HISTORY AND FACTS OF INDIAN PAPER CURRENCY
• It was started in 18th Century.
• Only Private Banks were printing Paper Currencies, such as Bank of Bombay, Bank of Bengal, etc.
• The first bank to print paper currency was Bank of Madras
• Government of India started printing currency only after “Paper currency Act – 1861”.
• It was the monopoly of Government for printing currency.
• RBI took over the responsibility from GOI in 1935 and in Jan-1938 FIVE Rupee was the first currency!
• RBI also printed notes of 10, 100, 1000 and 10000!
• In 1946, 1000 and 10000 were Demonetized.
• In 1954, RBI again printed 1000 and 10000, along with 5000
• In 1978, 1000, 5000 and 10000 were Demonetized.
• Coins are still produced by GOI, RBI only acts as distributing agent.
• RBI can print denomination up to 10000
• GOI can mint Coins of denominations up to 1000
• One Rupee currency is signed by Finance Secretary
• More than one rupee note, it is signed by RBI Governor
• Notes are printed at : Nashik, Dewas, Mysore and Salboni

Some of the reasons why people are happy due to this Demonetization are:
• People are emotional.
• They are thinking that PRICES will come down.
• Their neighbor was an IPS/IAS/Corporator who had lot of money and this demonetization will make them poor.
This is purely called jealousy.
• They are also happy because they are thinking that there will be NO CORRUPTION.
• Common man is under the impression that Black Money will be
removed from the system.
• Some of them are even thinking that now Pakistan (ISI) will not be able
to commit any Anti-National activity.
• Few are even thinking that now no more fake currency in the system.
• Immediate result by 30-Dec-2016 (Please note that this nation was
suffering since last 70 years and Modiji has promised us clean country in
less than 70 Days). He must have told us that it will take another 2 years
and this is just the start which is actually the practical statement.
• But, this immediate result promise may go against Modiji!!!!!

Some of the reasons why people are un-happy with this movement are:
1) Huge line to exchange notes, deposit and withdrawal and this has made their daily life miserable.
2) Banks does not have proper clarity. They keep changing the rules as per their mood.
3) Only common man are affected as they have never met IAS/IPS/Doctors/Lawyers along with them in line.
How far this demonetization with reintroduction of new notes of 2000 will help in combating the issues explained
by our Government is a still a myth for me.
But, if we have to stand in bank line and can get rid of these challenges of corruption, BlackMoney, counterfeit and
terrorism, then I have no issues.
I can stand for entire year to get a clean Nation.
But, what is projected is not that easy in this short duration, because we
have to clean this country since 1947.
System which is ill since last 70 years, can we clean in 50 Days? I have a
doubt unless we go paperless for currency!!
Let me explain you those reasons with facts and figures!!!!!!!!!!!!

My Understanding As per my understanding, these could be the reasons:
1) If we think that government should have printed enough notes of 100, then this is practically not possible in this short
time and that too when Government have to execute such a secret mission and more than 85% of our economy is of 500
and 1000. Imagine the time and cost to print that much notes of 100 and then delivering them to 2 Lakhs ATM.
2) We simply cannot withdraw 85% of Physical currency from the Economy as that will create more problems for the
Citizens. Some financial experts may say that it will collapse the Indian economy, but I do not agree with them.
1) Reintroduction of 500 and 2000 is a Necessity, Suspense, myth or Mistake?
Government has demonetized 500 and 1000 because they were high value notes and this is one of the reason of black
money, corruption, forgery, etc., then by reintroducing higher value notes like 2000 is defeating the purpose and the
beauty of this Demonetization Attack.
Suggestion Please use this 2000 and 500 notes only as a stop-gap
arrangement and then Demonetize all the notes including 50 and 100
and become PaperLess Currency Country. I have already sent an Email to
Indian Government long back where I have suggested to be the first in
the world to have PaperLess Currency and have only Digital Money.
With the penetration 4G Network, it now possible to go paperless even
for currency and make India the world’s first country with no paper
currency.

