France, Germany, Ireland, Lithuania, Netherlands, Spain
a fully operational service within 2 years

17. The EDL Foundation
Purpose:
• to provide cross-domain access to Europe’s cultural heritage.
The Foundation will:
• facilitate formal agreement across museums, archives, audio-
visual archives and libraries on how to cooperate in the delivery
and sustainability of a joint portal.
• provide a legal framework for use by the EU for funding purposes
and as a springboard for future governance.

D. Existing/Founding members of the Board of Participants and the hosting
organisation (BnF, INA, BNS, BA, KB)
E. Elected representatives of the Council of Content Providers and Aggregators (5)

22. Council of Content Providers & Aggregators (CCPA)
Participants can be:
A. Content Providers, individual institutions
B. Associations of Content Providers
C. Aggregators (on all levels and all domains)
o 5 people/institutions to be elected to the Board of Participants from the
Council of Content Providers & Aggregators (1 per Domain and 1
aggregator)
o The CCPA will convene at least 1x per annum for a general assembly
o The CCPA can form Working Groups on specific topics and themes to advise
the EDLF and associated projects
o Members of the CCPA will actively be invited to participate in associated
projects

Group on what is being done with the money and the strategy
