The objective of this assignment is a scoping and exploratory study to help identify the current
service delivery practices and capacity within the water sector in both Somaliland and Puntland as
well as the current response to various policy documents and frameworks adopted by the Ministry
of Public Works (MoPW) and Puntland State Authority for Water, Energy and Natural Resources
(PSAWEN). Based on this, the study will advise whether any functions within the remit of the
Ministry can be decentralized to the districts and recommend pilots for the same.
More specifically, using the Sector Guidelines developed by the JPLG as the main tool for analysis
and closely coordinated with the Integrated Capacity Development for Somali relevant
UNICEFWASH, the assignment will aim at:
a. Documenting, describing and analyzing a functional assignment exercise (unbundling the
sector), how water services are currently being provided by the PSAWEN including laws/acts,
systems, structures, procedures, regulations, staffing, staff profiles, staff development initiatives,
and fund flows (including national budget and external resources) at all levels central, regional and
district level as well as service providers.
b. Based on the above assessment, describe and document how the PSAWEN currently respond
to existing Laws number 7 and 23 in the provision of water services.
c. Following the development of the Water Policy in Puntland in 2009, document and define the
proposed roles and organization of the MoPW and PSAWEN following devolution of services to the
regions and districts including assessment and analysis of existing and potential capacity.
d. Make recommendations on the following:
• PSAWEN existing policy/guidelines/strategies.
 Help in institutional reforms and performance improvements of urban water utilities
• Functions to be transferred to various levels: regions, districts and zones.
 Help to formulate water conservation master plan in Somaliland and Puntland
• Identify laws and regulations within the ministries that need to be amended changed or drafted in
order to harmonize the legal framework.
• Costing of all the key requirements including staffing needs for delivery of assigned functions and
responsibilities following the decentralization.
• Proposed roles of the PSAWEN, staffing, and budgets in accordance to the new function and
responsibilities.
• Measures to fill gaps in capacity for PSAWEN to effectively provide services at all levels.
• Suggest institutional arrangements to overcome bottlenecks and inefficiencies in delivering water
services taking into account the responsibilities of different institutions (PSAWEN, Municipalities)
• In line with UNICEF WASH work plans (including ICDSEA); suggest phased recommendations of
short term (2 years) and longer terms (5‐10 years) activities, including small scale pilots to address
the assignment of functions to regions and districts in the water sector.

effectiveness, efficiency, sustainability and impact), and to the EU-specific evaluation criteria (EU
added value and coherence).
 The consultants are requested to verify, analyze and assess the integration and impact of
cross cutting issue in the program. The consultants are required to use their professional
judgments and experience to review all relevant factors and to bring these to the attention

More specifically, using the Sector Guidelines developed by the JPLG as the main tool for analysis and closely coordinated with the Integrated Capacity Development for Somali relevant UNICEFWASH, the assignment will aim at: a. Documenting, describing and analyzing a functional assignment exercise (unbundling the sector), how water services are currently being provided by the PSAWEN including laws/acts, systems, structures, procedures, regulations, staffing, staff profiles, staff development initiatives, and fund flows (including national budget and external resources) at all levels central, regional and district level as well as service providers. b. Based on the above assessment, describe and document how the PSAWEN currently respond to existing Laws number 7 and 23 in the provision of water services. c. Following the development of the Water Policy in Puntland in 2009, document and define the proposed roles and organization of the MoPW and PSAWEN following devolution of services to the