2) Will the Government get all the Black Money Back by Demonetizing these 500 and 1000 rupee notes?
My Understanding Black money market of India in 2015 was 80 Lakh Crore INR. Some news channels are quoting 30 Lakh
crore and I do not agree with them.
More than 50% of black money are in Real Estate, 30% in Jewelry , 10% in Forex and 10% Cash which is 8 Lakh Crore.
Out of 8 Lakh Crore Cash, more than 80% Cash are with Babus and Politicians. Common man has got only 20% which
comes to 1.6 Lakh Crore Cash in Black money.
About the Property, Jewelry, Forex --- Mostly it is with Babus and Politician. Hardly 10% would be with Common Man.
This means, common man again just got 7 Lakh Crore Black Money invested in Property, Forex, Jewelry.
I have sent an Email to Government in which I have explained about the
Form which I named as "WDS = Wealth Declaration Scheme“ where
people have to declare their assets and another Email about having
paperless currency, DIGITAL CURRENCY.
Unless we initiate these two, we will not be able to meet the purpose of
this Demonetization.
Suggestion 90% of the BlackMoney are with 10% (Babus and Politicians.)
10% of the BlackMoney are with Common Man (90% of the Population)
Government has attacked entire nation and finally they will be able to recover only 2% of the Blackmoney which are in
Cash with small fish, and that too if this mission is successful.
Demonetization has only attacked these 1.6 Lakh Crore. Babus and Politicians will somehow get their amount adjusted.

3) Prices of Real Estate, Interest Rate and FMCG will go down?
My Understanding
Yes, it should go down because government will get some liquid cash back in the system. Even if it is 2% as per my
calculation, still it is huge which is almost 1.6 Lakh crore.
If government attacks on Property and Cash of Babus and Politicians, then I am sure that even in India we will get home
loan at the rate of 1 to 2% per Annum.
Unless Government implements my suggestions of Wealth Declaration and Digital Currency, I find it difficult.
Suggestion Please implement these two things:
1) Wealth Declaration Scheme to find Benami property or under valued property.
2) Digital Currency --- First Country in the Universe to have PaperLess currency.

My Understanding The whole reason of BJP Government to Demonetize these notes was Corruption, Blackmoney and
Forgery.
However, I personally do not agree with this because we still have high denomination notes and now it will be more easy.
In Fact this High Denomination note of 2000 has already started giving problems. I am carrying this note since last 5 days
and nobody has a change and even if they have it; people prefer not to give change and take a risk in understanding
whether this 2000 note is real or fake. No common man will ever be able to distinguish between a real note a fake note.

5) Was this demonetization movement really a secret?
Suggestion Please implement these two things:

My Understanding I do not agree with the above statement fully as I myself have seen the news of Demonetization in
news paper.
I can give this document if required.
But, this does not matter to me at all as long as the intent is in favor of country.
Indian citizens wants to see clean country where we have Rate of Interest as 1 to 2 %, and real estate rate should be
reduced by 30 to 40%. If we get this, any kind of politics is fine with me.

My Understanding I partially agree with the above statement. The reason is why have they chosen this movement when
the UP Election is so close.
But, this does not matter to me at all as long as the intent is in favour of country.

7) If government changes, will they roll back this decision?.
Understanding I don't think so. They cannot do this because current government has taken all necessary legal steps.
Suggestion I would request government to please come to Media and accept different Questions from Common man
and please clarify their doubts and queries.
8) What is Black Money?
My Understanding Black Money comes in three forms:
1) Any Cash Transaction which is not shown to government and Tax not paid.
2) All corruptions are Black Money.
3) Incomes earned by Benami company - WhiteMoney.
Suggestion: Please go through my Email which I have sent last year
to RBI as well as to PM office in which I have mentioned about
having only Digital Currency, no paper currency.
Please read my Email in which I have explained about adding one
more tab on Income Tax site to declare the Assets as well.

