Profile of Mr. C.V. Rao, IPS (Retd)
A post-graduate in Commerce, Andhra University, started off his career in
State Bank of Hyderabad handling various portfolios at Branch and
Headquarters level for 8 years and simultaneously acquired prestigious
academic certification from the Association of Indian Institute of Bankers,
C.A.I.I.B (Certified Associate of Indian Institute of Bankers).
Mr. C V Rao has over 25 years of experience in Police Department. In 1984,
he passed All India Services Examination conducted by UPSC and joined
Indian Police Service(IPS) and served in various capacities as District
Superintendent of Police and Deputy Inspector General of Police. Later on
he was promoted as Inspector General of Police(IGP) and subsequently as
Addl. Director General of Police where he headed special units such as
Crime Branch, Special Investigation Team, Railways, etc. He also holds 3
years’ experience as IGP Technical Services, heading Police Tele
Communication Systems and handling modern security equipment through
Police Modernisation Schemes.
On deputation to Government of India, he joined the prestigious Sardar
Vallabha Patel National Police Academy (SVP NPA) as faculty and has played
an active role in training IPS probationers and in-service IPS officers. As
part of the deputation he joined Central Industrial Security Force (C.I.S.F)
and gained experience in handling industrial security systems in National
Thermal Power Corporation unit at Uttar Pradesh, India. As part of C.I.S.F,
he was selected as Director of National Industrial Security Academy and
was instrumental in bringing about significant improvements in both indoor
and outdoor training.

Mr. C.V. Rao was awarded Indian Police Medal for Meritorious Service (IPM)
and Presidents Police Medal for Distinguished Service (PPM) in recognition
of his services.
Mr. C.V. Rao opted for voluntary retirement from IPS in 2010 as Additional
Director General of Police and joined as the MD & CEO, Raxa Security
Services Ltd, a GMR group company holding operations at all projects and
assets of GMR Group, a multibillion-dollar infrastructure Group, which built
and operates two international airports and other assets such as Power
Plants, Highways, etc. across the country and abroad. He as CEO of Raxa,
specialises in providing integrated security solutions combining Man-Mix
Model through well trained security marshals after completion of a two
months basic training in their prestigious academy, spread over more than
100 acres of campus with world class infrastructure. In addition, he grew
the security technology vertical of the company and obtained orders and
executed integrated security systems such as CCTV, Access Control
Systems, Communication Systems, Fire Fighting Equipment, etc. not only
for GMR group but also for Government and Public Sector Undertakings.
Mr. C.V Rao, during his tenure of six years, as CEO, Raxa Security Services
Ltd, (http://www.raxatechnosecuritysolutions.in), grew the company from
in house security service provider to a full-fledged business company within
a short span of 5 years by achieving a growth of 500% with a turnover of
more than > Rs. 100 Crore (50% external) revenues with 6000 guards. He
also designed and executed prestigious projects of modern security
technologies in Sea Ports, Airports, Nuclear Complex, City surveillance
deploying high end security technologies such as CCTV, Access Control
Systems, Communication Systems, Fire Fighting, Building Management
Systems, perimeter protection, etc.

As part of exploring opportunities for GMR Group in “Safe City” domain,
Mr. C.V Rao started a dedicated unit with a small competent team in 2013
under Raxa and visited London to study the London Safe city project which
is a pioneer in the world. Later he also visited countries with suitable
technologies such as Israel, London, USA, etc. and interacted with best in
class technology providers. He has also attended international security
seminars in many countries and participated in discussions with technology
leaders. In India, he along with senior leaders of GMR have given
presentations to decision makers to create awareness about benefits of safe
city projects. Some noteworthy presentations are those that are given to
Hon’ble Chief Minister of Telangana, Hon’ble Chief Minister of Chhattisgarh,
Lt Governor of Delhi, Hon’ble Union Home Minister, etc. Later, he was also
a key member of the Smart City Team created by GMR Group which gave
a Demonstration and POC (Proof of Concept) of various technologies in
Smart City domain to National Security Advisor and Senior Delhi Police
Team in November/December 2015.
Mr. C.V. Rao, through his vast experience in Banking, Police, Training and
Technology brings with himself domain expertise on security, business
development and distinctive sense of leadership. He firmly believes in
capabilities of training and a Man-Machine Mix in scaling up the service
standards in security industry and bring about cost effectiveness. He also
