Rui Chang is a senior scientist at the Public Meteorological Service Center of China Meteorological Administration in Beijing, China. He received his Ph.D. in 2009 from the Institute of Atmospheric Physics, Chinese Academy of Sciences and his B.Sc. in 2005 from Zhejiang University. His research focuses on applying mesoscale modeling and data assimilation in wind energy and boundary-layer meteorology, including wind resource assessment and prediction and validation of satellite wind data. He has participated in several research projects involving offshore and onshore wind energy in China and has published papers on using satellite data and modeling to assess offshore wind resources in the South China Sea and Hangzhou Bay.