9) What is counterfeit note?
My Understanding These notes are not printed by GOV/RBI.
However, it is very difficult for a common man to differentiate between fake and real note.
Suggestion I would request government to go paperless even for currency and create only Digital Economy.
10) Will BJP come back as our new Government? Will BJP win the election of UP?
My Understanding Answer is common to both the question.
If government does not deliver what was promised and told as the reasons for Demonetization, I feel BJP will not come
back.
Today, all our Voters are in Bank line and highly frustrated.
Those who are not in line, are not the voters.
Suggestion Please provide Janta what they are expecting from Government

11) Will the next attack be on Lockers and Immovable Property?
My Understanding I do not know. But, if government does not do that, then they will not be able to achieve the motto
of bringing the Black Money in the system!
But, ceasing immovable property will not be that easy. Even if government does that, these cases will be in
Government files like any other file and culprits will be on Bail.
Suggestion Enable Digital Currency and charge 2% Flat tax on all our Transaction. Remove all other Taxes.

Suggestion Please do not Roll-Back this decision, just demonetize the
higher values notes which you have introduced and slowly move towards

ISSUES FACED by COMMON MAN
1) Banks are changing the rules of withdrawal and exchange every day and there is no clarity. It is not standard across
the Bank and the worst part is there is no standardization even within the Banks. Different rules are there in different
branches of same bank and there is no clarity. People are standing in queue for 4 to 5 hours and then when they reach
the counter, they get the surprise. There is no announcement or notice provided to the citizens in advance.
R1) Please instruct a strict guideline to banks and also issue a common circular and guideline about the withdrawal and
deposit rules. Every bank and branch should follow this. Banks cannot change the rules as per their mood, yes it as per
their mood.
I would also request Government to involve NGO and Corporates (CSR) so that NGOs can at least take care of some
villages and Corporate CSR can take care of their employees.
2) Common man who has got no bank account and has only earned less
than 1 Lakh per annum, by this time they might have saved more than 2.5
Lakhs. However, now they cannot prove that this is their hard earned
money as they have never filed IT-R.

ISSUES FACED by COMMON MAN
3) People are more frustrated because they do not see any Doctor, Lawyer, IAS, IPS or Politicians in line. Only the
common man (and Rahul Gandhi) is in line and struggling to get their hard earned money. It is not the black money at
all.
R3) Please expedite the process of Withdrawal and Deposit.
Every Citizen of India knows who has black money. Please attack that section as well so that common man will not feel
that only they are attacked.
4) Even after getting 2000 Rupee note, it is of no use for the
common man. It can be of use for upper class family who goes
for dinner in 5 star and pay 4000 for one dinner.
R4) Please issue 100 rupee notes in large quantity.
2000 is really of no use at least for this common man who are in line.

5) Banks are using inks (like election) while exchanging notes.
R5) If banks are authorized to do this, then please publish on your RBI website.
Apart from this, I failed to understand the logic behind this.
6) Common man has got many issues and on top of that this Demonetization
and standing in Queue daily.
We know that stood for a movie ticket, mega sale, cricket and others, but
that was fun and this is a tension.
R6) Common man will not mind standing in queue for next 50 days (30 Dec),
but please make sure that we get clean India which is clean from :
Corruption, BlackMoney, Counterfeit and Terrorism.
As per me, the only problem for Corruption, Forgery, Counterfeit, Terrorism
and other is the existence of Physical Currency which has no traceability.
By implementing Digital Currency, I am sure that at least Corruption, Black
Money and Fake notes will be covered. About terrorism, it will not stop, but
yes, it will surely act like a speed breaker.

People can now use WhatsApp, Facebook without any
training. Using this device will be even simpler than

Government can always educate them by arranging a
workshops.

