Digital transformation is also very important to national defense.
• Anyhow, the infrastructure of digital transformation, especially
telecommunication is essential. For instance, Starlink of billionaire Elon Musk is
a very successful satellite internet constellation, which is more flexible than
submarine internet cable system.
• Finally, digital transformation is essential to knowledge economy, especially AI.
Here I introduce transformer and transfer learning, which is necessary to
generative AI and language education.
