This document discusses digital activism and its potential relevance to socially excluded communities in India. It notes that while digital tools can enable critique and mobilization against injustice, unequal access to technology and skills restricts their use. Specifically, traditional political activities remain dominated by high-income and educated groups. However, some data shows untapped potential among excluded groups with growing mobile access. The objectives are to examine how digital activism advances rights-based campaigns in India and whether it enables traditionally excluded communities to strengthen organizing and influence policy. The proposed methodology includes qualitative case studies of digital technology's role in dalit or women's movements, and quantitative analysis of digital advocacy organizations' reach among excluded groups.