3) By Scanning the QR Code from Mobile and Entering the
PIN.
4) They can still give Cheque where ever it is
possible(School, Buying Property, etc)

We can have Two Accounts for Every Individual.
1) Citizen can keep his first account unlocked. He
can transfer funds from his Second account.
There will be a limit which a user can set for the
amount that can be transferred in this account
from his bigger account. He can also set limit in
this small account that can be used daily. This
can be used for small transactions like buying
Morning Breakfast, and daily requirement.
2) Citizen can keep his Second Account Locked.
This can be used for Big Transaction.

HISTORY AND FACTS OF INDIAN PAPER CURRENCY • It was started in 18th Century. • Only Private Banks were printing Paper Currencies, such as Bank of Bombay, Bank of Bengal, etc. • The first bank to print paper currency was Bank of Madras • Government of India started printing currency only after “Paper currency Act – 1861”. • It was the monopoly of Government for printing currency. • RBI took over the responsibility from GOI in 1935 and in Jan-1938 FIVE Rupee was the first currency! • RBI also printed notes of 10, 100, 1000 and 10000! • In 1946, 1000 and 10000 were Demonetized. • In 1954, RBI again printed 1000 and 10000, along with 5000 • In 1978, 1000, 5000 and 10000 were Demonetized. • Coins are still produced by GOI, RBI only acts as distributing agent. • RBI can print denomination up to 10000 • GOI can mint Coins of denominations up to 1000 • One Rupee currency is signed by Finance Secretary • More than one rupee note, it is signed by RBI Governor • Notes are printed at : Nashik, Dewas, Mysore and Salboni • Coins are minted at : Mumbai, Noida, Kolkata and Hyderabad 19-Nov-16 JAGDEEP YADAV -- jagdeepyadav@yahoo.com 4/31

