3. Context of the study
A Task Force composed of representatives from member countries
prioritised a list of projects for inclusion in the Action Plan for the first two
years of RCREEE’s operation.
workshop of partner countries held in Tripoli on 14 May 2008,
proposed 6 studies, among them:

Assessment of National Regulations and Incentives for
Renewable Energy and Energy Efficiency

4. Objectives
A review of polices for energy efficiency and renewable energy
in the RCREEE Member States to:
• Evaluate the status of planning processes, regulations and
incentives for RE & EE and their impacts:
- Provide Information on the economic, technical and environmental
impacts of the policies and instruments used for RE&EE
- Provide an overview of how countries’ EE & RE policies compare
with other countries in the region
• Make recommendations
- how the policy making process in RCREEE MS can be adjusted
- how the further work of RCREEE can be planned

11. Outcomes
• The levels of Toe/GDP ($) in RCREEE countries are generally
higher compared to other regions.
• Accordingly, industry in RCREEE countries is not competitive
and will expose the countries to potential oil price shocks
and to large import bills for energy.
• Consequently, enhanced policies for RE&EE have to be
adopted.
