 The overall objective of this study is to develop and
disseminate the “budget allocation efficiency charts for
public and private sector spending in EE and RE” for
      Lebanon.
 The aim of this report is to present to decision makers
the results of the national budget allocation efficiency
charts that identify the most cost effective EE and RE
measures to implement for achieving energy supply
      diversification, energy sustainability and energy
      security.

 Business as usual SSM scenario: kWh cost is based on
      World Bank levelized electricity cost.
 Technology/Measure cost: based on international prices. It
is assumed that the proposed technologies and measures
will be implemented through national programs that
      ensure market efficiency.
 Technology/Measure benefits: kWh saving/generation is
      country specific, depending on technology/measure
      investigated.
 Detailed simple methodologies developed by WI institute
were used to calculate the country potential for each
      investigated technology/measure.

Capacity way below demand  Outages of 3 hours in the capital (daily) and up to 12 hours in the rural areas  Approximately 400 MW of private generation capacity  Hydropower contribution decreasing due to higher demand on water and decreasing rainfall.  Monopolized electricity generation  This project is funded by the European Union 3
  • 4.
35% losses on the grid  25% due to non-technical losses  17 cents/KWh  Imports from Syria and Egypt  Low efficiency of old plants  Expected 7% growth in demand  Private generation is not regulated and only estimates are available This project is funded by the European Union 4

The overall objective of this study is to develop and disseminate the “budget allocation efficiency charts for public and private sector spending in EE and RE” for Lebanon.  The aim of this report is to present to decision makers the results of the national budget allocation efficiency charts that identify the most cost effective EE and RE measures to implement for achieving energy supply diversification, energy sustainability and energy security. This project is funded by the European Union 7

Business as usual SSM scenario: kWh cost is based on World Bank levelized electricity cost.  Technology/Measure cost: based on international prices. It is assumed that the proposed technologies and measures will be implemented through national programs that ensure market efficiency.  Technology/Measure benefits: kWh saving/generation is country specific, depending on technology/measure investigated.  Detailed simple methodologies developed by WI institute were used to calculate the country potential for each investigated technology/measure. This project is funded by the European Union 8