Some of the reasons why people are happy due to this Demonetization are: • People are emotional. • They are thinking that PRICES will come down. • Their neighbor was an IPS/IAS/Corporator who had lot of money and this demonetization will make them poor. This is purely called jealousy. • They are also happy because they are thinking that there will be NO CORRUPTION. • Common man is under the impression that Black Money will be removed from the system. • Some of them are even thinking that now Pakistan (ISI) will not be able to commit any Anti-National activity. • Few are even thinking that now no more fake currency in the system. • Immediate result by 30-Dec-2016 (Please note that this nation was suffering since last 70 years and Modiji has promised us clean country in less than 70 Days). Some of the reasons why people are un-happy with this movement are: 1) Huge line to exchange notes, deposit and withdrawal and this has made their daily life miserable. 2) Banks does not have proper clarity. They keep changing the rules as per their mood. 3) Only common man are affected as they have never met IAS/IPS/Doctors/Lawyers along with them in line. How far this demonetization with reintroduction of new notes of 2000 will help in combating the issues explained by our Government is a still a myth for me. But, if we have to stand in bank line and can get rid of these challenges of corruption, BlackMoney, counterfeit and terrorism, then I have no issues. I can stand for entire year to get a clean Nation. But, what is projected is not that easy in this short duration, because we have to clean this country since 1947. System which is ill since last 70 years, can we clean in 50 Days? I have a doubt unless we go paperless for currency!! My Understanding As per my understanding, these could be the reasons: 1) If we think that government should have printed enough notes of 100, then this is practically not possible in this short time and that too when Government have to execute such a secret mission and more than 85% of our economy is of 500 and 1000. Imagine the time and cost to print that much notes of 100 and then delivering them to 2 Lakhs ATM. 2) We simply cannot withdraw 85% of Physical currency from the Economy as that will create more problems for the Citizens. Some financial experts may say that it will collapse the Indian economy, but I do not agree with them. 1) Reintroduction of 500 and 2000 is a Necessity, Suspense, myth or Mistake? Government has demonetized 500 and 1000 because they were high value notes and this is one of the reason of black money, corruption, forgery, etc., then by reintroducing higher value notes like 2000 is defeating the purpose and the beauty of this Demonetization Attack. Suggestion Please use this 2000 and 500 notes only as a stop-gap arrangement and then Demonetize all the notes including 50 and 100 and become PaperLess Currency Country. I have already sent an Email to Indian Government long back where I have suggested to be the first in the world to have PaperLess Currency and have only Digital Money.   • 8. 2) Will the Government get all the Black Money Back by Demonetizing these 500 and 1000 rupee notes? My Understanding Black money market of India in 2015 was 80 Lakh Crore INR. Some news channels are quoting 30 Lakh crore and I do not agree with them. More than 50% of black money are in Real Estate, 30% in Jewelry , 10% in Forex and 10% Cash which is 8 Lakh Crore. Out of 8 Lakh Crore Cash, more than 80% Cash are with Babus and Politicians. Common man has got only 20% which comes to 1.6 Lakh Crore Cash in Black money. About the Property, Jewelry, Forex --- Mostly it is with Babus and Politician. Hardly 10% would be with Common Man. This means, common man again just got 7 Lakh Crore Black Money invested in Property, Forex, Jewelry. I have sent an Email to Government in which I have explained about the Form which I named as "WDS = Wealth Declaration Scheme“ where people have to declare their assets and another Email about having paperless currency, DIGITAL CURRENCY. Unless we initiate these two, we will not be able to meet the purpose of this Demonetization. Suggestion 90% of the BlackMoney are with 10% (Babus and Politicians.) 10% of the BlackMoney are with Common Man (90% of the Population) Government has attacked entire nation and finally they will be able to recover only 2% of the Blackmoney which are in Cash with small fish, and that too if this mission is successful.   • 9. 3) Prices of Real Estate, Interest Rate and FMCG will go down? My Understanding Yes, it should go down because government will get some liquid cash back in the system. Even if it is 2% as per my calculation, still it is huge which is almost 1.6 Lakh crore. If government attacks on Property and Cash of Babus and Politicians, then I am sure that even in India we will get home loan at the rate of 1 to 2% per Annum. Unless Government implements my suggestions of Wealth Declaration and Digital Currency, I find it difficult. My Understanding The whole reason of BJP Government to Demonetize these notes was Corruption, Blackmoney and Forgery. However, I personally do not agree with this because we still have high denomination notes and now it will be more easy. In Fact this High Denomination note of 2000 has already started giving problems. I am carrying this note since last 5 days and nobody has a change and even if they have it; people prefer not to give change and take a risk in understanding whether this 2000 note is real or fake. Suggestion Please implement these two things: 1) Wealth Declaration Scheme to find Benami property or under valued property. 2) Digital Currency --- First Country in the Universe to have PaperLess currency. My Understanding I do not agree with the above statement fully as I myself have seen the news of Demonetization in news paper. I can give this document if required. But, this does not matter to me at all as long as the intent is in favor of country. Indian citizens wants to see clean country where we have Rate of Interest as 1 to 2 %, and real estate rate should be reduced by 30 to 40%. My Understanding I partially agree with the above statement. The reason is why have they chosen this movement when the UP Election is so close. They cannot do this because current government has taken all necessary legal steps. Suggestion I would request government to please come to Media and accept different Questions from Common man and please clarify their doubts and queries. 8) What is Black Money? My Understanding Black Money comes in three forms: 1) Any Cash Transaction which is not shown to government and Tax not paid. 2) All corruptions are Black Money. 3) Incomes earned by Benami company - WhiteMoney. Suggestion: Please go through my Email which I have sent last year to RBI as well as to PM office in which I have mentioned about having only Digital Currency, no paper currency. Please read my Email in which I have explained about adding one more tab on Income Tax site to declare the Assets as well. However, it is very difficult for a common man to differentiate between fake and real note. Suggestion I would request government to go paperless even for currency and create only Digital Economy. 10) Will BJP come back as our new Government? Will BJP win the election of UP? My Understanding Answer is common to both the question. If government does not deliver what was promised and told as the reasons for Demonetization, I feel BJP will not come back. Today, all our Voters are in Bank line and highly frustrated. Those who are not in line, are not the voters. But, if government does not do that, then they will not be able to achieve the motto of bringing the Black Money in the system! But, ceasing immovable property will not be that easy. Even if government does that, these cases will be in Government files like any other file and culprits will be on Bail. Suggestion It is too late now to give any suggestion on this topic 13) Will the government roll-back this decision if all other political parties keep maintaining the pressure? My Understanding No, now it is not possible?   • 17. ISSUES FACED by COMMON MAN 1) Banks are changing the rules of withdrawal and exchange every day and there is no clarity. It is not standard across the Bank and the worst part is there is no standardization even within the Banks. Different rules are there in different branches of same bank and there is no clarity. People are standing in queue for 4 to 5 hours and then when they reach the counter, they get the surprise. There is no announcement or notice provided to the citizens in advance. R1) Please instruct a strict guideline to banks and also issue a common circular and guideline about the withdrawal and deposit rules. Every bank and branch should follow this. Banks cannot change the rules as per their mood, yes it as per their mood. I would also request Government to involve NGO and Corporates (CSR) so that NGOs can at least take care of some villages and Corporate CSR can take care of their employees. 2) Common man who has got no bank account and has only earned less than 1 Lakh per annum, by this time they might have saved more than 2.5 Lakhs. However, now they cannot prove that this is their hard earned money as they have never filed IT-R.   • 18. ISSUES FACED by COMMON MAN 3) People are more frustrated because they do not see any Doctor, Lawyer, IAS, IPS or Politicians in line. Only the common man (and Rahul Gandhi) is in line and struggling to get their hard earned money. It is not the black money at all. R3) Please expedite the process of Withdrawal and Deposit. Every Citizen of India knows who has black money. Please attack that section as well so that common man will not feel that only they are attacked. 4) Even after getting 2000 Rupee note, it is of no use for the common man. It can be of use for upper class family who goes for dinner in 5 star and pay 4000 for one dinner.   • 19. ISSUES FACED by COMMON MAN 5) Banks are using inks (like election) while exchanging notes. R5) If banks are authorized to do this, then please publish on your RBI website. Apart from this, I failed to understand the logic behind this. 6) Common man has got many issues and on top of that this Demonetization and standing in Queue daily. We know that stood for a movie ticket, mega sale, cricket and others, but that was fun and this is a tension. R6) Common man will not mind standing in queue for next 50 days (30 Dec), but please make sure that we get clean India which is clean from : Corruption, BlackMoney, Counterfeit and Terrorism. As per me, the only problem for Corruption, Forgery, Counterfeit, Terrorism and other is the existence of Physical Currency which has no traceability. By implementing Digital Currency, I am sure that at least Corruption, Black Money and Fake notes will be covered. Yes, government has to make it compulsory that every business man should have the device. People can now use WhatsApp, Facebook without any training. Some challenges will come for Elder and illiterate, but Government can always educate them by arranging a workshops. 2 What in case a citizen looses his device which is getting used for Payment by Digital Money? We can eliminate this with the help of Machine which will be capable of accepting money by multiple methods: 1) By Swiping our Finger and entering the PIN. He can use his Mobile Phone to accept the Digital Money. He should be able to Register Two Mobiles with his Device which can be used in case his Device has some problem. 4 Settlement takes more than 24 hours. How will the shopkeeper rely on the payment. It is very simple to make it real time. RBI has to issue a circular to Bank that they have to do it real time. 5 Hacking of Digital Money. (Please read my EMail which I have sent to Indian Government about how to protect Debit Card, dated: Wednesday, 15 July 2015 10:33 PM.) We can have Two Accounts for Every Individual. 1) Citizen can keep his first account unlocked. He can transfer funds from his Second account. There will be a limit which a user can set for the amount that can be transferred in this account from his bigger account. He can also set limit in this small account that can be used daily. This can be used for small transactions like buying Morning Breakfast, and daily requirement. 2) Citizen can keep his Second Account Locked.
